The Arroyo Grande Planning Commission met in regular session with Vice
'Chairperson Cole presiding. Present were Commissioners Fischer, Gorsline, Harris,
Moots and Simmons, Commissioner Vandeveer was absent. Planning Director Castro
and Planner Sullivan were also in attendance-
MINUTE APPROVAL
Upon hearing no additions or corrections, the minutes of the regular meetings
of August 1, 1978, August 15, 1978 and September 5, 1978 were approved by Vice
Chairperson Cole as submitted:
REVIEW COMMITTEE ACTION - ARCHITECTURAL REVIEW CASE NO. 78 -176, STORAGE AND WARE-
HOUSING COMPLEX AT NORTHWEST CORNER. OF BRISCO ROAD AND GRAND AVENUE (JOHNSON)
Planning Director Castro outlined the overall master plan for the property,
noting that there would be no open storage in the complex and that the parking
provisions are in conformance with the requirements of the Ordinance, Mr e Castro
reviewed the conditions of approval in Architectural Committee Action of September
13, 1978. Mr, Castro, further advised that it is not certain that this area w i11
develop.as shown on the plan, dependent upon the needs of the community, which
was the reason the Committee added the condition that it be resubmitted if the
master plan is changed. Also, the driveway system is to be reviewed to insure
that the traffic flowing in a southerly direction ontisco Road can properly make
the turn,
Commissioner Gorsline expressed concern with regard to the lighting. Mr=
Castro advised that staff would work with Mr. Johnson on a lighting plan

Planning Director Castro requested that this matter be continued to the
October. 17th meeting, due to the fact, that the applicant has not presented his
tentative map which should. be considered in conjunction with the "P -D" District.,
DEVELOPMENT
DISTRICT
REVIEW - GRADING OF OPEN SPACE, TRACT NO 689 (OAK PARK ACRES)
Planning Director Castro advised that a request was made by the developer's
engineer to grade the park area within Tract No 689 of Oak Park Acres. The
matter was considered by the Parks and Recreation Commission and after several
meetings on the matter, it was the consensus of the Commission that the park area,
formerly a knoll that was being reserved for passive recreational facilities, be
allowed to be graded almost to the level that the balance of the property will be
graded to, He further advised that he had participated •in these meetings, and it
was pointed out to the Commission the benefits or non - benefits of either grading
the property or leaving it as it is. Primarily, if the knoll is retained, staff
felt that some •of the people would be capable of using it, but not all, He pointed
out the secjcuenrs of the project designed primarily for family units, and the por-
tion for senior citizens and elderly people, and that the way the park was formerly
envisioned, it would require considerable walking to get to any portion of the
flatter area, which is at the top. Staff informed the Parke and Recreation Com-
mission that as far as one segment of the population of the tract, it might
present some problems to them. The other problem is that the way this property
is going to be graded is going to be drastic; it is going to be major grading,
and to retain this knoll is going to look incompatible to the surrounding area.
He stated there would have been anywhere from 15 ft. to 16 ft, separation be-
tween the grades and the knoll, with an 8 ft. retaining wall to keep the dirt
in. place. These were some of the concerns of che Parks and Recreation Com-
mission, and they felt that if the area was flattened, it might be more useable
for everyone concerned. It was agreed that the grades be sculptured rather than
flat.

In answer to Commissioner Moots' question with regard to the alignment of
Oak Park Boulevard, Planning Director Castro advised that there was more widen-
ing being created on Oak Park Boulevard with a turning pocket to allow circulation
to go into the new high school, so that has been improved considerably from the
previous plans for, Oak Park Boulevard.
Commissioner Simmons pointed out that at the time the project was being re-

After discussion, Commissionei Moots moved that the Commis5ion accept the
Parks and Recreation Commission's recommendation on the grading .plan f'cr Trat
No, 689. Motion •lost for lack of a second.
After further disc on motior, by Commissioner Ha:.7ris, seconded. by
Commissioner Simmons, and unar:imously carried, that the Planning Commission
approve the Parks and Ret Commission's request for grading of the pc-
posed park site, subject to the following conditions:

Planning Director Castro advised this matter concerns the traffic study pre-
pd by Andy Jone s. on the City n future Circulation Element, He pointed out that

He advised the plans are for a twc day conference tentatively scheduled for either
Late November or Ole first part of December, The Commission expressed an interest
in such a conference, and Planning Director Castro advised he would inform them
