PC Minutes 1981-03-03300 ARROYO GRANDE: PLANNING COMMISSION March, 3 , 1981 The Arroyo Grande. Planning Commission met in regular session with Chairman Gorsline.pres'iding. Present are Commissioners Cole, Fischer, Gerrish, Moots, Pilkington and Sebastian. Planning Director Castro is also in attendance. APPROVAL OF MINUTES The minutes of the Planning Commission meeting of February 17, 1981 were corrected to read as follows: Page 3, Paragraph 3, first sentence was corrected to read "Mr. Leon Kopitzke, Seventh Day Adventist Church..." There being no further additions or corrections, the minutes were approved by the Chairman as corrected. LETTER OF REQUEST FROM GROVER CITY REGARDING DEANNEXATION OF CORNER OF FRONTAGE ROAD AND OAK PARK BOULEVARD. Planning Director Castro briefly reviewed the request of the City of Grover City and a map depicting the area to be deannexed. Mr. Castro referred to the Environmental Impact Report on the project and Resolution No. 80 -62 adopted by the Planning Commission of the City of Grover City -... After discussion, the Com- mission unanimously recommended to the City Council that the property noted on Exhibit "A" be deannexed from the City of Arroyo Grande, and that the deannex- ation be in accordance with the plans presented by the City of Grover City coupled with the Environmental Impact Report prepared for the subject property and Resolution No. 80 -62 adopted by the Planning Commission of the City of Grover City on July 22, 1980. PUBLIC HEARING - USE PERMIT CASE NO. 81 -316, CONSTRUCTION OF 18 CONDOMINIUM UNITS IN AN "R -3" DISTRICT, "ASPEN VILLAGE ", 250 SO. ELM STREET. (IRVINE /GORDON). Planning Director Castro advised that the request is to allow construction of 18 air space condominiums and that the subject property has two street front- ages; one being Elm Street and the other is Aspen Street. He stated that, in staff's opinion, the applicant has achieved all of the requirements of the Planning Commission, including guest parking and reasonable locations for both children and adult recreation facilities. He further stated that the units have been given complete design considerations, and pointed out that all four sides have been treated and correspond to an overall architectural theme. Also, the site plan suggests a variation of building orientations, with common walk areas at the front of each building. Upon being assured by Planning Director Castro that public hearing for Use Permit Case No. 81 -316 had been duly published, posted and property owners noti fied, Chairman Gorsline declared the hearing open., Mr. Kirby Gordon, 305 Indio Drive, Pismo Beach, applicant for the proposed use, spoke in favor of the Use Permit being granted.. Mr. Stuart Fisher stated he is manager of the apartments at 296 Aspen Street, across the street from the proposed project;_. and spoke in favor of the Use Permit being granted. There being no further comments for or against the proposed Use Permit, Chairman Gorsline declared the hearing closed and, after a brief discussion, the following action was taken: RESOLUTION NO. 81 -806 U RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO. 81 -316. On motion by Commissioner Fischer, seconded by Commissioner Gerrish, and by the following roll call vote, to wit: AYES: Commissioners Cole, Fischer, Gerrish, Moots, Pilkington, Sebastian and Chairman Gorsline NOES: None ABSENT: None the foregoing Resolution was adopted this 3rd day of March 1981. RESOLUTION NO. 81 -807 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION. On motion by Commissioner Gerrish, seconded by Commissioner Fischer, and by the following roll call vote, to wit: Arroyo Grande Planning Commission, 3 -3 -81 Page 2 AYES: Commissioners Cole, Fischer, Gerrish, Moots, Pilkington, Sebastian and Chairman Gorsline NOES: None ABSENT: None the foregoing Resolution was adopted this 3rd day of March 1981. Architectural Review Case No. 81 -237 - Planning Director Castro advised that the Architectural Review Committee had reviewed the plans for the proposed project and could find no serious objections to the proposal. He stated that staff would recommend approval of the plans subject to the normal conditions. After a brief discussion, on motion by Commissioner Gerrish, seconded by Commissioner Fischer, and unanimously carried, Architectural Review Case No. 81 -237 was approved, subject to the normal requirements and conditions of approval. Said conditions to be prepared by the Planning Director. SUBDIVISION REVIEW - REVISED TENTATIVE MAP, TRACT NO. 555, "OAKCREST ESTATES ". (DORFMAN). Planning Director Castro advised the Commission that the Tentative Map for Tract No. 555 has expired its last extension given by the Commission approximately one year ago and, since no further extensions can be authorized, the