PC Minutes 1979-09-18Arroyo Grande Planning Commission September 18, 1979 The Arroyo Grande Planning Commission met in regular session with Chairman Gorsline presiding. Present are Commissioners Carr, Moots, Sebastian and Simmons. Commissioners Cole and Fischer are absent. Planning Director Castro is also in attendance. MINUTE APPROVAL There being no additions or corrections, the minutes of the regular meeting of September 4, 1979 were approved as prepared on motion by Commissioner Moots, seconded by Commissioner Carr, and unanimously carried. COMMISSIONER FISCHER ENTERED THE MEETING AND IS NOW PRESENT. ADDITIONS OR DELETIONS TO AGENDA Planning Director Castro advised that Agenda Item 1, Request for Determina- tion of Use for an Open Nursery in the "H -S" Highway Service District, has been withdrawn by the petitioner, Mr. Ramey. Mr. Castro advised that under "Oral Communications" he would like to present the floor plans and elevations for the Rancho Grande model homes, which doesn't require any action from the Commission, but is being presented for their informa- tion. Mr. Castro further advised he would present, under "Oral Communications ", addendums that have been made to the EIR on the Knollwood project. ARCHITECTURAL REVIEW CASE NO. 79 -207, 8 UNIT APARTMENT COMPLEX, 1161 ASH ST. - RE- SUBMITTAL. (PACE). Planning Director Castro advised the Commission that the resubmittal for the 8 unit apartment Complex on Ash Street was reviewed by the Architectural Review Committee and their action was to deny the plans for the second time on the grounds that: (1) Lack of either garage doors and /or storage; (2) Mix or use of exterior building materials not to Committee's desired design standards; and (3) The con- tinued general barracks appearance of the project. There being no discussion among the Commission, • on motion by Commissioner Fischer, seconded by Commissioner Sebastian, and unanimously carried, accepting Architectural Committee Action, dated September 12, 1979, denying Architectural Review Case No. 79 -207. PUBLIC HEARING - USE PERMIT CASE NO. 79 -287, TWO FREE STANDING SIGNS IN THE "P -M" PLANNED INDUSTRIAL DISTRICT, 1304 POPLAR STREET. (ARROYO GRANDE MINI STORAGE- (GRANT). Planning Director Castro advised that the Use Permit application is requesting two free standing signs; one on the easterly and one on the westerly property line of the subject development. He,noted that the proposed sign is 4 ft. by 24 ft. and there are two upright poles approximately 16 ft. above the ground, and that the signs are within the limits of the sign ordinance. Upon being assured by Planning Director Castro that public hearing for Use Permit Case No. 79 -287 had been duly published, posted and property owners notified, Chairman Gorsline declared the hearing open. Mr. Chester Cooke, stated he owns property at 142 Poplar Street and that he intends to retire in about a year or so, at which time they will move to the resi- dence on Poplar Street and, in his opinion, a sign of this nature is not necessary and he requested that the proposed signs be denied. Mr. Byron Grant, petitioner for the Use Permit, spoke in favor of the use being permitted. There being no further discussion for or against the proposed Use Permit, Chairman Gorsline declared the hearing closed. In answer to Commissioner Carr's question as to how the applicant arrived at the dimensions for the sign, Mr. Grant advised he discussed the matter with.Tom Sullivan, Planner, and was advised that the maximum size is 5' x 30', and they toned it down to the 4 ft. x 24 ft. to get it down in size somewhat. He further stated there have been problems in renting the units out and they would like to get the best exposure possible. The Commission discussed the possibility of smaller size signs and also sug- gested that a time limit of one year be placed on the Use Permit, and if the units are not full at that time, the applicant could come back and ask for an extension. There being no further discussion by the Commission, the following action was taken: 141 142 Arroyo Grande Planning Commission, 9 -18 -79 Page 2 RESOLUTION NO. 79 -696 U RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO. 79 -287. On motion by Commissioner Sebastian, seconded by Commissioner Simmons, and by the following roll call vote, to wit: AYES: Commissioners Carr, Fischer, Moots, Sebastian, Simmons and Chairman Gorsline NOES: None ABSENT: Commissioner Cole the foregoing Resolution was adopted this 18th day of September 1979. ARCHITECTURAL REVIEW CASE NO. 79 -200, BEACON GASOLINE STATION REMODELING, 608 GRAND AVENUE. (ROBERTSON). Planning Director Castro reviewed the conditions recommended by the Archi- tectural Review Committee, dated September 12, 1979. Commissioner Simmons noted that the plans show only onerrestroom and requested that the City code be checked to see whether both men and women's restrooms are required and, if so, the storage room indicated on the plans would have to become a restroom. After a brief discussion, on motion by Commissioner Sebastian, seconded by Commissioner Simmons, and unanimously carried, accepting Architectural Review Com- mittee Action, dated September 12, 1979 with the added condition that restrooms for both male and female be provided if required by City and State building codes. ARCHITECTURAL REVIEW CASE NO. 204, REMODELING OF EXISTING WAREHOUSE, 320 E. BRANCH STREET. (SHOWERS). Planning Director Castro read the conditions recommended by the Architectural Review Committee in their report dated September 12, 1979. He further noted that the plan has been reviewed from the Village revitalization dommittee and it appears to be in accordance with the theme that the downtown improvement committee would like to have. Commissioner Carr expressed concern about the•area adjacent to the creek being paved for parking and, in answer to his question if there are any plans for greenbelt and preservation of the open space, Planning Director Castro advised that there is a requirement to maintain