PC Minutes 1976-12-21Arroyo Grande Planning Commission December 21, 1976 The Arroyo Grande Planning Commission met in regular session with Chairman Pope presiding. Present were Commissioners Cole, Gerrish, Hitchen, Mathews, Moots, and Ries. Also present were Mayor de Leon and Planning Director Gallop. MINUTE APPROVAL Commissioner Gerrish corrected two typographical errors in the minutes of the regular meeting of December 7, 1976. The fourth line on Page 2 should read "Public Hearing - Request To Enter into Agricultural Preserve, Cherry Extension. (Dixson) "e The fifteenth line of the second paragraph on Page 5 shoud read "Cole" not "Dole ". After hearing no further corrections or additions, Chairman Pope approved the minutes as corrected. REVIEW COMMITTEE ACTIONS Architectural Review Case No, 76 -128, 204 As en, A•artment Com•lex (Pace) - Director Gallop displayed a map of the proposed 16 unit development proposed on Aspen on a one acre parcel of land. He stated the property could have accommodated 19 units on a square footage basis. It is a one -story development with multi- structures; there are four structures totally, three of which are residential. He added that the development meets all the requirements of the Code. He then reviewed the recommended requirements. Chairman Pope then asked for any public input on the architectural aspects; there was none. After discussion, the Chairman ordered the report filed. Commissioner Hitchen asked the Chairman to review for the public just what the Commission could do in terms of architectural review. The Chairman stated that if the property meets all the zoning requirements, the development can take place. The only thing the Commission has to judge is the architectural rendering, to make sure that the proposed development is presentable and will be an asset to the community. Architectural Review Case No. 76 -129, Grand Avenue and Juniper, Shop and Office Complex (Lackey) - Director Gallop stated this is a commercial structure at the corner of Juniper and Grand Avenue, next to the Dairy Queen building. The building will consist of three offices and two shops. There is parking at the rear and room for twelve spaces. In order to meet the parking requirements, they are going to have to reduce the total square footage of the development; the developer has agreed to this. With this change, the plans meet all requirements of the district. Commissioner Moots asked if the shops would be retail shops. Director Gallop replied that they would. They could not be automotive shops, etc. The building may be five offices instead of three offices and two shops. Chairman Pope asked for public input on the development plans; there was none. After further Commission discussion, Chairman Pope ordered the plans filed. PUBLIC HEARING - USE PERMIT CASE NO, 76 -253, 805 DODSON WAY; I1 UNIT APARTMENT COMPLEX (AINLEY) Director Gallop stated that these plans had been before the Commission and a use permit issued approximately twenty months ago, and the use permit lapsed before the developers could get financing. The plans are identical to those originally approved. The development is proposed directly behind the Jade and Onyx Apartments on Halcyon. .There are two large trees being retained. The building is pretty much in conformance to the buildings which are on Halcyon. There are eleven units. Part of the parking and drive will be on the Onyx and Jade property. This had been excessive before and will now be utilized by the new development. After being assured by the Planning Director that public hearing for the proposed use permit had been properly advertised, posted, and property owners notified, the Chairman opened the public hearing. Arroyo Grande Planning Commission, 12 -21 -76 Page 2 Bill Simpson, 1092 Huston, Grover City, representing the developer, stated he had no comments to add. He said the plan had already been approved once and that it meets all the City requirements and codes. Melia Price, 778 Dodson Way, felt the area was congested with apartment buildings. Cars park on each side of the street. She said she was strictly opposed to the proposed development because there were already many apartments in the area. She felt that the area would become so congested that it wouldn't be a residential area any more. Chairman Pope stated the property is not zoned for single- family residential; it is "R -G" Garden Apartment. This zoning allows this type of development. There being no further public input, Chairman Pope closed the public hearing. Chairman Pope asked if the proposed development meets all the requirements of the original use permit. Director Gallop replied that most of the conditions are attached to the architectural approval or the building permit. Commissioner Mathews asked how many units could be built under ideal conditions; Director Gallop said there could be about 14 -15 units. He noted, however, that it is nearly im- possible to ever develop property to its highest potential density, due to the parking requirements, etc. After further discussion, the following action was taken: AYES: NOES: ABSENT: RESOLUTION NO. 76 -483 U RESCLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO. 76 -253. On motion by Commissioner Cole, seconded by Commissioner Gerrish, and by the following roll call vote, to wit: Commissioners Cole, Gerrish, Hitchen, Mathews, Moots, Ries, and Chairman Pope None None the foregoing Resolution was adopted this 21st day of December 1976. PUBLIC HEARING - USE PERMIT CASE NO. 76 -254, 204 ASPEN, GARDEN APARTMENTS (WILLIAMS) Director Gallop noted that the architectural approval for this development had been considered by the Commission earlier in the evening. He stated that a use permit was required, as this is a multi- structure development. After being assured by Director. Gallop that public hearing for the proposed use permit had been properly advertised, posted, and property owners notified, Chairman Pope opened the public hearing. Paul Porter, 220 Cedar, stated he was against the proposed use permit as there are already a number of apartments in the area and there is a traffic problem. He felt this development would just add to the problem. Fuse Yamoguchi, 1251 Cedar, said she was also against the proposed use permit. She felt the road was too narrow already. She felt the cars parking on the road caused a problem, and she expressed a concern over the traffic. Elizabeth Jackson, 208 Fairview, asked if any of the apartments would be three bedrooms, as she felt there was a larger demand for this size apartment than one or two bedroom ones. Director Gallop stated he did not know about this develop- ment; however, he felt that there were more three bedroom apartments being built at this time than one or two bedroom ones. 1 1 Arroyo Grande Planning Commission, 12 -21 -76 Page 3 There being no further public input, Chairman Pope closed the public hearing. Commissioner Mathews pointed out that if this development had been planned for one structure only, it would not have required a use permit, and could have ,been built without a public hearing. The only reason a hearing is required is that this is a multi- structure development. He personally felt a multi - structure develop- ment was more desirable than one big structure. Director Gallop noted that this has been multiple zoning for a number of years and is just now developing. He added that curb, gutter, sidewalk, and full street improvements are'not required J until the property is improved; This meant that in many cases there was a narrow driveway subject to the properties developing adjacent to it; As the properties developed and the improvements were put in, the street would be widened. The property on the other side'of Ash is the City Park and as it develops, it wills generate traffic alsoY The City will then have to improve their side of the road. Commissioner Ries stated he was in favor of the development; however, he would like to see the input on the traffic problems referred to the Parking and Traffic Commission. After further discussion, the following action was taken: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO. 76 - 254. On motion by Commissioner Gerrish, seconded by Commissioner Hitchen, and by the following roll call vote, to wit: AYES: NOES: ABSENT: the foregoing Resolution was adopted this 21st day of December. WRITTEN CORRESPONDENCE Chairman Pope noted that the Commission had received a memo from Planning Director Gallop regarding two Planning Institutes, and Director Gallop asked that any one wishing to attend contact him so that arrangements could be made. ORAL COMMUNICATIONS Commissioner. Gerrish stated that he had noted in the City Council minutes of November 23, that the Council had adopted the revised Land Use Element, and asked if this was what the Commission had recommended to the Council a while ago. Director Gallop replied that it was, with one minor change by the Council to the "P -D" section. This stated that the "P -D" concept would be applied only to the three larger parcels east of Highway 101, and south of Oak Park Boulevard.