applicant was required to submit a new tentative map. The tentative map is the same as the previous development plan and no changes have been proposed to the physical design of the project. He stated the only new recommendations staff has are (1) That fire hydrants be installed as per approval of the Fire Department; (2) That a new water main be 'constructed and stubbed out by the applicant to the northerly property, more commonly known as the Zogota property. Said water main extension may occur over Lots 35 through 39 inclusive, subject to Public Works Department approval. (3) That all previous conditions enumerated in staff's report, dated April 13, 1978, be adhered to; and (4) All applicable City fees upgraded since the approval of the staff report of April 13, 1978 shall be adhered to. After discussion, on motion by Commissioner Cole, seconded by Commissioner Pilkington, and unanimously carried, Revised Tentative Map for Tract No. 555, "Qakcres.t Estates ", was approved subject to the conditions noted above. LOT SPLIT CASE NO. 81 = 348, 1078 MAPLE STREET. (LEON). Planning Director Castro reviewed the recommended conditions of approval listed in Minor Subdivision Committee Action, dated February 25, 1981. After a brief dis- cussion, on motion by Commissioner Cole, seconded by Commissioner Gerrish., and unanimously carried, Minor Subdivision Committee Action, dated February 25, 1981, was approved as submitted. Regarding Request for Negative Declaration on Lot Split Case No. 81 -348, the following action was. taken:. RESOLUTION NO. 81 -808 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION. On motion by Commissioner Fischer, seconded by Commissioner Gerrish, and by the. following roll call vote, to wit: AYES: Commissioners Cole, Fischer, Gerrish, Moots, Pilkington, Sebastian and Chairman Gorsline NOES: None ABSENT: None the foregoing. Resolution was adopted this 3rd day of March 1981. ARCHITECTURAL REVIEW NO. 81 -235, 4 UNIT APARTMENT COMPLEX, 311 SHORT STREET - RESUBMITTAL. (HURST). Planning Director Castro briefly reviewed the plans for the proposed project. He. stated that the Architectural Review Committee basically found no serious objections with the proposal, however, there were certain areas that needed further clarification by staff. He further advised that no formal recommendations were made on the proposal by the Architectural Review Committee and indicated verbally the staff's recommended conditions of approval. 301 302 Arroyo Grande Planning Commission, 3 -3 -81 Page 3 After a brief discussion, on motion by Commissioner Moots, seconded by Commissioner Fischer, and unanimously carried, Architectural Case No. 81 -235 was approved subject to normal conditions of approval. Said conditions to be prepared by Planning Director Castro as verbally noted. LOT SPLIT CASE NO. 80 -345, CANYON WAY. (MEYERS). Planning Director Castro briefly reviewed the conditions listed in Minor Subdivision Review Committee report, dated February 25, 1981, pertaining to the subject lot split. After discussion, on motion by Commissioner Gerrish, seconded by Commissioner Pilkington, and unanimously carried, Lot Split Case No. 80 -345 was approved subject to the conditions noted in Minor Subdivision Committee Action, dated 2- 25 -81. LOT SPLIT CASE NO. 81 -346, CANYON WAY. (KOPITZKE). Planning Director Castro reviewed the proposed lot split and the conditions of approval listed in Minor Subdivision Committee Action, dated February 25, 1981, noting that the conditions are the same as in the previous case. After a brief discussion, on motion by Commissioner Gerrish, seconded by Commissioner Pilkington, and unanimously carried, Lot Split Case No. 81 -346 was approved subject to the conditions listed in Minor Subdivision Committee Action, dated February 25, 1981. LOT SPLIT CASE NO. 81 -347, CANYON WAY. (FISCHER). Planning Director Castro reviewed the proposed lot split and the conditions of approval listed in Minor Subidivision Committee Action, dated February 25, 1981. After discussion, on motion by Commissioner Pilkington, seconded by Commissioner Moots, motion carried with. Commissioner Fischer abstaining, approv- ing Lot Split Case No. 81 -347 subject to the conditions listed in Minor Sub. division Committee Action, dated February 25, 1981. ARCHITECTURAL - ,REVIEW 'CASE NO. 81 -238, CAR WASH FACILITY AT GRAND AVENUE AND ELM STREET. (,LACKEY). Planning Director Castro reviewed the plans for the proposed car wash facility and the. conditions that are suggested as recommendations for approval of the project. After a brief discussion, Architectural Review Case No., 81 -238 was approved on motion by Commissioner Cole, seconded by Commissioner Moots, and unanimously carried, subject to the normal conditions of approval as previously stated by staff.
