ARROYO GRANDE PLANNING COMMISSION
June 5, 1984
The Arroyo Grande Planning Commission met in regular session with
Chairman Gerrish presiding. Present are Commissioners Moots,
Bcnhardt, Carr, Fischer, Moore and Olsen. Planning Director
Eisner is also in attendance.
MINUTE APPROVAL
Upon hearing no additions or corrections, the minutes of the
regular Planning Commission meetings of April 17, 1984 and May 1,
1984 were approved as prepared, on motion by Commissioner
Benhardt, seconded by Commissioner Olsen, and unanimously carried.
ARCHITECTURAL REVIEW CASE NO. 84 -312 (RESUBMITTAL) - 9 UNIT
APARTMENT COMPLEX. 1172 ASH STREET. (DE BLAUW).
Planning Director Eisner made a brief presentation, explaining
that this was a resubmission of a project previously reviewed by
the Commission. After a brief discussion among the Commissioners,
on motion by Commissioner Fischer, seconded by Commissioner Olsen,
and unanimously carried, the recommendation by the Architectural
Review Committee was approved.
PUBLIC HEARING - USE PERMIT CASE NO. 84 -370, REOUEST FOR
CREMETORY IN CONJUNCTION WITH PROPOSED MORTUARY, 555 FAIR OAKS
AVENUE. (VOAKES /PILKINGTON).
Planning Director Eisner presented the staff review of Use Permit
Case No. 84 -370, a request for a cremetory in conjunction with
proposed mortuary at 555 Fair Oaks Avenue.
Upon being assured by Planning Director Eisner that public hearing
for Use Permit Case No. 84 -370 had been duly published and
property owners notified, Chairman Gerrish declared the hearing
open.
Mr. Harry Voakes, Wood /Voakes Mortuary, spoke in favor of the Use
Permit being granted. He introduced Mr. Dave Hepburn,
represenative of Industrial Equipment and Engineering,
manufacturers of cremation'equipment. Mr. Hepburn pointed out
that the equipment is free of any smoke and odor and has been
approved by the Southern California Air Quality Management
District to operate without any extra pollution control devices.
Mrs. Krovious, 855 Virginia Drive, spoke in favor of the proposed
use.
There being no further testimony from the audience, Chairman
Gerrish declared the hearing closed. After a brief discussion
among the Commissioners, the following action was taken:
RESOLUTION NO. 84- 993
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE
NO. 84 -370, APPLIED FOR BY WOOD /VOAKES MORTUARY FOR
A CREMETORY IN CONJUNCTION WITH PROPOSED MORTUARY
AT 555 FAIR OAKS AVENUE IN THE "P -C" DISTRICT.
On motion by Commissioner Benhardt, seconded by Commissioner
Olsen, and by the following roll call vote, to wit:
AYES: Commissioners Benhardt, Carr, Fischer, Moots, Moore,
Olsen and Chairman Gerrish

the foregoing resolution was adopted this 5th day of June 1984..
PUBLIC HEARING - TENTATIVE TRACT #1203, A FOUR UNIT OFFICE
CQNDOMINIUM. 316 E. BRANCH ST. (ELLSWORTH).
Planning Director Eisner reviewed Tentative Tract #1203, reminding
the Commission that they had previously reviewed this proposal,
both as a Use Permit and Architectural Review.

Upon being assured by Planning Director Eisner that Public Hearing
for Tentative Tract #1203 had been duly published and property
owners notified, Chairman Gerrish declared the hearing open.
Upon hearing no testimony for or against the proposed tentative
tract, Chairman Gerrish declared the hearing closed and, after a
brief discussion, the following action was taken:
RESOLUTION NO. 84 -994
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING TENTATIVE
TRACT NO. 1203, AND REFERRAL TO THE CITY COUNCIL
FOR INFORMATIONAL PURPOSES ONLY.
On motion by Commissioner Benhardt, seconded by
Commissioner Moore, and by the following roll call vote, to wit:

Moore, Olsen and Chairman Gerrish

PUBLIC HEARING - TENTATIVE SUBDIVISION MAP, TRACT NO. 1186,
WHITELEY AND NELSON STREETS IN THE "R -1" DISTRICT. (CITY OF
ARROYO GRANDE).
Planning Director Eisner gave a brief staff report on Tentative
Tract Map No. 1186, a parcel owned by the City of Arroyo Grande.
The tentative map creates six lots, with minimum lot sizes of at
least 6,000 sq. ft., with the exception of the corner parcel which
is 7,000 sq. ft. Mr. Eisner noted that this property was acquired
by the City as a property exchange with Luis Obispo County.
The subdivision tract map has been prepared at the direction of
Council.

