PC Minutes 1977-01-04304 Arroyo Grande Planning Commission January 4, 1977 The Arroyo Grande Planning Commission met in regular session with Chairman Pope presiding. Present were Commissioners Cole, Gerrish, Hitchen, Mathews, Moots, and Ries. Also present were City Administrator Butch and Planning Director Gallop. MINUTE APP ROVAL After hearing no additions or corrections., the minutes of the regular meeting of December 21, 1976 were approved by the Chairman, as prepared. REVIEW COMMITTEE ACTIONS lit Case No. 76 -254 1065 Ash Street Hays and Taker), - Director Gallop displayed a map of the property, noting that the petitioners had originally requested a four way split with three parallel drives. However, the City has had a policy of not allowing three parallel drives because of the driveway width created. After reviewing the various alternatives, the staff recommended a three way split creating three lots with two flags or a subdivision, with a public street, creating as many as five lots. The developers - owners had decided on a three way split because of the problems and costa involved in a subdivision. Lot S Chairman Pope asked for public input; there was none. After a brief discussion, the report was ordered filed. Lot Solit Case No. 76 -255, Lots 1 -14 Block 28 -A Beckett's Crown Hill Addition ( Lenzi and Meagher) - Director Gallop stated this was acteallry a part of the request for reversion to acreage and should be considered at the same time as the reversion. PUBLIC HEARING (CONTINUATION) - USE PERMIT CASE NO 76 -251, OFFICE SERVICE FACILITY AND TRANSPORTATION PARKING, HUASNA ROAD (LUCIA MAR SCHOOL DISTRICT) Director Gallop noted that this item had been withdrawn by the School District. One of the reasons was the pending plan to move their offices, and possibly the bus facilities, to the new County facilities on Highway 101. The School District wanted to hold their request for a use permit in abeyance until a final decision had been made. He referred to a letter written by Dr. Hoagland, and recommended that the study referred to in the. letter be initiated. PUBLIC HEARING - REVERSION TO ACREAGE LOTS 1 -14 BECKETT'S CROWN HILL ADDITION (LENZI AND MEAGHER) Director Gallop stated that several months ago, the property owners of the subject property had petitioned for abandonment of Le Point Terrace in anticipation of development. The matter was taken to the Planning Commission which recommended approval of the abandonment. Due to the potential development of the property into apartments, the Public Works Department recommended all the lots be abandoned and reverted to one parcel of land. The matter was referred to the City Council, which approved the abandonment, subject to receiving this reversion to acreage. After being assured by Director Gallop that public hearing for the proposed reversion to acreage had been duly published, posted, and property owners notified, Chairman Pope opened the public hearing. Terry Orton, of Pacific Engineers, the firm preparing the map, stated he would be happy to answer any questions the Commission might have Craig Meagher, of Lenzi and Meagher Construction, the property owners, stated he also would be happy to answer any questions. Jim Porter, 544 Crown Hill, asked if the reversion to acreage would change the number of buildings, the size that is going to go in. Chairman Pope replied that this just eliminated paper lines on a map. Arroyo Grande Planning Commission, 1 -4 -77 Page 2 Bill McCann, 428 Tanner Lane, asked if this were three parcels,'"and':'if this was in effect a rezoning. Director Gallop replied that there.were. parcels involved, plus a portion of abandoned right of way, and that this was not a rezoning; it eliminated an old subdivision from the map. He added that the "R -G" zoning prevents the density being any greater than the total gross square footage of the total ownership. Removing the lot lines reduces the ' potential density. Legally under the Ordinance, one unit can be built for each parcel of property; by eliminating the 14 parcels, plus some remnants, that potential is removed. Plans have been approved for sixteen units; that is the most that could be allowed under the abandonment. There being no further public input, Chairman Pope closed the public hearing. 