The Arroyo Grande Planning Commission met in regular session with Chairman
Gerrish presiding. Present are Commissioners Benhardt, Carr, Fischer and
Moore. Commissioners Moots and Olsen are absent. Planning Director Eisner
is also in attendance.
MINUTE APPROVAL
Upon hearing no additions or dorrections, the minutes of the regular meeting
of January 17, 1984 were approved on motion by Commissioner Benhardt, seconded by
Commissioner Carr, and unanimously carried.
CONTINUATION - ARCHITECTURAL REVIEW CASE NO. 83 -297 - PARKING LOT EXPANSION,
345 SO. HALCYON ROAD IN THE "P -C" PROFESSIONAL COMMERCIAL DISTRICT. (ARROYO
GRANDE COMMUNITY HOSPITAL).

PUBLIC HEARING - USE PERMIT CASE NO. 84 -360, ADDITION OF FOUR CLASSROOMS TO
EXISTING BUILDING, 244 OAK PARK BLVD., IN THE "H -S" HIGHWAY SERVICE DISTRICT.
(PEACE LUTHERAN CHURCH).
Planning Director Eisner advised that the application is a request for
additional classrooms on an existing church and school site. He pointed out
that the zoning is Highway Commercial, and the request is in conformance
with the General Plan and Zoning. He stated at the present time there are 60
parking spaces and, on the basis of the classroom addition, 4 additional spaces
will be required. He further stated that it is his understanding that the
school facilities will not be overlapping with the activities of the church.
Mr. Eisner commented that this application has been reviewed by the Staff
Advisory Committee and the Architectural Review Committee; both have
recommended approval subject to the four recommended conditions listed in
the draft resolution.
Upon being assured by Planning Director Eisner that public hearing for
Use Permit Case No 84 -360 had been duly published and property owners notified,
Chairman Gerrish declared the hearing open
Tony Orefice, representing the applicants, spoke in favor of the Use
Permit being granted. He advised that his clients are in agreement with the
recommended conditions.
Upon hearing no further comments for or against the proposed Use Permit,
Chairman Gerrish declared the hearing closed. There being no further
discussion, the following action was taken:

Planning Director Eisner advised that architectural review of the project
would also be included in the foregoing action. Planning Director Eisner
stated that this action is final with the Planning Commission unless appealed
to the City Council within 10 days.
PUBLIC HEARING - TENTATIVE MAP, TRACT NO. 1158 "OAK PARK VILLAS ", LOT 7, TRACT
604, OAK PARK ACRES, A 70 LOT RESIDENTIAL SUBDIVISION UNDER OPTIONAL DESIGN
STANDARDS IN THE "P -D" PLANNED DEVELOPMENT DISTRICT. (SAN LUIS ENGINEERING,
Planning Director Eisner advised this matter is a resubmission of Tract
No. 689 originally submitted in 1978. The map has been reviewed by the
Staff Advisory Committee and the Subdivision Review Board. Both groups
recommend conditional approval; the condition being related to a recommendation
from the Parks and Recreation Commission on the requirement for dedication of a
park site previously required. He pointed out that the subdivision as submitted,
does not show the park, and both the Staff Advisory Committee and Subdivision
Review Board have questioned whether or not that park is still desirable.
After discussion by the Staff Committee, it was recommended that the
Commission open the public hearing and refer the matter to the Parks and
Recreation Commission as an item for their meeting of February 15, 1984,
and continue the public hearing to the Planning Commission meeting of February
21, 1984.
Upon being assured by Planning Director Eisner that public hearing for
Te.,t.ative Map Tract No. 1158 had been duly published and property owners
notified, Chairman Gerrish declared the hearing open.

Jim McGillis, Surveyor for San. Luis Engineering, advised that there were
originally 96 duplex units approved, and the resubmission is for single family
houses, many of them with very large yards which may eliminate the necessity
for a park. He commented that, should the Parks and Recreation Commission want
a park in that area, it could be done and the subdivision could stay as it is
designed. With regard to Condition #7, Mr. McGillis stated this has been
discussed with the City staff, and it was the feeling that a 10 ft. wide
sidewalk along Oak Park Boulevard would be a pure waste of concrete, and
that a narrow walkway with landscaping on both sides would be much more pleasing.
Planning Director Eisner advised that this condition was discussed this afternoon
and he would concede the point, from the staff's point of view, that the sidewalk
dimension could be reduced from 10 ft. to 6 ft., however, in its place, staff
would like to substitute the standard specification for a curvelinear 6 ft.
sidewalk and accompanying landscapeway in that right of way to maintain landscape
continuity all the way up Oak Park Boulevard.
Commissioner Carr suggested that Condition #24 be reworded to read:
"Lift station plans and capacity shall be subject to the approval of the
Public Works Department ". Mr. McGillis pointed out that basically what the
Public Works Director wants is a letter from a mechanical engineer stating
what the capacity is.
After further discussion, on motion by Commissioner Fischer, seconded
by Commissioner Carr, and unanimously carried, public hearing on Tentative
Subdivision Map of Tract No. 1158 was continued to the Planning Commission
meeting of February 21, 1984.
PUBLIC HEARING - PROPOSED ZONING ORDINANCE AMENDMENT, SECTION 9- 4.908(b) AND (c),
"MINIMUM YARDS REQUIRED" IN THE "R -3" MULTIPLE FAMILY RESIDENTIAL DISTRICT.
Planning Director Eisner reviewed that an inconsistency was found in the
Zoning Ordinance during the review of the Ervin /Gordon matter on Brisco Road
and, at that time, the Commission indicated they wanted the wording to be
consistent between the "R -G" and the "R -3" District. He referred to the draft
resolution included with the agenda packets recommending the matter to .:the City
Council.
Upon being assured by Planning Director Eisner that public hearing for
the proposed Ordinance amendment had been duly published and posted, Chairman
Gerrish declared the hearing open. There being no comments from the audience,
Chairman Gerrish declared the hearing closed.
After a brief discussion, the following action was taken:

THE ARROYO GRANDE MUNICIPAL CODE, SECTION 9- 4.908(b) AND
(c), "MINIMUM YARDS REQUIRED" IN THE "R -3" MULTIPLE
FAMILY RESIDENTIAL DISTRICT.
On motion by Commissioner Fischer, seconded by Commissioner Carr, and by
the following roll call vote, to wit:

DEVELOPMENT, 182 BRISCO ROAD IN THE "R -3" MULTIPLE FAMILY RESIDENTIAL DISTRICT.

Planning Director Eisner advised that staff has not yet received a resubmittal
on this matter and, at the applicant's request, the matter is recommended for
continuance. Chairman Gerrish noted that the policy of the Commission has been
to carry items on the agenda only for a few meetings and if the submission is
not ready for review at that time, that it be dropped from the agenda and re-
advertised. After discussion, Use Permit Case No. 83 -357 was continued to the
Planning Commission meeting of March 6, 1984, and if not heard at that time,
it will be dropped from the agenda.

REQUEST FOR TIME EXTENSION - TRACT NO. 1039, CANYON WAY (W. L. FRISBY).
Planning Director Eisner stated that a request for a time extension has been
received from Mr. Frisby on Tentative Tract Map No. 1039. He noted that there
have been no changes in conditions, and staff recommends approval of an 18 month
extension. There being no discussion, an 18 month extension was granted on
Tentative Tract Map No. 1039 on motion By Chairman Gerrish, seconded by
Commissioner Benhardt, and unanimously carried.
ADJOURNMENT
There being, no further business before the Commission the meting was
adjourned by Chairman Gerrish at 9:00 P.M.
