July 21, 1981
The Arroyo Grande Planning Commission met in regular session with Vice
Chairman Gerrish presiding. Present are Commissioners Cole, Moots, Pilkington,
Saruwatari and Sebastian. One vacancy exists on the Commission. Planning
Director Hays is also in attendance.
MINUTE APPROVAL
Vice Chairman Gerrish corrected the roll call in the minutes of the
meeting of July 7, 1981 to show that he was absent and Commissioner Sebastian
was present. Upon hearing no further corrections or additions, on motion by
Commissioner Cole, seconded by Commissioner Pilkington, and unanimously carried,
the minutes of the regular meeting of July 7, 1981 were approved as corrected.
ELECTION OF OFFICERS FOR 1981 -82.
Vice Chairman Gerrish opened the nominations for Planning Commission
Chairman. Commissioner Cole nominated William Gerrish as Chairman; motion
seconded by Commissioner Sebastian. On motion by Commissioner Pilkington,
seconded by Commissioner Saruwatari, and unanimously carried, that nominations
be closed and that the records show William Gerrish was elected Chairman for
the year 1981 -82.
Chairman Gerrish opened nominations for Vice Chairman. Commissioner
Sebastian nominated Pearl Cole as Vice Chairman; motion seconded by Commissioner
Pilkington. On motion by Commissioner Pilkington, seconded by Commissioner Moots,
and unanimously carried, that nominations be closed and that the records show
Pearl Cole was elected Vice Chairman for the year. 1981 -82.
Committee Appointments.
After a brief discussion, Commissioners Saruwatari and Sebastian were
appointed by the Chairman to the Lot Split /Architectural Review Committees and
Subdivision Review Board. Commissioner Moots volunteered to serve as alternate
on these committees.
ARCHITECTURAL REVIEW CASE NO. 81 -250, PROPOSED RESTAURANT IN THE "H -S" HIGHWAY
SERVICE DISTRICT ON GRAND AVE. (ADJACENT TO TACO DEPOT). (BISHOP).
Planning Director Hays noted that the proposed site is on the South side
of Grand Avenue. westerly of the Taco Depot. The proposal is for a family type
restaurant with a seating capacity of 33. He further advised that the parking
situation. is adequate as proposed. Mr. Hays reviewed the recommendations of
the Architectural Review Committee in their report dated July 15, 1981.
Mr. Morasco, representing the applicant, described the exterior materials
to be used., Commissioner Sebastian stated that his experience with Tech 1 -11
and Douglas: Fir is that it will not hold up and, in his opinion, it is not
appropriate for long lasting conditions. Commissioner Sebastian recommended
that Condition #5 be added to the requirements as follows: "The exterior Tech
1 -11 siding be of one of the weather resistant materials such as redwood,
cypress or cedar." After a brief discussion, on motion by Commissioner Sebastian,
seconded by Commissioner Pilkington, and unanimously carried, Architectural
Committee Action, dated July 15, 1981 was approved with the addition of Condition
#5 as noted above.
PUBLIC HEARING - USE PERMIT CASE NO. 81 -324, BED & BREAKFAST INN, 789 VALLEY
ROAD IN THE "C -N" NEIGHBORHOOD COMMERCIAL DISTRICT. (COX).
• Planning Director Hays advised that the applicants are requesting a Use
Permit to operate a Bed and Breakfast Inn in the existing Victorian dwelling
at 789 Valley Road. He noted that the site is zoned "C -N" Neighborhood Com-
mercial District and is designated for neighborhood commercial uses by the
General Plan. He referred to the site plan and reviewed the proposed uses and
the layout for on -site parking. He stated that the proposal conforms with the
Zoning Ordinance, and staff is recommending granting of the request subject to
the 3 conditions noted in the staff report dated July 16, 1981.
Upon being assured by Planning Director Hays that public hearing for
Use. Permit Case No. 81 -324 had been duly published, posted and property owners
notified, Chairman Gerrish declared the hearing open.
Mr. Ross Cox, Laguna Beach, applicant, spoke in favor of the Use Permit
being granted. Mr. Homer Cozad, 386 Tiger Tail Drive, presented a petition
signed by 61 residents of Tracts 501 and 525,adjacent to the subject property,
objecting to the proposed use, stating the reason for this recommendation is
the feeling that such a use will detract from the quality of life in the
neighborhood. Harold Bice, 390 Tiger Tail Drive; Josephine Findlay, 292 Tiger

