April 1, 1980
The Arroyo Grande Planning Commission met in regular adjourned session at
6:30 P.M. with Chairman Gorsline presiding. Present are Commissioners Cole,
Fischer, Sebastian and Simmons. Commissioners Carr and Moots are absent. Also
in attendance are Planning Director Castro and City Engineer Karp. Mr.iCastro
advised the Commission that both Commissioners Carr and Moots had notified him
that they would be on vacation and absent from this meeting.
MINUTE APPROVAL
There being no additions or corrections, the minutes of the regular meeting
of March 4, 1980 were approved on motion by Commissioner Fischer, seconded by
Commissioner Sebastian, and unanimously carried.
CONTINUATION — REZONING CASE NO. 79 -130, ZONE CHANGE FROM "A" AGRICULTURAL DISTRICT
TO "P -D" PLANNED DEVELOPMENT DISTRICT - KNOLLWOOD DEVELOPMENT. (URBAN SCIENCES,
INC., AGENTS FOR BAMOD CO.).
Planning Director Castro referred to the Preliminary Draft of conditions of
approval for the Knollwood Development, advising that the Commission had reviewed
the conditions through Item #4 under "Streets" at their last meeting.
The Commission proceeded to continue with the review of the conditions, item
by item, commencing with Item #5 and concluding with Item 10.B under "Streets ",
at which time Chairman Gorsline advised that since it is now time for the
regularly scheduled public hearings, the review of the Preliminary Draft would
be continued after the other agenda items have been considered.
PUBLIC HEARING - REZONING CASE NO. 80 -136, OAK PARK ACRES TRACT #604, MODIFYING
CURRENT HIGHWAY SERVICE DISTRICT AND PROFESSIONAL COMMERCIAL DISTRICT ZONING.
(LOS PADRES ENGINEERING, AGENTS FOR OAK PARK ACRES).
Planning Director Castro advised that in accordance with the directive from
the City Attorney and the City Council, this matter has been re- advertised to
include all of the property owners of record within the development, as well as
property owners outside of the City Limits within a 300 ft. radius. Mr. Castro
reviewed the proposed modifications to the commercial area of Lots 1, 2 and 3,
and Lot 14 representing the greenbelt area. He stated that if the Commission
finds the existing approvals to the balance of the project to be satisfactory,
that they make that declaration at this point in time and proceed with the
application now being considered. He further advised that this is the same
application that the Commission acted on previously, except that in accordance
with Ordinance 140 C. S., the entire project is being opened up for review.
Upon being assured by Planning Director Castro that public hearing for Re-
zoning Case No. 79 -130 had been duly published, posted and property owners
notified, Chairman Gorsline declared the hearing open. There being no comments
from the audience either for or against the proposed rezoning, Chairman Gorsline
declared the hearing closed.
Commissioner Cole stated that in remembering some of the previous dis-
cussion sometime back, this proposal is going to be more favorable and she
is in favor of the zone change and proposed lot line adjustments.
There being no further discussion, the following action was taken:
RESOLUTION NO. 80 -731 Z
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING APPROVAL OF AN AMENDMENT
TO THE MUNICIPAL CODE OF THE CITY OF ARROYO GRANDE AS
PROVIDED BY CHAPTER 4, ZONING, ARTICLE 32 OF SAID CODE.
On motion by Commissioner Cole, seconded by Commissioner Simmons, and by
the following roll call vote, to wit:
AYES: Commissioners Cole, Fischer, Sebastian, Simmons and
Chairman Gorsline
NOES: None
ABSENT: Commissioners Carr and Moots
the foregoing Resolution was adopted this 1st day of April, 1980.
In connection with the Zone Change approval, the following action was taken
on the Lot Split applications:
On motion by Commissioner Fischer, seconded by Commissioner Simmons, and
unanimously carried, Lot Split Case No. 79 -321, Lots 1, 2 & 3 of Tract #604,
Lot Line Adjustment, Oak Park Acres, was approved pending certification of
the zone change.

On motion by Commissioner Fischer, seconded by Commissioner Simmons, and
unanimously carried, Lot Split Case No. 79 -322, Lot 2 of Tract 604, Oak Park
Acres, was approved pending certification of the zone change.
