August 21, 1979
The Arroyo Grande Planning Commission met in regular session with Vice Chairman
Gorsline presiding. Present are Commissioners Carr, Cole, Fischer, Moots, Sebastian
and Simmons. Also in attendance is PlannerSSullivan.
ELECTION OF OFFICERS
Vice Chairman Gorsline noted that since the full Planning Commission is present,
election of officers for the fiscal year 1979 -80 could now take place, and opened
nominations for Chairman. Commissioner Cole moved that Alan Gorsline be nominated
as Chairman of the Planning Commission. Motion seconded by Commissioner Moots.. There
being no further nominations, Commissioner Moots moved that nominations be closed and
the records show a unanimously ballot was cast for Alan Gorsline. Motion seconded by
Commissioner Cole and unanimously carried.
Chairman Gorsline opened nominations for Vice Chairman of the Planning Commis-
sion. Commissioner Cole nominated Gene Moots for Vice Chairman. Commissioner Moots
declined the nomination. Commissioner Moots nominated Pearl Cole for Vice Chairman.
Motion seconded by Commissioner Sebastian. There being no further nominations for
Vice Chairman, Commissioner Fischer moved thatnnominations be closed and the records
show a unanimous ballot was cast for Pearl Cole as Vice Chairman of the Planning Com-
mission. Motion seconded by Commissioner Moots, and unanimously carried.
Chairman Gorsline stated Committee appointments would be made at the end of the
meeting. •
ARCHITECTURAL REVIEW CASE NO. 79 -198, 8 UNIT CONDOMINIUM, N. ELM ST., 150 FEET NORTH
OF GRAND AVE. (JOHNSTON).
Planner Sullivan advised that the project is located approximately 150 ft. north
of Grand Avenue on a vacant parcel of property immediately north of the Jack -In -The
Box. Mr. Sullivan described the project as two structures of 4 units each and is a
split level design. He stated that the Architectural Review Committee reviewed the
plans and recommended approval with the conditions as noted in Committee Report dated
August 15, 1979. The applicant for the project presented an exhibit depicting the
colors to be used in the project. After discussion, on motion by Commissioner Cole,
seconded by Commissioner Fischer, and unanimously carried, that Architectural. Review
Case No.79 -198 be approved subject to the conditions listed in Architectural Review
Committee Action, dated August 15, 1979, and amended by adding Condition No. 11 as
follows: "All colors and materials as presented in the exhibit shall become a.con-
dition of approval ". .
ARCHITECTURAL REVIEW CASE NO. 79 -199, 411 TRAFFIC WAY, GENERAL OFFICES AND WAREHOUSE.
(IANNEO).
Planner Sullivan advised that the project is located on Traffic Way and involves
the revitalization of an old structure currently existing on the property to be con-
verted into an office. He also reviewed the proposed elevations, and the conditions
recommended by the Architectural Review Committee, dated August 15, 1979. Commis-
sioner Fischer inquired if the roof line is extended over only on the front of the
building, and further stated she would like to see the roof line continued all the
way around. Mr. Ianneo, petitioner, advised that if he did extend the roof line all
the way around, he would lose the one hour fire protection on that one side. After
discussion, on motion by Commissioner Cole, seconded by Commissioner Carr, and car-
ried with one "no" vote, accepting the conditions listed in Architectural Review Com-
mittee Action dated August 15, 1979.
ARCHITECTURAL REVIEW CASE NO. 79 -201, 1161 ASH ST., 8 UNIT APARTMENT COMPLEX .(PACE).
Planner Sullivan reviewed the plans for the project, noting that the Architect-
ural Review 'Committee reviewed the project and recommended denial because of the
following findings: (1) Elevations and exterior building materials were not to the
desired standards in the committee's opinion. The committee suggested that if the
project is resubmitted, that the developer consider using a combination of stucco,
masonary, and heavy wood trim. (2) The open space shown in the project falls mostly
in common areas. The Committee suggested that if the developer resubmits the project,
that much of the open space found in the site plan be shifted to private rear yards.

