PC Minutes 1976-11-16292 Arroyo Grande Planning Commission November 16, 1976' The Arroyo Grande Planning Commission net in regular session with Chairman Pope presiding. Present were Commissioners Cole, Gerrish, Hitohen, Mathews,'and Moots. Also present were Planning Director Gallop and Councilman Millis. Commissioner Ries was absent. 'MINUTE 'APPROVAL After hearing no additions or corrections, Chairman Pope approved the minutes of November 2, 1976, as prepared. The property was created by a split by Mr. Adams about a year ago. The new property owners are now requesting a three way split. He then reviewed the conditions recommended by the Review Committee. Mr. Morrow, the petitioner, waked if the drive§ would have tr be base and asphalt. Director Gallop said that they meet be weather proof and dust free; blacktop ie probably the cheapeat way. However, this could be worked out with the City Engineer. Mr. Morrow asked about the recommended lot line adjustment on the etreenbed easement. RE.UEST FOR NEGATIVE DECLARATION - EXPANSION Off' EXISTING WATER DISTRIBUTION FACILITIES AND STORM DRAIN COLLECT ON SYSTEM IN ARROYO GRANDE Chairman Pope noted that the petitioner was the City of Arroyo Grande. Director Gallop stated that this was required in applying for Public Works Grant monies for the funds noted in the Request. The amount of projects done would depend on the amount of monies granted. He felt that the chances of getting the grant monies was actually very slim, but this step must be completed in applying. One of the basis for granting the monies is the unemployment rate in the area; San Luis Obispo County does not have a high unemployment rate. Chairman Pope asked for public input. Madeleine Steele, 1598 Hillcrest, asked for a copy of the Request for her information. Commissioner Gerrish asked how the list was derived. Director Gallop said it was basically from the Drainage and Water Sections of the Public Services and Facilities Element for areas that have to be upgraded as time goes by. After further discussion, the following action was taken: AYES: NOES: ABSENT: RESOLUTION NO. 76 -477 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL DECLARATION, On motion by Commissioner Moots, seconded by Commissioner Cole, and by the following roll call vote to wit: Commissioners•Cole, Gerrish, Hitchen, Mathews, Moots, and Chairman Pope 'None Commissioner Ries the foregoing Resolution was adopted this 16th day of November 1976. 293 ...... . .. PUBLIC BUILDING ELEM'.UT OF THE GENERAI, PLAN Chairman Pope noted that the Commission had received copies of the Hearing Draft of the Public Buildings Element. Director Gallop stated that the first Public Buildings Element was prepared and adopted in 1966 and updated and readopted in 1970. Since that time, many of the original projects have been implemented, either through the Plan or other measures. The updated Plan recognized what has been done and also outlines the Civic Center needs and recommendations made to the City Council by the Citizens Committee. The one new area in the report is the proposed South County Regional Center. Commissioner Mathews asked for clarification of the statement that there is an increase in demand for City services yet the population growth has been slower than anticipated. Director Gallop said that twelve years ago, the old City Hall was the only administrative center in the City and it included the Police Department. The Police Department has grown personnel -wise and has been relocated. The increase from normal population growth, plus increase in need for services due to legislative requirements, dictates the increased work space and convenience to the citizens. The present City Hall is probably one of the most inconvenient for administrative purposes. He felt the demand for increased space had always been there, but the City is just now financially in a condition to consider it. The tax base had just now increased to a point where the City can consider Civic Center expansion. 294 Arroyo Grande Planning Commission, 11 -16 -76 . Page 3 The - City' :is in a position where, for the first time' in many years, there are not any "R -1 " available in the City. The City is also out of anything considered ` or low housing lots. The character of the City is changing' drasticall o` - He''said he was going to try and get a survey conducted, possibly over the Christmae'holidays, to see just how much it has changed since the 1970 and 1975 censuses.. - : He also understood that the Tax Assessor's Office was con- sidering reassessing the City due to rapid increase in house values. Commissioner Mathews said he felt this was one of the things the City must conside'r'and try to resolve. He also had read that a city can not afford to support 1, 2', 3, or 4 acre parcels, and that is what Arroyo Grande is heading for. He felt the City needed to take a realistic look at the future. Director Gallop stated he would like to have the public hearing on the Public Buildings Element set for December 7. The Chairman so ordered. ORAL COMMUNICATIONS Director Gallop noted that the Agricultural Lands Committee had completed its work Monday evening, and adopted definite recommendations to be referred to the Planning Commission. He said there were a number of areas in the Zoning Ordinance which need changing, updating, etc. He would be putting all this into a single package for the Commission to consider. Also a year ago, a new subdivi- sion law was adopted which required that all entities update their Subdivision Regulations to reflect it. This is now almost completed and would be presented to the Commission. He requested that a study session be set for November 30 for the purpose of reviewing these items. He also requested• the City Council sit in so they would be aware of what the Commission would be considering. Chairman Pope thought it should be mandatory that the Council attend, as they seemed to feel there was a lack of communication. After discussion, on motion by Commissioner Gerrish, seconded by Commissioner Moots, and unanimously carried, the Commission set a study session for r_eviee* of proposed changes to the Zoning Ordinance and Subdivision Ordinance and requested the City Council's attendance at said meeting to be held on November 30, at 7:30 P.M., in the Council Chambers. Director Gallop said he would have the materials ready on November 24. ADJOURNMENT There being no further business before the Commission, on a motion by Commissioner Mathews, seconded by Commissioner Moots, and unanimously carried, the Commission adjourned at 8:05 P.M. to 7:30 P.M., November 30.