On motion by Commissioner Fischer, seconded by Commissioner Simmons, and
unanimously carried, Lot Split Case No. 79 -323, Lot 3 of Tract 604, Oak Park
Acres, was approved pending certification of the zone change.
PUBLIC HEARING - PROPOSED STREET NAME CHANGE - "ALPINE PLACE" LOCATED IN TRACTS
671 AND 775.
Upon being assured by Planning Director Castro that public hearing for the
proposed street name change of "Alpine Place" had been duly published, posted
and property owners notified, Chairman Gorsline declared the hearing open.
There being no comments from the audience either for or against the proposed
name change, Chairman Gorsline declared the hearing closed.
Planning Director Castro noted that the Police Department has requested
that where duplication of street names exist, such as in Alpine Street and the
new Alpine Place, a change be instituted to prevent misquoting of addresses
during emergency calls. City Engineer Karp pointed out that the subject tracts
have not yet been accepted by the City and, therefore, there should be no resi-
dents in the tract at this time.
Since no new street name has been recommended, Commissioner Sebastian
recommended that City staff and the developers agree on a new street name to
be suggested to the City Council. After a brief discussion, the following
action was taken:

PUBLIC HEARING - USE PERMIT CASE NO. 80 -292 - RADIATOR COOLING SYSTEMS PARTS AND
SERVICE IN THE "P -M" DISTRICT, 406 E. BRANCH STREET. (CHASTAIN).
Planning Director Castro referred to the elevations of the proposed
metal building and the plot plan depicting the location of the new building in
relation to the property. Mr. Castro referred to the staff report, dated
March 27, 1980, explaining that, based on previous studies made of the down-
town area, one of the conclusions the Planning Department arrived at was that
the properties east of the Tally Ho Creek on both sides of Branch Street were
not ready for change to an expansion of the Central Business District and,
for that reason, staff felt that the "P -M" District should remain. Therefore,
staff felt that the Use Permit should be considered at this point in time.
Mr. Castro further suggested that the Commission might want to consider a time
element on granting the permit so that the applicant is aware that changes may
occur on the property, and to give the Commission the ability to review the
use within a specified time limit to determine whether a higher or more sub-
stantial use should apply to the property.
With reference to the elevations submitted;;.. Mr. Castro stated he did not
feel they were sufficient in reflecting special consideration to the facade and
the treatment of the building, being that the exposure of the structure is on
Branch Street adjoining developments in keeping with the character of the
Village. He stated that staff is recommending that the matter be referred
back to the applicant for resubmittal with a better description for the front
portion of Branch Street. In addition to the condition suggested above with
regard to review of the use within a specified period of time, Planning Director
Castro suggested that the conditions listed in his staff report, dated March
27, 1980, also be required in the event the Use Permit is granted.

Mrs. Anita Showers, property owner to the west of the proposed use, stated
if the Use Permit is granted, she would hope that it could be done in some way to
tie in with the character of the "Village ".
There being no further comments for or against the proposed Use Permit,
Chairman Gorsline declared the hearing closed.
After a brief discussion by the Commission, Chairman Gorsline advised it
is the consensus of the Commission that the requested use is reasonable, and
that the matter be continued pending submittal of more descriptive plans for
architectural review of the project.
PUBLIC HEARING - VARIANCE CASE NO. 80 -65, APEX SAW SHOP, BELL STREET AND GRAND
AVENUE, REQUEST TO WAIVE STANDARD PARKING REQUIREMENTS IN THE "H -S" DISTRICT.
(PANELLA CONSTRUCTION, AGENT FOR APPLICANT).
Planning Director Castro advised that the Variance application has been
submitted for approval to reduce parking requirements in connection with an
addition to the Apex Saw Shop in the Highway Service District. He further ad-
vised that in reviewing the procedures for granting of a Variance, in his
opinion, due to the expansion of the business and with the dwelling use being
non - conforming, hardship is not involved in this case and, therefore, he could
see no basis for granting the Variance from the parking requirements. He further
pointed out that the Commission might wish to vary from the normal requirements
and grant the applicant approval subject to the review process in a designated
period of time to determine if the area changes or if the parking becomes a
problem.
Upon being assured by Planning Director Castro that public hearing for
Variance Case No. 80 -65 had been duly published, posted and property owners
notified, Chairman Gorsline declared the hearing open.