'After discussion, the following action was taken: On motion by Commissioner Gerrish, seconded by Commissioner Cole, and by the following roll call vote, to wit: AYES: NOES: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING THAT THE CITY COUNCIL ACCEPT AND RECORD A "REVERSION TO ACREAGE" MAP. ABSENT: None RESOLUTION NO. 77 -485 Commissioners Cole, Gerrish, Hitchers, Mathews, Moots, Ries,. and Chairman Pope None the foregoing Resolution was adopted this 4th day of January 1977. Doris Olsen, representing the Santa Maria Times, asked how much acreage was involved. Director Gallop replied that it was about 3/4 acre. TENTATIVE TRACT NO. 625, JAMES HEIGHTS, JAMES WAY (LOVETT) Director Gallop stated that there had been a petition for a zone change earlier on this property; that request was denied, and at that time there had been some discussion of development into a subdivision. Under "R- A -B -2" zoning, the minimum lot size is 20,000 sq. ft. The City requirements for dedication of right -of -way, etc. would take away about one acre from the total property. The Director reviewed all the recommendations of the Subdivision Review Board. Robert Garing, of Gering, Taylor, & Associates, the engineers for the proposed development, referred to a letter he had written to the Commission re- questing modification of some of the recommended requirements. Chairman Pope asked if the staff had been able to review the letter. Director Gallop replied that it had not had time to do so. Chairman Pope stated he felt the matter should be held over until the staff had had time to review the request and make "a report to the Commission. After a lengthy discussion, on motion by Commissioner Moots, seconded by Commissioner Ries, and unanimously carried that the Subdivision Review Board recommendations and the Request for Negative Declaration be held over until the' next regular meeting, in order that the staff can review the requested modifications and make a report to the Commission. WRITTEN CORRESPONDENCE Chairman Pope noted that the Commission had received a notice of a Planning Seminar to be held Saturday, January 8, and asked any interested persons to con- tact Mr. Gallop for reservations. Director Gallop noted that he had prepared a memo to the Commission.dated December 22, pertaining. to information prepared in view of a statement made by 305 306 Arroyo Grande Planning Commission, 1 -4 -77 ATTEST: L Secretary Chai Page 3 Mrs. Honeycutt :.to.: the ,:City He staffed that Mrs. Hdneycutt had been requested to .take her coxplaint to the Planning Commission, and that she had not done so at the last Planning Commission meeting. Mrs. Honeycutt was provided with a copy of the memo, and the Chairman advised her she could respond to it at the next meeting if she desired. Director Gallop noted that the Commission had received a'copy of a letter from Mrs. B'Ann Smith pertaining to development on Crown Hill and a letter she solicited from 4h:Soil Conservation Service with reference to development in that area. He stated there : 'is nothing in the letter from the Soil Conservation Service which' not normally a procedure followed by the City. However, to clarify it:he has ordered the Building Department, as the Building Official, that soil tests be taken on any multiple development in the "R -G" zone on Crown ' .ORAL COMMUNICATIONS Mrs. Honeycutt asked that it be clarified that she was not present at the-last meeting when the Minutes were approved or she would have spoken. She stated that it bothered her there were seven people on the Commission and no one questions recomnehdtktions. Bill McCann, 428 Tanner Lane, asked that all items on the agenda be fully identified for the public's information. Director Gallop replied that they normally are; there had been an oversight on this particular agenda. Mr. McCann asked if it had been determined that the City Council will be the final governing body on Negative Declarations. City Administrator. Butch stated that this is an agenda item for the City Council on January 11:, at which time the City Attorney will give his opinion. JOINT STUDY SESSION — JANUARY 10, 1977 Director Gallop reminded the Commission of the joint study session scheduled for January 10 to discuss proposed changes to the Zoning and Sub- division Ordinances. Commissioner Moots stated he would be unable to attend. ADJOURNMENT There being no further business, on motion by Commissioner Mathews, seconded by Commissioner Cole, and unanimously carried, the Commission adjourned at 8:18'P.M. to 7:30 P.M., January 10, 1977. c• 1
