ARROYO GRANDE PLANNING COMMISSION
July 15, 1980
The Arroyo Grande Planning Commission met in regular session with Vice
Chairperson Cole presiding. Present are Commissioners Fischer, Sebastian and
Pilkington. Chairman Gorsline and Commissioner Moots are absent.* One vacancy
exists on the Commission. Planning Director Castro is also in attendance.
ELECTION OF OFFICERS FOR 1980 -81.
It was recommended that the election of officers for the year 1980 -81 be
continued until the full Commission is present.
CONTINUATION -USE PERMIT CASE NO. 80 -297, CONSTRUCTION OF 22 .UNIT CONDOMINIUM
PROJECT IN THE "R -2" DUPLEX RESIDENTIAL DISTRICT, 1259 FARROLL AVE.(FULLER /DAVINO)
Planning Director Castro advised that staff had received some revised plans,
however, neither he or the Architectural Review Committee had a chance to review
the plans.
Mr. Castro referred to a letter from City Attorney Jerry Shipsey. He stated
that this is the problem that he made the Commission aware of at the last meeting
on approval of condominium projects in an "R -2" District. It is permitted subject
to a Use Permit, plus requirements described in the Optional Design Standards.
Although the ordinance states that there is a requirement of 4,000 square feet per
unit for lot areas, it does not make reference to condominium projects. He stated
that Mr. Shipsey feels there is no way that the Commission can proceed with this
project until that is modified.
Planning Director Castro requested the Commission's concurrence to set a pub-
lic hearing for August 5th to advertise this section of the Ordinance for a possi-
ble change. He further stated that the Commission would have two alternatives at
that time; they could either continue the project until the matter is certified by
the City Council, or they could go ahead and approve the project subject to certi-
fication of the Ordinance, which means if the Ordinance does not go through, then
the project is not approved.
After discussion, on motion by Commissioner Fischer, seconded by Commissioner
Sebastian, and unanimously carried, approving request to advertise public hearing
for proposed modification to Section 9 -3.503 of the Subdivision Ordinance pertain-
ing to the lot size in the "R -2" District. On motion by Commissioner Sebastian,
seconded by Commissioner Fischer, and unanimously carried, Use Permit Case No. 80-
297 and Architectural Review Case No. 80 -219 were continued to the next regular
meeting of August 5, 1980.
PUBLIC HEARING -USE PERMIT CASE NO. 80 -300, 28 UNIT CONDOMINIUM PROJECT IN THE "R -G"
GARDEN APARTMENT DISTRICT, 1133 MAPLE STREET. (ADDISON WOOD)
Planning Director Castro advised that the Architectural Review Committee had
met on this project and there were a number of problems regarding the site plan.
The Committee recommended that this matter be continued to the next meeting to allow
the architect to go back and refine some of the concerns the Committee had.
Upon being assured by Planning Director Castro that public hearing for Use
Permit Case No. 80 -300 had been duly published,posted and property owners notified,
Vice Chairperson Cole declared the hearing open.
Jim Jenne, 180 Walnut Street, commented that there is already a condominium
that is quite close to where this one is proposed to be built, and with the added
traffic this project will generate, in his opinion, a traffic and parking problem
will be created. Planning Director Castro advised he had received a call from Mr.
Rondell, 1140 Fair Oaks Avenue, stating he would not be able to attend this meeting
but that he wanted to object to the condominium concept.
Mr. Tracy, representing the developer, advised that for a long time the prop-
erty was used for a construction yard, and during that time many complaints were
received from the residents of the area regarding that use, and the owners decided
it is time to move the yard and use the property for what it is zoned for.
There being no further comments, Vice Chairperson Cole advised that the public
hearing would be continued to the next regular meeting of August 5, 1980.

REVIEW COMMITTEE ACTION - ARCHITECTURAL REVIEW CASE NO. 80 -228, MID STATE BANK
ADMINISTRATIVE OFFICES, 1026 GRAND AVE.(RUDY VELAND, ARCHITECT FOR MID STATE BANK).
Planning Director Castro displayed the plans depicting the 'location of the
building in relation to the property. He stated that with the opening of Linda
Drive and Bennett Avenue, adequate circulation will be provided. He also referred
to the elevations showing the character of the building, and advised that the
Architectural Review Committee found no objections to the proposal and have recom-
mended approval subject to the standard conditions noted in the staff report,
dated July 10, 1980. He commented that the parking has been satisfied as required
by the Ordinance.
Mr. Rudy Veland, Architect for the project, presented an architectural model
of the building for the Commission's review, stating that the model depicts the
general character of the development.
With regard to the Request for Negative Declaration, Mr. Castro advised that
staff recommends that the project be exempt from the EIR requirements and that the
Request for Negative Declaration be approved.
RESOLUTION NO. 80 -750 EIR
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL
IMPACT DECLARATION.
On motion by Commissioner Fischer, seconded by Commissioner Sebastian, and
by the following roll call vote, to wit:
AYES: Commissioners Fischer, Pilkington, Sebastian and Vice
Chairperson Cole
NOES:, None
ABSENT: Chairman Gorsline and Commissioner Moots.
the foregoing Resolution was adopted this 15th day of July 1980.
There being no further discussion, on motion by Commissioner Fischer, seconded
by Commissioner Sebastian, and unanimously carried, Architectural Review Case No.
80 -228 was approved subject to the following conditions:
1. The applicant shall comply with the Architectural plans submitted,
labelled "Exhibit A ".
2. That a precise landscaping plan and automatic irrigation system shall
be submitted prior to the issuance of a building permit, subject to
the Planning Department's approval.
3. That every other parking stall shall be provided with a bumper stop.
4. That all business signs shall be subject to the approval of the Plan-
ning Department.
ORAL COMMUNICATIONS
Commissioners Fischer and Pilkington advised the Commission they will be on
vacation and unable to attend the next Commission meeting of August 5th.
WRITTEN CORRESPONDENCE
Planning Director Castro referred to the notice regarding the League of
California Cities meeting to be held at the new County Citizens' Facility and re-
quested that those Commissioners who can attend so notify the City Administrator's
Secretary.
For the Commission's information, Mr. Castro noted that this Thursday the
Local Agency Formation Commission will be considering the Garing annexation on
Valley Road. He further noted that the City Council approved the Filer and
Sternberg annexation on the Brisco Hill area.

Mr. Castro requested the Commission's permission to advertise the public
hearing to consider changes to certain sections of the Zoning Ordinance that
pertains to the "R -2 ", "R -3" and "R -G" Districts. He stated there is still a
discrepancy in the density that the Zoning Ordinance allows as opposed to the
density allowed by the General Plan and, according to the State Law, we have to
conform to the General Plan.
After a brief discussion, on motion by Commissioner Fischer, seconded by
Commissioner Sebastian, and unanimously carried, request was granted to advertise
the public hearing to consider amending those sections of the Zoning Ordinance
that pertain to the "R -2 ", "R -3" and "R -G" Districts regarding densities.
GENERAL DISCUSSION
There was considerable discussion regarding the City's Housing Element with
regard to increase in condominium projects, condominium conversions,low cost
housing, etc. Planning Director Castro stated he would like the Commission to
give some thought to the idea as to how far they want to go in converting exist-
ing apartments to condominiums; and how much of the "R -G" land you want to convert
to condominiums, since because every approval bites into the Housing Element
suggestion that 30% of the City's housing stock be in apartment units. The Com-
mission should either try to adhere to the Housing Element of the General Plan
or amend the percentage for apartments.
