The Arroyo Grande Planning Commission met in regular session with Chairman
Gerrish presiding. Present are Commissioners Benhardt, Carr, Fischer, Moore,
Moots and Olsen. Planning Director Eisner is also in attendance.
MINUTE APPROVAL
Commissioner Moore corrected the minutes of October 18, 1983 regarding
the Grading and Erosion Control Ordinance, noting that "borrow pits and waste
disposal piles" should be added to the Ordinance under "Accelerated Erosion"
on the bottom of Page 3. Upon hearing no further additions or corrections,
the minutes of the regular meetings of October 4th and October 18th were
approved on motion by Commissioner Benhardt, seconded by Commissioner Fischer,
and unanimously carried.
RESOLUTION OF INTENTION - AMENDMENT TO ZONING ORDINANCE REGARDING HEIGHT
LIMITATION IN THE HIGHWAY SERVICE DISTRICT.
Planning Director Eisner advised that it has been pointed out that in
the reprinting of the Ordinance there was an error made relative to the
height limitations in the Highway Service District. He further advised that
the records available in the City Clerk's office indicate that the ordinance,
when originally adopted, set a height limit for all structures, including
signs, not to exceed 35 ft. Under Sec. 9- 4.1404 the maximum height for signs
in the Highway Service District currently allows 50 ft.
Mr. Eisner recommended that the Commission initiate proceedings to
set a public hearing for the meeting of December 6, 1983 to clarify the
Ordinance and eliminate the discrepancies.
After a brief discussion, the following action was taken:
RESOLUTION NO. 83 -959
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE INDICATING ITS INTENTIONS
TO HOLD A PUBLIC HEARING FOR THE PURPOSE OF AMEND-
ING SECTIONS 9- 4.1404(c), 9- 4.1405 AND 9- 4.1403(i)
OF THE ZONING ORDINANCE.
On motion by Commissioner Fischer, seconded by Commissioner Carr,
and by the following roll call vote, to wit:
AYES: Commissioners Benhardt, Carr, Fischer, Moore, Moots,
Olsen and Chairman Gerrish

RESUBMITTAL - ARCHITECTURAL REVIEW CASE NO. 83 -279, 22 UNIT CONDOMINIUM COMPLEX,
163 AND 167 BRISCO ROAD'(WM. IRVINE /K. GORDON).
Planning Director Eisner advised that this matter has been before the
Commission earlier this year and was approved. The applicants are asking for
minor modification to the architecture of the development. This modification
has been reviewed by both the Staff Advisory Committee and the Architectural
Review Committee. Bothof, these committees have recommended approval of the
project as, submitted with the 10 conditions as listed in the staff report. He
noted that the applicant has been made aware of these conditions and has': indicated
agreement with them.
Mr. Bob Garner, Architect for the applicants, briefly described the pro-
posed modifications.
Commissioner Fischer commented that during Architectural review of the
project, it was recommended that the garage units have doors. Planning
Director Eisner stated that this condition was inadvertently omitted and
should be added as Condition No. 11.
Kirby Gordon, 260 Coral Court, pointed out that they are before the
Commission for a minor modification and the garage door condition was not
originally required and, therefore,.was not budgeted in for the project.
He commented when people are sharing the same garage, they really don't see
a need for the requirement. Commissioner Fischer stated, in her opinion,
when someone is purchasing a unit, they should be given a closed space to
park their vehicle. Mr. Gordon pointed out that locked storage areas are
-.provided in the back. The majority of the Commission indicated they agreed

