November 2, 1982
The Arroyo Grande Planning Commission met in regular session with Chairman
Gerrish presiding. Present are Commissioners Cole, Moots,Moore and Pilkington.
Commissioners Benhardt and Carr are absent. Planning Director Hays is also in
attendance.
MINUTE APPROVAL
On motion by Commissioner Cole, seconded by Commissioner Moore, and
unanimously carried, the minutes of the regular meeting of October 19, 1982
were approved as prepared.
COMMISSIONER CARR ENTERED THE MEETING AND IS NOW PRESENT.
PUBLIC HEARING - USE PERMIT CASE NO. 82 -344, CHILD CARE CENTER IN AN "R -1"
SINGLE FAMILY RESIDENTIAL DISTRICT, 781 PAUL PLACE. (MARY SCHERMERHORN).
Planning Director Hays advised that the applicant is requesting a Use Permit
to operate a Child Day Care Center at 781 Paul Place. He pointed out that this
facility has been in operation for some time, and the Use Permit would legalize
this operation for more than six children. Mr. Hays read a letter from Robert J.
Schroth, 771 Paul Place, stating he is a day sleeper living adjacent to the
Child Care Center and he is opposed to the requested Use Permit.
Roger Sorrow, 791 Paul Place, stated he also works nights and the Day Care
Center does not bother him. Ralph Rule, $ 3 Turquoise Drive; Victoria Bromley,
923 Cameron._ Court; John Christianson, 1201 Russ Court; Charles Howell, 731 Paul
Place; Ron _Schneider, 795 Paul Place and Vicki Ballard, 1231 Russ Court spoke in
favor of the Use Permit being granted. Mr. Carl Archer, 2569 Pa u l . Place,
stated that there is additional traffic during certain times of the day, and
also commented that the bottom of the fence is being kicked in as pointed out in
Mr. Schroth's letter.
Darcy Schermerhorn, applicant, stated they have anywhere from 3 to 12
children there and they are trying to have a decent operation. The age range
of the children are from 3 months to 4 years, and the children are only outside
from 9:30 to 10:30 in the morning, and late in the afternoon. He also stated
that they do not park in front of the neighbor's house. In answer to
Commissioner - Carr's question about the operation on Saturday and Sunday, Mr.
Schermerhorn replied that they watch only their grandchildren on the weekends.
There being no further comments for or against the proposed Use Permit,
Chairman Gerrish declared the hearing closed.
The Commission briefly discussed the matter and it was their feeling
that the operation was not detrimental to the neighborhood and the service is
something that is needed. The following action was taken:

PUBLIC HEARING - VARIANCE CASE NO. 82 -89, REDUCTION OF REQUIRED SIDE YARD SETBACK
FROM 10 FT. TO 5 FT., 604 GRAND AVENUE IN THE "H -S" HIGHWAY SERVICE DISTRICT.
(DAN O'NEILL /BILL AWALT).
Planning Director Hays reviewed the proposed application. He pointed out
that the applicants are going to remove an existing dwelling and enlarge and
convert the existing garage into a real estate office. The garage is 5 ft.
from the property line, and the requested Variance would allow expansion of the
existing structure.
Upon being assured by Planning Director Hays that public hearing for
Variance Case No. 82 -89 had been duly published and property owners notified,
Chairman Gerrish declared the hearing open.

Dan O'Neill, applicant for the Variance, spoke in favor of the application
being granted. He pointed out that the building will be 10 ft. from another
garage; not a residence. There being no further comments for or against the
proposed Variance, Chairman Gerrish declared the hearing closed.

PUBLIC HEARING - USE PERMIT CASE NO. 82 -345, FREE STANDING SIGN, 604 GRAND AVENUE
IN THE "H -S" HIGHWAY SERVICE DISTRICT. (BILL AWALT /DAN O'NEILL /FRANK STRICKER).
Planning Director. Hays advised that the Use Permit application is for a
free standing. sign to be located at the proposed site of a new real estate office
at 604 Grand Avenue. He noted that the proposed sign meets the criteria of the
Zoning Ordinance relative to the size of signs.
Upon being assured by Planning Director Hays that public hearing for
Use Permit Case No. 82 -345 had been duly published and property owners notified,
Chairman Gerrish .declared the hearing open. Hearing no comments for or against
the proposed use, Chairman Gerrish declared the hearing closed.
Commissioner Carr expressed some concern relative to the height of the
sign, stating he felt it was too high for the location. After further dis-
cussion, the following action was taken:
