ARROYO GRANDE PLANNING COMMISSION
August 4, 1981
The Arroyo Grande Planning Commission met in regular session with Chairman
Gerrish presiding. Present are Commissioners Cole, Moots, Pilkington,
Saruwatari and Sebastian. One vacancy exists on the Commission. Also in
attendance are Planning Director Hays and Public Works Director Karp.
ADDITIONS OR DELETIONS TO THE AGENDA
Planning Director Hays requested that Item #2 be deleted from the Agenda.
He noted that the Zoning Ordinance makes no provision for obtaining a Use Permit
for a radio tower; it is a permitted use.
Stem Annexation. Mr. Hays advised the Commission that the Stem Annexation
has been back and forth before the Commission and Council a number of times, and
both the Planning Commission and City Council have agreed upon the "P -D" Zone.
He further advised that upon the second reading of the Ordinance, it was pointed
out that an environmental determination had not been made on this item. He
stated that staff is recommending a Negative Declaration based on the fact
that under the "P -D" Zone, each individual development would require a separate
environmental determination based on what the proposal is.
Upon hearing no public input and no further discussion, the following
action was taken:
RESOLUTION NO. 81 -840 EIR
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF

DECLARATION.

PUBLIC HEARING - USE PERMIT CASE NO. 81 -324, REQUEST TO PLACE A RELOCATABLE TYPE
STRUCTURE FOR USE AS A TEMPORARY CLASSROOM, 497 FAIR OAKS AVE. IN THE "A" AGRI-
CULTURAL DISTRICT. (GOSPEL LIGHTHOUSE AND LIGHTHOUSE CHRISTIAN SCHOOL).
Planning Director Hays reviewed that last year the Commission granted a Use
Permit to the applicant to conduct a Christian School with an enrollment of 50
students at the Gospel_ Lighthouse Church. The applicant is now requesting that
the enrollment of the school be increased by up to 30 students, and that they
be allowed to install a temporary trailer to house the additional students. He
advised that the applicant would also like the Commission's approval of the
proposed addition to be constructed in two or three years. Mr. Hays commented
that if the Commission approves the request, staff would recommend that the
applicant remove the temporary structure upon completion of the addition.
Upon being assured by Planning Director Hays that public hearing for Use
Permit Case No. 81 -324 had been duly published, posted and property owners
notified, Chairman Gerrish declared the hearing open.
Ben Miller, 1035 Sunset Drive, stated he is principal of the school and
spoke in favor of the Use Permit being granted. He advised that it is
necessary at this time for them to increase the number of students. He stated
that the school, in its first year, was very successful and they are now in a
position where additional students are desiring to attend the school. Mr.
Miller referred to the proposed plans, noting that the area in the back of the
structure is the permanent structure they hope to build within the next two or
three years. He stated it will house approximately 100 students and then the
temporary structure would be taken out when the permanent structure is ready.
Upon hearing no further comments for or against the proposed Use Permit
Chairman Gerrish.declared the hearing closed.
Commissioner Sebastian stated when the request for the use first came up,
there was quite a bit of concern from the farming community about creating
another school. He commented that each of the other parochial schools that
have been granted temporary approval have had plans and specifications, and
he feels that in this case, the request is premature: He further stated he

feels they should present some sort of master plan to the Commission to indicate
what their intentions are and, in his opinion, 3 years is much too long for a
temporary facility at this time. Commissioner Cole suggested that since it is
going to be quite some time before they will be getting into a permanent build-
ing, that the Use Permit be granted, with a yearly review, to make sure it is
not something they are going to continue using without really being sincere about
the addition. Commissioners Moots, Pilkington and Saruwatari indicated they
would be in agreement with a review on an annual basis.
After further discussion, the following action was taken:

PUBLIC HEARING - TENTATIVE TRACT NO. 944, "ARROYO DEL MAR ", A 27 UNIT AIR SPACE
CONDOMINIUM PROJECT, AND 1141 ASH AVE. (WILLIAMS).
Planning Director Hays advised that the applicant has previously received
a Use Permit and architectural approval for this project. He further,advised
that this is a_one. lot subdivision and the Subdivision Review Board has
reviewed this particular application and have recommended approval of the
tentative map subject to the 10 listed conditions in their report, dated July
29, 1981.
Upon being assured by. Planning Director'Hays that public hearing for
Tentative Tract. No. 944 had been duly published, posted and property owners
notified, Chairman Gerrish. declared the hearing open..
Elizabeth. Jackson, 208 Fair View Drive, stated she is opposed to approval
of any additional units until the problems of this City are definitely solved
one way or another.
Upon hearing no further comments for or against the proposed Use Permit,
Chairman Gerrish. declared the hearing closed.and, after a brief discussion,
the following action was taken:

PUBLIC HEARING CONTINUATION - USE PERMIT CASE NO. 81 -322, 10 UNIT CONDOMINIUM
PROJECT IN THE "R -G" GARDEN APARTMENT RESIDENTIAL DISTRICT, 1146 ASH ST. (LINDSEY).
Planning Director Hays advised the Commission that the original submittal
was for a 10 unit condominium project, however, after review by the Architectural
Review Committee, the applicant needed to change the design of the project and,
in doing so, one unit was added. He noted that the General Plan designates this
site for Medium High Density Residential with 17 dwelling units per acre; and the
applicant has a site of approximately .75 acres which produces a density of
approximately 14.6 units. He further advised that the proposal meets the 40%
open space requirement, the parking is provided with a two car garage with each
unit and 5 on -site guest spaces, and the Architectural Review Committee is
recommending approval of the project subject to the proposed conditions_
Upon being assured by Planning Director Hays that public hearing for
Use Permit Case No. 81 -322 had been duly published, posted and property owners
notified, Chairman Gerrish declared the hearing open.
Elizabeth Jackson, 208 Fair View Drive, stated she objected to granting
of the Use Permit for the same reasons as mentioned during the previous public
hearing.
Louisa Smith, Cuyucos, designer for the project, spoke in favor of the
Use Permit being granted.
There being no further comments for or against the proposed Use Permit,
Chairman Gerrish declared the hearing closed and,.after a brief discussion, the
following action was taken:

Architectural Review Case No. 81 -245. Planning Director Hays referred to
the conditions noted in the report, dated July 29, 1981, noting that staff is
requesting two additional items be added, as follows:
15. Connection to sewer will be granted in conformance with rules,
regulations and policies in effect at time of application with
the Sanitation District.
16. The Planning Commission finds the proposal to be consistent with
the General Plan and Zoning.
After further discussion, on motion by Commissioner Cole, seconded by
Commissioner Pilkington, and unanimously carried, Architectural Review Committee
Action, dated July 29, 1981 was approved with the addition of Conditions 15 and
16 as noted above.

CONTINUATI.ON (PUBLIC HEARING HAS BEEN CLOSED) - REZONING CASE NO. 81 -152, ZONE
CHANGE FROM "RA -B3" RESIDENTIAL AGRICULTURAL DISTRICT TO "R -1" SINGLE FAMILY
RESIDENTIAL DISTRICT, "WALNUT VIEW ESTATES ', SO. OF CHERRY AVENUE. (KUDEN/
ELLSWORTH).
Planning Director. Hays reviewed that at the last meeting the Commission
conducted a public.hearing on this matter and considered testimony regarding
the. drainage proposal.. At that time, the public hearing was closed and a --
decision was delayed until this meeting to further consider all of the infor-
mation.presented He stated that the applicants have submitted an Agricultural
Feasibility Study, which. was forwarded to the Commissioners in their packets.
Ella Honeycutt, 560. Oak Hill Road, advised that the Natural Agricultural
Land Study was completed this year, and that about four weeks ago•ABC had a
special program on the matter and we are loosing 3 million acres a year of .
our prime, farm land, They pointed out that all Federal agencies are going to
coordinate the programs; together whereby cities and areas taking care of their
farm land will be considered for various grants.,
Planning Director•Hays advised that he had received some comments on this
matter from the. Bank, of Amexica regarding the•Dixson property and the letter,
dated July 29_ 1981, had been forwarded to the.Commission for their information.
Public •Works. Director Karp outlined the Public Works staff's feelings
regarding the, drainage proposal.. He. further reviewed and commented regarding
the concerns:. expressed at the.. last Planning Commission meeting_. He pointed out
that one_of the'advantages to the City regarding. the proposal would be having
a culvert whjch. can easily be. maintained.
Commissioner. Sebastian stated, in his opinion, there is no question that
if we. wanted to take care of the drainage_, probably we would send that water
to the_ Arroyo Grande..Cre.ek. and get the. water to •the ocean as fast as possible,
however,.by doing this, we deplete. our ground water basin. He further pointed
out. that up to this; point we have. focused in on the drainage problem, however,
most. of the people who spoke about density said they would like to see something
less dens.e.there., -and he personally felt we should not be creating any more
density there. and.the key issue. for his opinion is the water. Commissioner
Saruwatari stated she. agrees with.. Commissioner Sebastian as far as the density
is. concerned_. Chairman Gerrish stated he doesn't-zee this being a prime
agricultural area, and as far as the density goes, he doesn't recall a lot of
comments on density. He further stated, in his opinion, we should either make
it agricul.tural,'or we. should have a residential subdivision.
After further discussion, the following action was taken:

Planning Director Hays advised that the Subdivision Review Board had reviewed
and approved the tentative map, subject to the conditions listed in the report,
dated July 15, 1981. He further suggested that two requirements be added to the
list of conditions as follows:

Director Hays reviewed the proposal by the applicant is to create
A requirement of the lot split was to provide a flag access of
width, and since the flag is less that the 60 ft. required front -
zoning district, the applicant is requesting a Variance to reduce
front yard from a minimum size of 60 ft. to approximately 58.35 ft
Upon being assured by Planning Director Hays that Variance Case No. 81 -78
had been duly published, posted and property owners notified, Chairman Gerrish

Wes Johnson, 246 Alder St., applicant, spoke in favor of the Variance being
granted. He stated that the lots around the general area have been split with
flags.
Upon hearing no further comments for or against the Variance, Chairman

Commissioner Sebastian commented that what we are looking at is a 12 -1/2 ft.
access, which is adequate, and we are also looking at a minimal change from the
standard minimum of 60. ft. frontage.

action of July 1, 1981, and recommended approval with the 13 conditions listed
on said report.•
Upon being assured by Planning Director Hays that public hearing for Lot
Split Case. No.. 81 -360 had been duly published, posted and property owners noti-
fied, Chairman Gerrish declared the hearing open.. Hearing no comments for or
against the proposed lot split, Chairman Gerrish declared the hearing closed.,
Planning Director Hays requested that a 14th. condition be added as follows:

PUBLIC, HEARING CONTINUATION - REZONING CASE NO. 81 -156, GENERAL PLAN AMENDMENT,
AGRICULTURAL TO LOW DENSITY RESIDENTIAL LAND USE DESIGNATION, HUASNA ROAD.
(IKEDA BROS.).
Planning Director Hays reviewed that at the meeting of May 19, 1981, the
Commission conducted a public hearing on the General Plan Amendment and Rezoning
application of the applicant, and the matter was continued pending a response
from the Corps of Engineers relative to the potential flooding of this property
during a severe storm. He stated that the letter from the Corps of Engineers,
dated July 18, 1981, indicates that after the property is filled as proposed,
it will not be subject to flooding.
Upon being assured by Planning Director Hays that public hearing for
Rezoning Case. No. 81 -156, General Plan Amendment, had been duly published,
posted and property owners notified, Chairman Gerrish declared the hearing open.
Jim McGillis, Project Engineer for the applicant, gave a brief presentation
with.regard to the proposed amendment. He referred to the Agricultural Analysis
of the Proposed Subdivision on Tract No. 984, pointing out that the small size
of this parcel; its Class III and IV soils, and the lack of proven water source
make profitable agricultural production very difficult, if not impossible.
Ella Horceycut;, 5.60. Oak Hill Road, referred to the recent ABC news special
on. prime. agricultural land, pointing out that there is some prime land here
and the_City has not taken any steps to maintain our prime agricultural land.
She stated that this: valley has been very good to Mr. Ikeda and, in her opinion,
he. is one farmer that would work for a program to save the farm land. Mrs.
Honeycut : urged the Planning Commission to come to grips with this problem
before they make any changes. She stated, with regard to this piece of land,
she was not arguing if it is farmable or not. She further stated that an Open
Space amendment to the General Plan would be necessary.
Upon hearing no further comments, Chairman Gerrish declared the hearing
closed.
Commissioner Saruwatari commented that if there hadn't been a pre- determination
to have s.oxne. growth. in that area, in her opinion, the park should not have been
placed out there. Commissioner Pilkington stated, in his opinion, it would be a
very difficult expensive piece of land to farm. Commissioner Sebastian
pointed out that by its very soil classification, it is not prime land, and he
would be. in . favor of putting the land into a low density residential designation,
however, he is not in favor of jumping all the way to a recommendation of "R -1"
zoning.. He. stated he. would like to go ahead and deal with the General Plan amend-
ment now and then request an EIR that would deal with alternatives of the develop-
ment..
Chairman Gerrish commented that the park that is out there was put there
to serve the people in the Pearwood and Rosewood development and the Stagecoach
Road development. He further stated that at some point in time there was a
feeling established on the Commission that that road divided the agricultural
area from the residential area, and what we are asking for here is to come across
that road, and now the creek becomes the division. It was his opinion that in the
General Plan amendment a few years ago that those flower fields at one time were
designated high density residential and they were changed back to agricultural,
and he sees this as a movement across the road. He further stated he is con-
cerned with_ the encroachment into a primarily agricultural area and, in his
opinion, the_proposed development encroaches into that area.