Tail Drive, and Betty Cozad, 386 Tiger Tail Drive, spoke in opposition to the Use
Permit being granted. John Leon, San Luis Obispo; Tom Bridgeman, Laguna Hills;
Mr. McKay; 789 Valley Road, and Virginia Wilson, Valley Road, spoke in favor of
the Use Permit being granted.
Upon hearing no further comments for or against the proposed use, Chairman
Gerrish declared the hearing closed.
Commissioner Cole suggested that maybe a solid type of fencing would solve
the problem of the lights from the parking area. She commented that, in her
opinion, the use would be an asset to Arroyo Grande, and there are very few homes
of this type left and very few people who can afford to keep this type of property.
With regards to the neighbors concerns about the noise, she stated the Bed and
Breakfast Inn, in her opinion, is not going to change that; it is going to be a
very quiet type of eating restaurant. Commissioner Sebastian stated that the
concept of Bed and Breakfast Inns is growing in the California area because of
the high cost of overnight lodging, and the low rate of vacancies in this area
is creating a need to have some sort of alternative. He stated, in his opinion,
that particular Victorian home is one of the finest within 2 or 3 counties,
and there have been efforts in the past to rehabilitate it and turn it into a
commercial enterprise, but for some reason they did not succeed. Chairman Gerrish
commented he agreed with Commissioner Sebastian, and the concerns expressed by
those people who live on Tiger Tail are normal concerns of residents of a commercial
residential buffer zone. He also stated he feels the block wall is a good idea.
Planning Director Hays pointed out that if the Use Permit is approved,
the only time it would come back before the Commission is if Mr. and Mrs. Cox
proposed any exterior remodeling. He further advised that staff would verify
the parking conditions.
Commissioner Sebastian recommended that a 4th condition be included to
the effect that a solid structure, such as a block wall, be established at least
to a height of 4 ft. and then if it was.becomming to the Victorian style, add to
it to the permitted height of 6 ft. along the south property line. Commissioner
Pilkington stated he doesn't feel 4 ft. would afford that much of a noise buffer.
After further discussion, the following action was taken:

PUBLIC HEARING CONTINUATION - USE PERMIT CASE NO. 81 - 320, 830 HUASNA:ROAD, 16 UNIT
CONDOMINIUM PROJECT IN THE "R -2" DUPLEX RESIDENTIAL DISTRICT. (HSU /ADR CORP.)
Planning Director Hays advised that this application was before the
Commission at their June 16th meeting and, at that time, it was decided to
continue this matter based upon various concerns regarding the sewage treatment
plant. Mr. Hays reviewed the proposal, stating that the ADR Corporation has
submitted a Use Permit application to develop a 16 unit condominium project on
the south. side of Lopez Drive. The site is zoned "R -2" Duplex Residential, which
permits condominiums subject to obtaining a Use Permit. He stated the General
Plan designates this site for Medium Low Density Residential with 11 dwelling
units, per acre. The applicant is proposing a density of 10.6 units per acre on
this parcel of 1.5 acres in size. Parking will be provided with a two car garage
for each. unit and 8 on -site guest parking spaces. He stated the applicant is
providing a recreational area, and the rest of the application meets all of the
requirements of the Zoning Code relating to zoning, coverage, etc.
Upon being assured by Planning Director Hays that Use Permit Case No.
81 -320. had been duly published, posted and property owners notified, Chairman
Gerrish declared the hearing open.

Mr. Paul Hsu, applicant, spoke in favor of the Use Permit being granted.
He stated they are fully aware of the situation that the City is in regarding
sewage treatment capacity, and they fully understand that by getting this
project approved tonight does not guarantee a hookup. Mr. Bob Garing, Engineer
On the project, and Kirby Gordon, Indio Drive in Pismo Beach, spoke in favor of
the Use Permit being granted. Upon hearing no further comments for or against
the proposed Use Permit, Chairman Gerrish declared the hearing closed.
Commissioner Sebastian stated he is in favor of the condominium duplex
concept, but he is not convinced that the number of 16 units is appropriate.
Commissioners Cole, Pilkington, Gerrish and Moots expressed their feelings that
they like the plan and would be in favor of it. After discussion, the follow-

Architectural Review Case No. 81 -246.
Planning Director Hays advised that the Architectural Review Committee
met on this item and recommended approval of the project subject to the 12
conditions listed in their report dated June 10, 1981. After a brief dis-
cussion, on motion by Commissioner Cole, seconded by Commissioner Moots, motion
carried with one abstintion, approving Architectural Review Case No. 81 -246
subject to the 12 conditions listed in Architectural Committee Action dated
June 10, 1981.
The following action was taken with regard to the Request for Negative
Declaration.