Commissioner Olsen commented that, in her opinion, if City employees
have time to be subdividers, then maybe there are too many City
employees. She questioned whether it was a reasonable practice
for a City to be involved in the land development business.
Chairman Gerrish commented that he also questioned whether the
City should be involved in such practices. Mr. Eisner pointed out
that it was generally common practice for governmental agencies,
having acquired property, to subdivide it for the purpose of
assuring the compatability of the ultimate land division with City
policy and to maximize the return to the City.
Upon being assured by Planning Director Eisner that public hearing
for Tentative Subdivision Map, Tract No. 1186, had been duly
published and property owners notified, Chairman Gerrish declared
the hearing open.
Mr. Weaver, 135 Whiteley Street, inquired about the existing wall
and the drainage. Gordon Bennett, 415 Allen Street; Annetta
Bennett, 415 Allen Street; Mrs. Arita, corner of Nelson and
Whiteley, and Mrs. Johnson, 209 Whiteley Street, spoke in
opposition to the proposed subdivision, stating their concerns
regarding the ultimate land use. There were some statements
regarding the desirability for a park in that location.
Upon hearing no further comments for or against the proposed
subdivision, Chairman Gerrish declared the hearing closed.
Following discussion by the Commission, on motion by Commissioner
Carr, seconded by Chairman Gerrish, and unanimoulsy carried,
Tentative Tract Map No. 1186 was denied because it is not in the
best public interest.
PUBLIC HEARING - USE PERMIT CASE NO. 84 -371. REOUEST FOR
LAUNDROMAT IN THE' "H - S" HIGHWAY SERVICE DISTRICT. 127 SO. ELM
STREET. (DUGGER).
Planning Director Eisner explained this application was, in part,.
the result of a Planning Commission interpretation that

laundromats were a permitted use subject to a Use Permit in the
"H -S" District. The applicant wishes to relocate from a location
in the shopping center across the street to 127 So. Elm Street.
Mr. Eisner pointed out that all requirements, including off - street
parking had been met.
Upon being assured by Planning Director Eisner that public hearing
for Use Permit Case No. 84 -371 had been duly published and
property owners notified, Chairman Gerrish declared the hearing
open. There being no comments from the audience, Chairman Gerrish
declared the hearing closed. Following a brief discussion by the
Commission, the following action was taken:

Moore, and by the following roll call vote, to wit:

PUBLIC HEARING - REVISED TENTATIVE MAP, TRACT NO. 1132, "RANCHO
GRANDE ". (GARING, TAYLOR & ASSOC., AGENTS FOR OTTSE, INC.).
At the request of the applicant, Tentative Tract Map 1132 was
continued to June 19, 1984.
COMMUNICATIONS
Planning Director Eisner discussed briefly the proposed Oak Tree
Ordinance, copies of which had been distributed to the Commission
for their review. Mr. Eisner asked that any comments be submitted
to his office, and suggested that this matter be set for public .
hearing at the first meeting in July.
Mr. Eisner distributed a copy of a letter from Hilltop Developers,
signed by H. G. Comacho, requesting modification to Tract Map No._
652 to permit removal of a diseased oak tree. Following a brief
discussion, on motion by Commissioner Benhardt, seconded by
Chairman Gerrish, motion carried to modify the tract map to permit
the removal of the diseased tree.
DISCUSSION - PARKING REQUIREMENTS.
Planning Director Eisner discussed a request by King's Fish and
Chips to modify a floor area, removing certain interior designing
space and replacing it with a patio. The Commission recognized
the difficulties of that particular parcel and directed staff to
review plans for the expansion and to exercise administrative
judgement as to whether or not the remodeling was consistent with
the provisions of the Zoning Ordinance. The foregoing action was
taken on motion by Commissioner Carr, seconded by Commissioner
Benhardt, and unanimously carried.
ADJOURNMENT
Chairman Gerrish indicated he would not be present at the meeting
of June 19th and took the opportunity to thank the two
Commissioners who's terms expire June 30, 1984.
There being no further business before the Commission, the meeting
was adjourned by the Chairman at 9:15 P.M.