a 5 ft. easement along the creek banks. He further advised that a Central Business District plan is beingdeveloped will include parking areas and circulation patterns and, in his opinion, this has to come first before alternate parking can be provided. With regard to Architectural Review Committee Action requirement 2, Commissioner Simmons stated that the Federal Department of Fish and Game should be included in the requirement along with the State. After a brief discussion, on motion by Commissioner Simmons, seconded by Com- missioner Sebastian, and unanimously carried, accepting Architectural Committee Action, dated September 12, 1979, amending the first sentence of Item No. 2 to read as follows: "Creek bank stabilization to Federal and State Department of Fish and Game permit conditions." LOT SPLIT CASE NO. 79 -317, 1030 HUASNA ROAD. (NELSON) Planning Director Castro advised that the subject lot split is a resubmittal of a previously approved parcel map and that the required improvements have been completed. He further advised that the parcel map had expired and the Commission granted a 6 months extension, and now-that extension has expired and the only means of getting it processed is re- approval of the map. After discussion, on motion by Commissioner Fischer, seconded by Commissioner Carr, and unanimously carried, accepting Subdivision Committee Action, dated Septem- ber 12, 1979. SUBDIVISION REVIEW - TENTATIVE MAP, TRACT NO. 853, "PACIFIC PRINTZ ESTATES ", GENERALLY LOCATED SOUTHERLY OF PRINTZ ROAD AND ADJACENT TO RANCHO GRANDE. (LACKEY AND BURKE). Planning Director Castro advised that the subject property is zoned "A ", and the minimum lot size is one and one half acre. Further, under the specific plans of the City both water and sewer are mandatory unless the applicant receives a Arroyo Grande Planning Commission, 9 -18 -79 Page 3 Variance from that requirement from the City Council. It was the position of staff, and primarily that of the City Engineer, Paul Karp, to deny the project based on the findings that the property is not served with water, . sewer or city streets. The Subdivision Review Committee concurred with the staff's recommenda- tion. Mr. Castro pointed out that the . only reason for submitting the Negative Declaration Request is if the Commission were to decide differently than. the Sub- division Review Committee recommendation, then a Focus Report would be recommended. Should the Commission's action be consistent with the Committee's action, then the Negative Declaration Request becomes moot at this, point in time. Planning Director Castro also advised that this should not be confused with the Residential Suburban District, in that the District is not in effect at this point in time. Further, the R -S zoning would have to be petitioned for by the applicant, or the City could initiate a zone change. Commissioner Sebastian pointed out that one of the things that came out in the Committee discussion was the potential impact the septic systems may or may not have on the ground water quality in this particular area, and there may or may not be adequate water and, in his opinion, water in that particular area is extremely important and the amount of water should be determined prior to approval of development. He also noted that fire. protection is going to be a challenge be- cause there are two upper lots and they would not be able to handle them by gravity system. After discussion, on motion by Commissioner Sebastian, seconded by Commissioner Carr, and unanimously carried, that Tentative Tract Map No. 853, "Pacific Printz Estates" be continued pending receipt of a Focus Report addressing itself to grad- ing, drainage, fire protection, circulation, cumulative effects of a community well system vs. individual water wells in one watershed area, and the effects of septic systems on existing ground water quality. REFERRAL FROM THE CITY COUNCIL -, PROPOSED METHOD TO CONTROL ADULT ENTERTAINMENT ACTIVITIES THROUGH ZONING. Planning Director Castro pointed out that during his absence from the City, the question of controlling adult entertainment activities was considered by the Council, and it was his understanding that the enclosed ordinance was forwarded by the city attorney. He suggested that the matter be taken under advisement and that a public hearing date be set. He requested comments or thoughts that the Com- mission might have with regard to the proposed ordinance. After a brief discuss- ion, Chairman Gorsline announded that the public hearing on the Proposed Method to Control Adult Entertainment Activities through Zoning would be held on October 2, 1979. REQUEST FOR TIME EXTENSION - FREE STANDING SIGN ON WEST BRANCH ST. (REUBEN KVIDT - OAK PARK ACRES. Planning Director Castro advised that a request had been received from Oak Park Acres for an extension of time on the sign fronting on the freeway until April of 1980, and that staff finds no objection to the request. On motion by Com- missioner Carr, seconded by Commissioner Moots, and unanimously carried, approving the extension for the Oak Park Acres sign on West Branch Street until April of 1980. PRESENTATION OF PLANS FOR RANCHO GRANDE MODEL HOMES Planning Director Castro presented the building plans for Rancho Grande, show- ing the cuts, drainage and location of the houses in relation to the driveways and streets, etc., and plans basically depicting the style of the homes. Mr. Bob Rossi, Architect for the developer, explained that these are working drawings and are very hard to read. He stated that, basically, the motif is a fairly traditional style, and what the Commission is looking at now is one of three elevations that the developer will be coming up with. Planning Director Castro advised that the plans are being presented to the Commission for information, and no action is required on their part. After discussion, Chairman Gorsline noted that the public hearing for the EIR determination on the Knollwood project would be held on October 16, 1979.
