PC Minutes 1984-11-20ARROYO GRANDE PLANNING COMMISSION November 20, 1984 The Arroyo Grande Planning Commission met in regular session with Vice Chairman Moots presiding. Present are Commissioners Carr, Fischer, Moore and Olsen. Chairman Gerrish and Commissioner Soto are absent. Planning Director Eisner and Associate Planner Stonier are also in attendance. 000ENT AGENDA Architectural Review Case No. 84 -318 . Planning Director Eisner advised the matter before the Commission is a combined application for a use permit for an 18 unit residential development, a tentative tract map and architectural approval. Upon being assured by Planning Director Eisner that public hearing for Use Permit Case No. 84 -381 had been duly published and property owners notified, Vice Chairman Moots declared the hearing open. Hearing no comments for or against the proposed use permit, Vice Chairman Moots declared the hearing closed. Commissioner Carr commented that this type of design, in his opinion, is unattractive because the entire front area is nothing but walls and pavement. He stated he would rather see the parking reduced to 36 spaces and see some landscaping put in there. Commissioner Fischer stated that since Brisco Road has very little on- street parking, it was decided by the Architectural Review Committee that the project would need more off - street parking. RESOLUTION NO. 84 - 1021 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING A TENTATIVE TRACT MAP FORM 18 UNIT PLANNED UNIT DEVELOPMENT FILED BY COASTAL CANYON DEVELOPMENT, AND REFERRAL TO THE CITY COUNCIL FOR INFORMATIONAL PURPOSES ONLY. SERVICE DISTRICT. Q4 u F. REACOC K) Planning Director Eisner reviewed that earlier this year a use permit was approved for C and T Welding to put in a welding operation at this same location. At that time, after the public hearing, the use permit was approved with conditions having to do with improvements of the street on Traffic Way relating to curb, gutter and sidewalks, landscaping and other improvements having to do with Public Works requirements. At that time the applicant asked for a delay of approximately six months to meet the requirements, and the Planning Commission approved the request. The matter was appealed by a member of the City Council, and the six month extension was overturned by the Council, however, they did allow for the improvements to be bonded for. C and T Welding chose not to go ahead with the project and we now have a new application for substantially the same use, and the recommendations of the department and Staff Advisory Committee are substantially the same as those required for C & T Welding. Upon being assured by Planning Director Eisner that public hearing for Use Permit Case No. 84 -382 had been duly published and property owners notified, Vice Chairman Moots declared the hearing open. RESOLUTION NO. 84 -1022 Cnuck Fellows, 202 Canyon Way, spoke in favor of approval of the Use Permit, stating that the corner needs to be improved, and after looking at the sketches, it looks like it would be a nice addition to the community. Mr. Heacock, applicant, stated he would be working mostly on utility trailers, horse trailers and small flat bed trailers, and he would try to service all trailers inside the building. He intends to clean up the building and repave the entire parking lot. Hearing no further comments for or against the proposed Use Permit, Vice Chairman Moots declared the hearing closed. Commissioner Carr inquired if Mr. Heacock would be doing repairs on travel trailers. Mr. Heacock commented he would not solicit that type of repair work. Commissioner Olsen stated she thinks this would be an improvement but, in her opinion, it should be reviewed in six months. Planning Director Eisner advised that the. Commission could review a Use Permit at any time. After further discussion, the following action was taken: A RESOLUTION OF THE PLANNING COMMISSION OF THE . CITY - -OF . ARROYO. She advised that the Architectural Review Committee has reviewed the sign and found it to be in conformance with the regulations of the Highway Service District. Arroyo Grande Planning Commission, 11 -20 -84 Page 3 Mr. Rocky Riviera, representing the applicant, spoke in favor of the Use Permit being granted. He described the sign as being a redwood back with raised redwood letters on the face. He stated there would be no sight problem resulting from placement of the sign. LIM MRS. FULLBRIGHT /OAR TERRACE ASSOCIATES) . Associate Planner Stonier briefly reviewed the staff report dated November 20, 1984. She pointed out that the applicant proposes to develop the project in two phases, with architectural review to take place when each phase is developed. Ms. Stonier advised that the Staff Advisory Committee found the development plan to be consistent with Ordinance No. 140 C.S. and recorrurended approval subject to conditions listed in the staff report. Upon being assured by Planning Director Eisner that public hearing for Use Permit Case No. 84 -384 had been duly published and property owners notified, Vice Chairman Moots declared the hearing open. Tony Orefice, RMO Architects, representing the applicants, briefly described the project, noting that the plan presented tonight basically is to resolve whether residential use is suitable for Parcel D, and the applicants are asking for preliminary approval of what is being planned for the site. Jane Johnson, Oak Park Leisure Gardens, stated she is concerned about the additional traffic the proposed project will generate. Chuck Fellows, 202 Canyon Way, commented that if they change the drainage, allowing water to puddle around the oak trees, it could be harmful to then and he hoped that the Parks and Recreation Department or Architectural Review Committee would give this some consideration. Dr. Fullbright, Mrs. Fullbright and Mr. Tom Caruso, applicants for the Use Permit, briefly described the proposed project and some of the services being offered. Mrs. Grace Stillwell inquired if the facility would be covered by Medicare. Dr. Fullbright commented it would be covered by Medicare; it would be a convenient clinic where people could come with no appointment necessary. He noted that part of the reason for this project is to try to keep people out of the hospital and to try to shorten their stay. Hearing no further comments for or against the proposed use permit, Vice Chairman Moots declared the hearing closed. Commissioner Olsen stated she is concerned about the proposed use on that site principally because of the traffic. Convissioner Fischer stated she feels the idea itself is very needed and very workable. She noted that one of the things that was brought up during the Architectural Review meeting was that the hilly terrain of Parcel D might impair mobility. Commissioner Carr stated his concerns were the traffic problems and the density. Also, his main concern was that he is not 143 144 Arroyo Grande Planning Commission, 11 -20 -84 Page 4 prepared to adopt a resolution making certain findings; he doesn't feel like the Commission has enough information to make a decision and pass the matter on to the City Council tonight. Commissioner Moore stated the concept is new to him and sounds like it might have some possibilities, however, he didn't feel like the Commission had enough information to make a recommendation. He also commented that the traffic and drainage are two problems that need to be taken care of. Vice Chairman Moots stated he doesn't think the proposal is in conformance with Ordinance 140 C.S.. He further stated he has no quarrel with the professional /commercial uses, but he didn't feel the residential use would be in conformance with the ordinance. After a brief discussion, the following action was taken: RESOLUTION NO. 1024 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING DENIAL OF USE PERMIT CASE NO. 84 -334 APPLIED FOR BY DR. AND MRS. FULBRIGHT /OAK TERRACE ASSOCIATES TO PERMIT A PRELIMINARY DEVELOPMENT PLAN FOR A HEALTH FITNESS CENTER, POLY CLINIC/RESIDENCE, GROUP HOME /CONVALESCENT HOSPITAL AND RETIREMENT COMMUNITY IN THE "P-D" PLANNED DEVELOPMENT DISTRICT. After a brief discussion, Vice Chairman Moots announced that the public hearing for Rezoning Case No. 84 -184 and Tentative Tract Map for "Walnut View Estates" would be continued to the Planning Commission meeting of December 4, 1984.