Mrs. Myrtle Dunham, 520 Grand Avenue, stated she lives next to the
property and inquired what the changes are going to be. Planning Director Castro
advised that the applicant wants to enclose the breezeway and make that one
building for the business in question. He further advised that the Variance
is being requested to relieve the applicant of certain off - street parking re-
quirements.
Mr. Madsoudian, owner of the property, advised that the customers that
come into his shop do not park on Grand Avenue; they park on Bell Street for
delivery. He further advised that the enclosed breezeway is going to be like
a showroom for displaying chainsaws, etc., and it will not create any more
traffic. Also, there will be no major change in the present use. Bill Lackey,
883 Todd Lane, stated that the garage is now being used for the lawn mower
repair shop. Planning Director Castro stated it was his understanding that
the garage was being used in connection with the residence, and the plans sub-
mitted do not show the garage as the shop area.
After further discussion, Chairman Gorsline pointed out that the plans
that were submitted for the addition did not show that the existing garage
was being used for the lawn mower repair shop, and since the information was
improperly submitted, the public hearing would be continued pending receipt
of corrected plans.
PUBLIC HEARING - USE PERMIT CASE NO. 80 -291, TO ALLOW FOR WOMEN'S CLOTHING
BOUTIQUE IN APPLICANT'S RESIDENCE IN THE "H -S" DISTRICT, 154 TRAFFIC WAY.
(DICKINSON).
Planning Director Castro reviewed the request for a boutique shop as
proposed by Mrs. Dickinson. He stated that there seems to be ample room in
the house to accommodate the family as well as the business she wants to
initiate there, and no changes will be made to the residence. He suggested
that a condition be imposed that if any further expansion of the business is
proposed, that the applicant be required to notify the Planning Commission for
approval of such expansion. Mr. Castro further advised that the parking is
adequate for the proposed use.
Upon being assured by Planning Director Castro that public hearing for
Use Permit Case No. 80 -291 had been duly published, posted and property owners
notified, Chairman Gorsline declared the hearing closed.

ARCHITECTURAL REVISIONS TO PLANS FORMERLY APPROVED FOR OAK PARK VILLAS.
Planning Director Castro referred to the architectural revisions to the
plans formerly approved for the Oak Park Villas development, stating that staff
has reviewed the requested revisions and feel it is an improvement over what
was previously approved. He also advised that since the change concerns the
Oak Park Development, he discussed the matter thoroughly with City Attorney
Shipsey in regard to the implications of Ordinance 140 C. S. and it was Mr.
Shipsey's determination that the architectural changes would not necessitate
re- advertising the property or notification of the entire development.
Mr. Mitch Walker, consultant for the applicant, explained their proposal
is to modify only unit design within the formerly approved lot lines and revise
the tract grading. He further advised there will be a substantial reduction �f
fill by approximately 100,000 yards as opposed to the previously approved plan.
City Engineer Karp stated that as far as the Engineering staff is concerned,
this is by far a superior plan than the one previously submitted and approved.
Planning Director Castro suggested that one of the conditions of approval be
that the applicant resubmit both floor plans and architectural plans for the
buildings that are being modified.
After a brief discussion, on motion by Commissioner Fischer,seconded ' by Commis -
sioner Simmons, - and unanimously carried, accepting the revised plans to archi-
tectural approval of Tract 689, Oak Park Villas, with the condition that the
applicant resubmit both floor plans and architectural plans for the buildings
that are being modified.
CONTINUATION OF REVIEW OF PRELIMINARY DRAFT OF CONDITIONS OF APPROVAL - KNOLLWOOD
DEVELOPMENT.
After completion of the agenda items, the Planning Commission resummed
their review of the Preliminary Draft of Conditions of Approval for the pro-
posed Knollwood Development. After completion of this review, Planning
Director Castro suggested that the matter be continued to the next meeting of
May 6, 1980. He explained to the applicant that the Commission now has to
accept the Environmental Impact Report, recommend the zone change, the revised
conditions of approval, the densities, and the development plan. Chairman
Gorsline announced that the matter of the Knollwood Development would be con-
tinued to the next regular Commission meeting of May 6, 1980, and reminded the
Commission that the regular meeting of April 15, 1980 would be cancelled because
of the City Council's reorganization meeting scheduled for that date.