Commissioner Simmons inquired if there is anyway to get the developers to improve
the looks of these projects, stating they looked like barracks to her. Commissioner
Sebastian commented that there is no storage space in these facilities with open car-
ports. There was considerable discussion regarding the Commission's concerns about
the open carports and lack of storage space. On motion by Commissioner Simmons, sec-
onded by Commissioner Sebastian, and unanimously carried, approving Architectural
Review Committee Action, dated August 15, 1979, denying Architectural Review Case No.
79 -201, with the addition of a third finding as follows: "That the garage areas be
clesedd with doors ".

ARCHITECTURAL REVIEW CASE NO. 79 -202, . SAVINGS AND LOAN, ADJACENT TO 1234 GRAND AVE.
(NORTHERN CALIFORNIA SAVINGS & LOAN).
Planner Sullivan reviewed the proposed project, stating it is located on the
property that used to be occupied by the Trailer Hitch. Generally, the bank will
sit on the forward portion of the parcel and there is an access easement granted to
the bank by Mr. Howard. He displayed an exhibit showing the building materials and
colors to be used. He also described the signage that is proposed for the project.
Planner Sullivan further noted that the landscaping being provided is one of the
best he has seen, and that the parking exceeds the ordinance requirement.
Chairman Gorsline inquired what would be planted in the back on the north side
of the property where the wooden barrier is now. Mr. Mel Blevens, Architect for
the project, advised that a solid wall of Monterey Pines is proposed for that area.
Commissioner Sebastian referred to the traffic situation, noting that the raised•
landscaping area would tend to create a dangerous situation, and recommended that
no parking be permitted in front of the facility. Planner Sullivan advised that
this matter be'a recommendation from the Planning Commission to the Parking and
Traffic Commission. It was further noted that there are three on- street parking
spaces that would have to be eliminated.
After discussion, on motion by Commissioner Simmons, seconded by Commissioner
Cole, and unanimously carried, approving Architectural Review Committee Action,
dated August 15, 1979, with the addition of Item No. 8 as follows: That more suit-
able trees or shrubs be planted on the north side of the property ". Also, on motion
by Commissioner Sebastian, seconded by Commissioner Fischer, and unanimously carried,
that a recommendation be fmade to the Parking and Traffic Commission that on- street
parking in front of the Northern California Savings at 1234 Grand Ave. be eliminated.
CONTINUATION OF PUBLIC HEARING - AMENDMENT TO GENERAL PLAN LAND USE MAP FROM LOW DEN-
SITY RESIDENTIAL TO CENTRAL BUSINESS DISTRICT FOR CERTAIN PROPERTIES LOCATED NORTHERLY
OF THE EXTENSION OF LE POINT STREET. (APN 7- 191 -01 PTN. 7- 191 -37 and 7- 191 -36).
Planner Sullivan noted that at the last meeting, Commissioner Sebastian requested
that other property owners in the area between the Hoosgow Park and the Hartpproperty
be contacted to see if they would be in favor of the "C -B -D" zoning on their property.
Planner Sullivan advised he had contacted one of the who told him he didn't
like the idea of a previous zone change from R -G to R -1 but did not want commercial
zoning. Two of the other property owners of record, reside out of town and he could
not contact either one of them by telephone. Planner Sullivan reviewed that the initial
application was by Interiors by Amanda to change the designation of her property; right
now the front of the property is "C -B -D ", and the rear is low density residential. The
petitioners propose to renovate the old residence for a commercial retail or office use,
and also they propose to restore the other structure and have a series of shops, etc.
In order for them to do this, the land use designation needs to.be changed to "C -B -D ".
He further noted that the staff expanded the public hearing advertising to include the
Guidetti property, which has a similar situation with split zoning of "C -B -D" and low
density residential.
Upon being assured by Planner Sullivan that public hearing for the Amendment to
the General Plan Land Use Map had been duly published and posted, Chairman Gorsline
declared the hearing open.
Mr. Clint Lambert, 850 Virginia Drive, applicant for the change, spoke in favor
of the amendment to the Land Use Map. He advised that they would like to restore the
old red parsonage and, in keeping with what has been done to the church, they would
like to continue the renovation on back. Also, in his opinion, the parking is quite
adequate in the back to support such a venture. Jan Guidetti, San- Luis Obispo, stated
that something other than "R -1" is appropriate and the commercial seems to be favorable.
There being no further comments for or against the proposed amendment, Chairman
Gorsline declared the hearing closed. .
After a brief discussion, the following action was taken:

PUBLIC HEARING - USE PERMIT CASE NO. 79 -285, 411 TRAFFIC WAY, GENERAL OFFICES AND
WAREHOUSE. (IANNEO).
Planner Sullivan reviewed the proposed use of the property stating that the
use that will be involved falls in the general category of the Highway Service
District. Upon being assured by Planner Sullivan that Use Permit Case No. 79 -285
had been duly published, posted and property owners notified, Chairman Gorsline
declared the hearing open.
Jerry Wescom, 203 E. Cherry Avenue, stated he objects to this use on the
grounds that the petitioner will be building ducting,- etc. for his heating instal-
lations, which will be more like a sheet metal shop in a residential area. He
further stated the use will actually be light industry rather than Highway Service,
and he would object to having the light industry in that area. In answer to Com-
missioner Cole's question, Planner Sullivan advised that the lot to the rear of the
property is also zoned for Highway Service. Mr. Joe Ianneo, petitioner for the use,
advised that one of the reasons for the block building was to help buffer the sound.
He further advised that the only extreme noise is using a ball peen hammer on sheet
metal. Joyce Beeler, 1304 Brighton Avenue, Inquired if there would be any power
tools used that might interfere with television reception. Mr. Ianneo advised that
only a hand saw would be used inside the shop.
There being no further comments for or against the proposed use, Chairman
Gorsline declared the hearing closed and, after discussion, the following action
was taken:

PUBLIC HEARING - USE PERMIT CASE NO. 79 -286, N. ELM STREET, 8 UNIT CONDOMINIUM
DEVELOPMENT. (JOHNSTON).
Planner Sullivan advised the requested Use Permit is to allow for a condo-
minium use in an "R -3" zoned district. He stated, in his opinion, the project is
in conformance with the design criteria and standards previously developed by the
Commission in regard to the physical design of the project. He further stated that
staff recommends approval of the Use Permit subject to the conditions listed in the
staff report dated August 13, 1979.
Upon being assured by Planner Sullivan that Use Permit Case No. 79 -286 had
been duly published, posted and property owners notified, Chairman Gorsline declared
the hearing open. There being no comments either for or against the proposed Use
Permit, Chairman Gorsline declared the hearing closed.

LOT SPLIT CASE NO. 79 -312, E. CHERRY AVENUE (CLAGG).
Planner Sullivan reviewed that at the last Commission meeting no decision could
be reached on whether to approve or deny the Clagg lot split. He stated he discussed
the matter with the applicant's engineer after the meeting and it was agreed that a
new tentative map be submitted with the flag lots to be reviewed and conditioned.
They felt this would be the best and most desirable way both for the applicant and
the City to proceed with this matter. Mr. Sullivan noted that the Subdivision Re-
view Committee met last Wednesday, August 15th; that they reviewed the map and recom-
mended approval subject to the conditions listed in the report.
Mr. Mitch Walker, engineer for the applicant, stated for the benefit of the
Commissioners who were not present at the last meeting, that their original submittal
was this flag lot design and, due to the absence of the City Engineer to comment,
the recommendation came in for the cul -de -sac design. At the last Commission meeting
there was no action because of the lack of the required votes needed . to approve the
split. He further noted that at that time it was realized that the action of the
Commission was really moot anyway because of the 50 day time lapse, however, the ap-
plicant felt this was not the proper way to get the split. Mr. Walker requested that
the condition on the drainage requirement be changed to read: "drainage to Cherry
Street or to the approval of the City Engineer ".
After a brief discussion, on motion by Commissioner Cole, seconded by Commis-
sioner Fischer, and carried with one "no" vote, approving Lot Split Case No. 79 -312,
subject to the conditions listed in Minor Subdivision Committee Action, dated August
15, 1979, and amending Item No. 3 as. follows: "That a grading and drainage plan be
required to receive Public Works Department approval prior to recordation of the
map".
REQUEST FOR NEGATIVE DECLARATION - LOT SPLIT CASE NO. 79 -312, E. CHERRY AVE.(CLAGG).
After a brief discussion the following action was taken:

CONTINUATION - LOT SPLIT CASE NO. 79 -313, LOT 5 TRACT 50, LOCATED BETWEEN TODD
LANE AND OLIVE STREET (LACKEY).
Planner Sullivan advised that late Friday afternoon he had received the legal
interpretation from the city attorney. Basically it states that Mr. Lackey has the
right to split, and that in figuring density for General Plan consistency finding,
you can only use the lot that is under petition and not the contiguous ownership as
a whole. He further noted that, while it may be a moot point at this time because
of the 50 day limitation, staff is recommending that the Commission approve this
lot split subject to the 7 conditions noted in the staff report dated July 12, 1979.
After discussion, on motion by Commissioner Cole, seconded by Commissioner Carr,
and unanimously carried, approving Lot Split Case No. 79 -313, subject to the 7 con-
ditions listed in the staff report, dated July 12, 1979.

REQUEST FOR NEGATIVE DECLARATION - LOT SPLIT CASE NO. 79 -313, LOT 5 TRACT 50,
LOCATED BETWEEN TODD LANE AND OLIVE STREET (LACKEY).
After a brief discussion regarding the Request for Negative Declaration,
the following action was taken:
RESOLUTION NO. 79 -693 EIR
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL
IMPACT DECLARATION.
On motion by Commissioner Cole, seconded by Commissioner Carr, and by the
following roll call vote, to wit:

and Chairman Gorsline

LOT SPLIT CASE NO. 79 -316, LOTS 1, 2, 3, 4 and 5 OF TRACT 50, HALCYON ROAD, TODD
LANE AND OLIVE STREET - LOT LINE ADJUSTMENT (LACKEY).
Planner Sullivan noted that this is merely a lot line adjustment of the same
general area as the case just discussed. It turns four existing substandard lots
sideways so that two lots face on Olive Street and two lots face on Todd Lane, and
this in itself does not create any new lots. He suggested adding a 4th condition
to the conditions of approval requiring that the existing fire damaged house be
removed prior to the sale of individual parcels.
After discussion, on motion by Commissioner Cole, seconded by Commissioner
Fischer, and unanimously carried, that Lot Split Case No. 79 -316 be approved,
subject to the conditions noted in Minor Subdivision Committee Action, dated
August 15, 1979, with the addition of Condition No. 4 as follows: "That the fire
damaged existing house be removed prior to the sale of individual parcels."
COMMITTEE APPOINTMENTS
Chairman Gorsline advised that two commissioners are needed for the Architect-
ural Review Committee and one commissioner for the Minor Subdivision Review Commit-
tee. After discussion, Commissioner Sebastian was appointed to the Architectural
Review Committee and Minor Subdivision Committee /Subdivision Review Board, and Com-
missioner Moots was appointed to serve on the Architectural Review Committee. Com-
missioner Cole indicated she would still be available to serve as an alternate on
both Committees.
ADJOURNMENT
There being no further discussion before the Commission, on motion by Com-
missioner Moots, seconded by Commissioner Fischer, and unanimously carried, the
meeting was adjourned at 10:10 P.M.
