PC Minutes 1982-11-16ARROYO GRANDE PLANNING COMMISSION November 16, 1982 The Arroyo Grande Planning Commission met in regular session with Chairman Gerrish presiding. Present are Commissioners Cole, Benhardt, Carr, Moots, Moore and Pilkington. Planning Director Lays is also in attendance. MINUTE APPROVAL. Upon hearing no corrections or additions, the minutes of the regular meeting of November 2, 1982 were approved by the Chairman as prepared. COMMUNICATIONS Planning Director Hays advised that the owners of Round Table Pizza located at the Town and Country Shopping Center wish to add some small flags to either side of the advertising sign which the Commission had previously approved on the clock tower. The applicant indicated that when the original approval was granted, they had assumed that the flags were a part of the approval, however, they were advised by the Planning Director that the addition of the flags would have to come back before the Planning Commission for approval. The Planning Commission conducted a lengthy discussion regarding the matter and tried to determine why this additional signage had not been included on the original drawing. After further discussion, a motion was made -by Commissioner Pilkington, seconded by Commissioner Cole, that the 6 flags be approved as presented, with the size not to exceed the tallest capital letters. Motion failed on a 3 to 2 vote with two Commissioners abstaining. After additional- discussion, a motion was made by Commissioner Carr, seconded by Commissioner Moore, to deny the request. The motion was passed on a 3 to 2 vote with two Commissioners abstaining. The Commission did indicate to the applicant that he could come back at the next Planning Commission meeting with a colored scale drawing of his request and.theY would reconsider it at that time. PUBLIC HEARING - USE PERMIT CASE - NO. 82 -346, REQUEST TO ALLOW PLACEMENT OF AN ADDITIONAL GARAGE AND LIVING QUARTERS ON AN EXISTING RESIDENTIAL LOT IN THE "R -1" SINGLE FAMILY RESIDENTIAL DISTRICT, 114 BELL STREET. (JEFFREY SALSER). Planning Director Hays pointed out that the Zoning Ordinance allows a second single family dwelling in the "R -1" District where, prior to January 28, 1969, a single - family dwelling exists on the rear one -half of the lot. He noted .that.this request is -.in conformance with the Zoning Ordinance and, in his opinion, is suitable room on the lot for the request. Upon being assured by Planning Director Hays that Use Permit Case No. 82 -346 had been duly published and property owners notified, Chairman Gerrish declared the hearing open. Jeffrey Sal -ser, applicant, stated he would like to build an additional residence on the lot as provided for in the Zoning Ordinance. There being no further comments for or against the proposed use, Chairman Gerrish declared the hearing closed. The Planning Commission had some questions regarding the size of the new structure and if it met the setback requirements. Planning Director Hays assured them that the proposal meets the Ordinance requirements. After a brief discussion, the Use Permit was granted with the condition that the lot not be split further. RESOLUTION NO. 82 -934 U RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT,'CASE NO. 82 -346. On motion by Commissioner Cole, seconded by Commissioner Pilkington, and by the following roll call vote, to wit: AYES: NOES: ABSENT: the foregoing Resolution was adopted this 16th day of November 1982. Commissioners Cole, Benhardt, Carr, Moots, Moore, Pilkington and Chairman Gerrish None None -«� Arroyo Grande Planning Commission, 11 -16 -82 PROPOSED AMENDMENTS TO THE ZONING ORDINANCE AND MUNICIPAL CODE. Planning Director Hays briefly reviewed the proposed amendments to the Zoning Ordinance and Municipal Code relative to Video Games, Compact Car Parking Spaces, Temporary Political Signs and Excessive Noise. After considerable discussion, the Commission recommended approval of the amendments regarding Compact Car Parking Spaces, Temporary Political Signs and Noise as presented. The amendment relative to the Video Games was changed to read that a Use Permit would be required for Arcades where . video and amusement games are the primary source of revenue, and a recom- mendation was made that the City consider increasing the fee for each machine as required by the Finance Office. COMMUNICATIONS The Commission requested Planning Director Hays to discuss with the Public Works Director that an additional parking space be eliminated on Grand Avenue in front of Fidelity Savings. Mr. Hays indicated this recommendation would be sent to the Parking and Traffic Commission. Also, the Commission asked that the Planning Director check into the use of property on South Elm Street for commercial purposes....Mr._,Hays: was directed to send a letter requesting that this selling operation cease.