PUBLIC HEARING CONTINUATION = REZONING CASE NO. 81 -157; ZONE CHANGE FROM "A"
AGRICULTURAL DISTRICT TO "R =1" SINGLE FAMILY RESIDENTIAL DISTRICT; HUASNA ROAD.

Upon being assured by Planning Director Hays that Rezoning Case No. 81 -157
had been duly published, posted and property owners notified, Chairman Gerrish
declared the hearing open.
Mr. Jim McGillis, Project Engineer, spoke in favor of the rezoning. He
pointed out that there is an "R -1" subdivision across the street and another
"R -1" subdivision up the road, and in today's economy, it is no longer feasible
to continue the present marginal agricultural operation.
Ella Honeycutt, Oak Hill Road, reiterated her previous comments with
regard to prime agricultural land and suggested that the Planning Department
write to ABC to get the transcript of their news special on Prime Agricultural
land.
Upon hearing no further comments for or against the proposed zone change,
Chairman Gerrish_ declared the hearing closed.
Chairman Gerrish_noted that the staff report recommends that due to
potential environmental concerns relative to the use of this land for
residential purposes, that a focus EIR be prepared as a minimum requirement.
Planning Director Hays stated that upon further review of the concerns in-
dicated in his initial environmental review with. Mr. McGillis, he feels that
there are. sufficient engineering solutions to those concerns, however,he stated
he. still has some concerns regarding the soils on site.
After further discussion, on motion by Commissioner Sebastian, seconded
by Commissioner Cole., motion carried with. one "no" vote, Rezoning Case No.
81 -153 was continued to the next meeting to give staff time to present the
resources document and to review the soils aspect..
COMMUNICATIONS
Planning Director Hays referred to a letter from Mr. Bill Lackey, dated
July 14, 1981, requesting a reduction in the width of his private drive on
Printz Road from 28 -ft. to 24 ft. Mr. Hays advised that a condition of the
Parcel Map was that Mr. Lackey improve a road to a width of 28 ft., which
will ultimately be used by 11 or 12 residences under the existing zoning,. and
Mr. Lackey is requesting that the condition be modified. He further advised
that staff has no problem with the proposal. Mr. Lackey stated that what he
has envisioned on this is something like Montego, and he would like to cut
the drive down to 20 ft. Public Works Director Karp stated he would have a
problem with cutting the road down to 20 ft. After a brief discussion, on
motion by Commissioner Cole, seconded by Commissioner Pilkington, and
unanimously carried, approval was granted to modify the condition of the
Parcel Map from a road width of 28 ft. to 24 ft.
Planning Director Hays advised that the County Planning Department is
requesting the Planning Commission's recommendation in attempting to resolve
a problem with the Huasna Road /Lopez Drive street name.. Mr. Larry Kelly,
County Planning Department, addressed the Commission and briefly reviewed the

There was a brief discussion regarding rear yard setbacks relating to
air space condominium projects., Commissioner Sebastian noted that recently
we had a situation during a subdivision review whereby going from an "R -G"
to an air space condominium use permit; since an air space condominium is a
single lot subdivision, the backyard of the units can be 5 ft. from the fence
or the wall, because of the fact that the street becomes the front yard, which
is in violation of the actual concept of the setbacks and, in his opinion, it
is in violation of the actual intent. Planning.Director Hays stated that
probably an amendment to the Ordinance would take care of the problem so that
any back yard has to have a 10 ft. setback, regardless of the configuration._
Chairman Gerrish. requested that staff draft an ordinance change to correct
this problem.