DECLARATION.

PUBLIC HEARING CONTINUATION - REZONING CASE NO. 81 -152, FROM "RA -B3" RESIDENTIAL
AGRICULTURAL DISTRICT TO "R -1" SINGLE FAMILY RESIDENTIAL DISTRICT, "WALNUT VIEW
ESTATES ", SO. OF CHERRY AVENUE. (KUDEN /ELLSWORTH).
Planning Director Hays advised that this matter had been continued from a
previous meeting pending receipt of a traffic study and drainage report. He
stated that a memo from Public Works Director Karp was included in the Com-
missioners' packets relating to his review of the drainage proposal. He further
advised that Mr. Fred Schott, Engineer for the applicant, is present to explain
the drainage proposal.
Chairman Gerrish re- opened the Public Hearing.
Fred, Schott, Project Engineer, reviewed the history of the drainage
problems in the area and the drainage proposal being submitted by the applicants.

Ed Aiken, Garden Street, commented that he has seen floods where that
channel breaks out and goes completely across the Dixson property. Mr. Schott
advised that they are going to pick up that water and put it into the pipe.
Larry Turner, 323 Noguera Place, stated it is his feeling that the proposal will
be taking water that has been going out of here and adding it to his existing
problem. Commissioner Sebastian commented because of the flat gradient, in his
opinion, a closed culvert is going to be a real problem with regard to silt,
because it is not going to be able to clean itself out. Commissioner Pilkington
inquired what the length of the culvert will be and who is to maintain it. Mr.
Schott stated that the culvert would be 700 to 800 ft. and would normally be
maintained by the City. Commissioner Pilkington commented when and if this
plugs up, that length of culvert is going to give a lot of problems and, in his
opinion, to develop this property and give that length of culvert to the City,
the City is buying a problem of siltation.
Albert Stillwell, 734 Myrtle Street, spoke with regard to the Dixson
property and the Newsom Ranch. Mr. Anacorda, 311 Noguera Place, spoke of the
peculiar characteristics of Newsom Springs Canyon and its water, stating unless
we can understand the nature of this canyon and its water, we really can't
understand what is going on. He expressed concern with the culvert being plugged
with debris and flooding his property. Mr. John Kuden, applicant for the zone
change, advised that the City Engineer has asked them to do a drainage study of
the area and solve it in the manner that is being presented. He stated the pro -
posal solves a long term drainage problem. Grace Stillwell, 734 Myrtle Street
stated she would like to correct Mr. Schott's statement that this water drains
into the creek; she stated the water does not drain into the creek. LeRoy
Saruwatari, 512 Launa Lane, stated that this property is to go from "RA -B3" to
"R -1" zoning and he and many of his neighbors feel that "R -1" is a heavy density
to have adjacent to Agricultural Residential operations, and they would like to
see possibly a different density somewhere in between RA -B3 and R -1. Mr. Stillwell
stated he has no objection to the "R -1" zoning on the Marsalek property, but he
does feel there should be a lot more study on the drainage.

Upon hearing no further comments, Chairman Gerrish declared the hearing
Commissioner Sebastian read a letter from Jeannette Tripodi, dated May 19,
1981 stating her objections to the proposed zone change. He also read a letter
from C. S. Kurek, 603 Cherry avenue, expressing a number of concerns with regard
to the proposed development.
After considerable discussion, on motion by Commissioner Sebastian,
seconded by Commissioner Pilkington, motion carried with two "no" votes, the
matter was continued to the next regular meeting of August 4, 1981.
CO MUNICATIONS.
Planning Director Hays referred to a letter from Ron and Carol Brummett,
dated July 6, 1981, who are interested in locating a retail pet supply operation
at 106 N. Halcyon Road in the "H -S" Highway Service District. He stated that
the "H -S" District does not speak specifically to this type of use, and the
applicants are requesting that the Commission find this use similar to other
uses permitted in the district.
After a brief discussion, the following action was taken:

A USE PERMIT.