with Commissioner Fischer that garage doors should be provided. Chairman
Gerrish commented that he did not particularly agree with the garage :door require-
ment since this is a resubmittal and there are no significant changes to what
was originally approved.
After a brief discussion, modification of. Architectural Review Case No.
83 -279 was approved on motion by Commissioner Benhardt, seconded by Commissioner
Olsen, and unanimously carried, subject to the conditions listed in the staff
report dated November 15, 1983 and with the addition of Condition No. 11 requir-
ing that garage doors be provided.
ARCHITECTURAL REVIEW CASE NO. 83 -297, PARKING LOT EXPANSION, ARROYO GRANDE
COMMUNITY HOSPITAL, 345 SO. HALCYON ROAD.
Planning Director Eisner advised that this matter was brought to the
Architectural Review and Staff Advisory Committee about a month and a half ago
and, at that time, the Police Department, Fire Department and Public Works
Department all had difficulties with the design of the parking lot. The
applicants withdrew their application and redesigned the parking lot to some
degree. The resubmittal has been reviewed by the Architectural Review Committee
and the Staff Advisory Committee, and both have recommended approval subject to
the three conditions as listed in the staff report.
Mr. Rick Seidler, Arroyo Grande Community Hospital, advised that the new
parking area will be designated for emergency parking. He commented that
Arroyo Grande Hospital currently has the most active emergency department in
the County, and during weekends and holidays, cars bringing in emergency
patients are parking all along Fair Oaks Avenue and they have received
complaints from people that live in the neighborhood because of this parking
on the street. He advised they also want to provide more parking for the
handicapped. Commissioner Fischer pointed out that the size of the parking
spaces are not designed for handicapped parking. Mr. Seidler commented he
would accept a recommendation from the Planning Commission regarding standard
handicapped parking spaces.
Commissioner Carr stated his objection to the proposal is because of
aesthetics; he wouldn't like to see the front area of the hospital turned into
a parking lot and, in his opinion, it is not desirable or appropriate to take .
that nice area that is there now and turn it into a parking lot. Commissioner
Fischer stated she is not in favor of parking lots at major intersections, and
if there are other possibilities, she would like to have them looked into.
Chairman Gerrish pointed out that if they had come in with a parking plan like
this when they originally constructed the building, in his opinion, it would
have been approved because the Commission now approves parking all around major
buildings. Commissioner Moots commented he would like to see the applicants re-
consider this and prove to the Commission that they really need this parking lot
and that there isn't any other way to go. Commissioner Olsen stated, in their
redesign, she would like to see the handicapped parking spaces properly desig-
nated on the plan.
After further discussion, on motion by Commissioner: Olsen, seconded by
Commissioner Moots, and unanimously carried, Architectural Review Case No. 83-
297 was denied without prejudice.
MODIFICATION OF ARCHITECTURAL PLANS - WILDWOOD RANCH DEVELOPMENT.
Planning Director Eisner advised that the Wildwood Ranch Development has
been approved at a number of different levels. The matter before the Commission
tonight is a resubmission of the architectural plans. The architect has ex-
plained that the preliminary consideration is to increase the number of floor
plans so as to create a greater variety of choice of housing types and to reduce .
the cost of construction while maintaining quality of design. Mr. Eisner further
advised that the Architectural Review Committee has reviewed the modifications
and recommends approval as submitted.
Mr. Bob Richmond of Richmond, Rossi and Montgomery, Architects for the
project, briefly reviewed the proposed changes. There being no further dis-
cussion, modification of the Architectural Plans for the Wildwood Ranch De-
velopment was approved on motion by Commissioner Moots, seconded by Commissioner
Carr, and unanimously carried.
PUBLIC HEARING - USE PERMIT CASE NO. 83 -354, USED CAR SALES LOT ON THE NORTH
SIDE OF GRAND AVENUE APPROXIMATELY 325 FT. WEST OF N. HALCYON ROAD,. IN THE "H -S"
[IIGHWAY SERVICE DISTRICT. (MERRELL M. WILLIAMS).
Planning Director Eisner advised the request is for a Used Car Sales
; including a sales office. He stated that the application is consistent with
the General Plan and Zoning. He further stated that the applicant has been advised

that specific plans will be required for the development, and that specific
plans for the office building would have to be submitted for review by the
Architectural Review Committee. Also, any sign proposed for the development
would have to come back to the Commission for separate approval.
Upon being assured by Planning Director Eisner that public hearing for
Use Permit Case No. 83 -354 had been duly published and property owners notified,
Chairman Gerrish declared the hearing open.
Mr. Roger Stark, 180 Wood Place,and Mr. Merrell Williams, 928 E. Hermosa
St., Santa Maria, spoke in favor of the Use Permit being granted.
Upon hearing no further comments for or against the proposed Use Permit,
Chairman Gerrish declared the hearing closed.
Planning Director Eisner pointed out that both the Planning Department,
in terms of traffic, and the Public Works Department, in terms of traffic flow,
have reviewed this application, and they didn't feel there would be any impact
relative to traffic flow.
Commissioner Carr commented it would seem to be more appropriate to
put the office at the west end of lot instead of in front of the residence as
proposed. In answer to Commissioner Fischer's:.question as to how- many - would
be placed on the lot, Mr. Stark commented they plan .on somewhere between 20 and
25 cars to be placed on the lot and it is their feeling there is adequate space
for that many. The Commission requested that Condition No. 3 be added to the
requirements limiting the number of cars to be placed on the lot to 25.
There being no further discussion, the following action was taken:

PUBLIC HEARING - USE PERMIT CASE NO. 83 -355, FREE STANDING SIGN, 850 OAK PARK
BLVD., IN THE "P -D" DISTRICT (HIGHWAY SERVICE DESIGNATION). (CN SIGNS & GRAPHICS/
CASA GRANDE MOTOR INN).
Planning Director Eisner advised that this application has been reviewed
by the Staff Advisory Committee and the Architectural Review Committee. It was
the recommendation of both Committees that the sign be of a height consistent
with sign structures approved in the area, and that the Commission consider
requiring the relocation of the sign to a point at the "rear" of the property.
He noted that in the past, the Planning Commission has approved a 30 ft. high
sign for the E -Z 8 Motel, and only attached structural signs were approved for
K -Mart and Carl's Jr..
Upon being assured by Planning Director Eisner that public hearing for
Use Permit Case No. 83 -355 had been duly published and property owners notified,
Chairman Gerrish declared the hearing open.
John Andrus, C/N Signs and Graphics, spoke in favor of the granting of
the Use Permit. He advised that the proposed sign does have a reader board
and that the two signs together will meet the requirements of the Ordinance.
He further advised that the tower of the motel is 42 ft. high and, in his opinion, .
a sign that is 12 ft. shorter than the building will not suffice. Regarding the
recommended relocation of the sign, Mr. Andrus stated the reason the reader board
is placed in that location is because it is designed to pick up people going to
the motel. He also noted that the sign is not a large white sign; the colors
are earth tones on a black background, and the only part of the sign that will be
illuminated will be the lettering. He commented if the sign is relocated,to the

recommended location, people on the freeway east looking towards the Inn, could
not see the reader board.
Upon hearing no further comments for or against the proposed Use Permit,
Chairman Gerrish declared the hearing closed.
Commissioner Moots commented he is not in favor of 50 ft. signs. He
further commented he would like to see signs included as part of the Architectural
Review process. The majority of the Commission indicated their concurrence that
a 30 ft. sign would be consistent with the area. Planning Director Eisner
suggested that the two signs be separated and the reader board could be placed
as a monument sign or pedestal sign and placed somewhere near the entrance.
After further discussion, the following action was taken:

Planning Director Eisner requested that the applicant work with staff
on the details of the reader board sign.
SUBDIVISION REVIEW - TENT. TRACT MAP NO. 1149, LOT 11 OF TRACT 604, OAK PARK
ACRES, 70 RESIDENTIAL LOTS, PLUS 2 OPEN SPACE LOTS: (LOS PADRES ENGINEERS, INC.,
AGENTS FOR RUEBEN KVIDT).
Chairman Gerrish announced that this matter will be scheduled for public
hearing at the Planning Commission meeting of December 6, 1983.
DISCUSSION - REQUEST FOR CONSTRUCTION OF TRIPLEX AT 138 JUNIPER STREET IN THE
"p -M" PLANNED INDUSTRIAL DISTRICT. (DAL CAUDILL).
Planning Director Eisner pointed out that this matter had been before
the Commission earlier in the year and the Commission decided to hold the matter
in abeyance pending arrival of the new planning director. He requested that
if the Commission sets a study session for November 29th, that this item be
discussed during that session. After a brief discussion, on motion by Commissioner
Moots, seconded by Commissioner Fischer, and unanimously carried, a study session
was, scheduled for Tuesday, November 29th at 7:30 P.M. to discuss the above request.
Mr. Eisner also requested that the Commission consider discussing the matter of
community wells within the City, which is a referral from the City Council.

There being no further business before the Commission, the meeting was
adjourned by the Chairman at 9:30 P.M.
