November 2, 1976
The Arroyo Grande Planning Commission met in regular session with
Chairman Pope presiding. Present were Commissioners Cole, Hitchen, Moots,
and Ries; Commissioners Gerrish And Mathews were absent. Also present were
Planning Director Gallop, City Engineer Garcia, and Councilman Spierling.
MINUTE APPROVAL
After hearing no additions or corrections, Chairman Pope approved the
minutes of the regular meeting of October 19, 1976 as prepared.
APPOINTMENT TO THE COASTAL VALLEY PLANNING COUNCIL
Director Gallop noted that currently Commissioners Ries and Mathews
were representing the City of Arroyo Grande at the CVPC. Both have asked to
be relieved of their duties. He suggested that one appointment be made at
this time only, so that the new representative could become familiar with
the Council before another one was appointed.
Commissioner Ries said that the Council is made up of two Planning
Commissioners from the cities in the South County and two representatives
from the County and one member -at- large. The Council is an advisory group
only to the Planning Commissions and City Councils. The members are free
to bring up any item dealing with planning in the Council's area of influence.
He felt that the Council hadn't accomplished anything since he had been a
representative. Director Gallop said he felt one of the problems was that
the Council had a series of secretaries, which didn't lend itself to contin-
uity.
Commissioner Hitchen asked if the Commission had to appoint represen-
tatives if the Council was a waste of time. Chairman Pope said he would meet
with City Administrator Butch and discuss the matter. Commissioner Cole noted
that the Council had voted money to support the Council for one more year.
Director Gallop said he thought both the City Council and Mr. Butch were aware
of the problems and this was why they had voted the money for one year, to see
if something could be accomplished.
Councilman Spierling said that the Vice Chairman of the Council had
attended the last City Council meeting and told the City that things had been
done; if Commissioners Ries and Mathews agreed that the Council was a waste
of time, he recommended that this information be forwarded to the City Council
for further consideration. Chairman Pope directed Commissioner Ries to in
charge of getting a memo written to the City Council regarding this matter.
Appointments would be withheld until further word came from the City Council.
PUBLIC HEARING - PUBLIC SERVICES AND FACILITIES ELEMENT OF THE GENERAL PLAN
Director Gallop noted that the Public Services and Facilities Element
was first written in 1966 and updated in 1970. This new edition was really
more a summary of the implementation of the Plan in 1966 and 1970 than any-
thing new. The Utilities Section is new to the Element, as a direct result
of the City's participation in undergrounding of utilities. There are three
Underground Utility Districts in the City: two on Branch Street and one on
Vernon. When Branch Street was done, the City expended approximately two
years' monies in advance, and was now catching up. There is one other item
to finish up, which is some overhead wires on Mason Street, and will cost
about $4,000 - $5,000. Director Gallop stated that Mr. Richmond from PoGo &E.
had noted an error on the bottom of Page 23 and the top of Page 24, which
deals with the method of allocation of monies. Mr. Richmond will be sending
a correct wording of that section, which is not based on kilowatt hours, but
a formula based on the number of services in the City. Director Gallop also
noted that this is not a State - mandated document; the City has adopted it
for its own use.
After being assured that public hearing for the proposed Public Services
and Facilities Element of the General Plan had been duly published, Chairman
Pope declared the public hearing open.
Chuck Richmond, representing POG. &E., said the general office of PoGo &E.
was reviewing the Element and they should have some comments on it within the
next few weeks.

There being no further discussion for or against the proposed Element,
Chairman Pope closed the public hearing.
After a brief discussion, the following action was taken:
RESOLUTION NO. 76 -473 G
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE ADOPTING THE REVISED AND UPDATED PUBLIC
SERVICES AND FACILITIES ELEMENT OF THE GENERAL PLAN.
On motion by Commissioner Moots, seconded by Commissioner Ries, and by
the following roll call vote, to wit:
AYES: Commissioners Cole, Hitchen, Moots, Ries, and Chairman Pope

SAFETY ELEMENT OF THE GENERAL PLAN
Director Gallop stated this was a rewording of a section of the Safety
Element and was for informational purposes only. It is mostly a matter of
clarification. It says there is a possibility that the City may enter into
a Joint Powers Agreement with the County.
After a brief discussion, on motion by Commissioner Moots, seconded
by Commissioner Cole, and unanimously carried, the Commission adopted the
proposed rewrite of the Safety Element and recommend it for adoption to
the City Council.
WRITTEN CORRESPONDENCE
Request for Negative Declaration and Consideration of the Acquisition
of Property at 126 South Mason Street for Civic Center Expansion - Director
Gallop stated that the property at 126 South Mason is being purchased by the
City through a lease - purchase agreement for the purpose of the Civic Center
expansion. The property consists of three large lots with one house, and
the Public Buildings Element of the General Plan will reflect this acquisition
program. The State says this purchase must be approved by the Commission with
a recommendation to the City Council that the purchase conforms to the General
Plan, etc., and recommending that the property be purchased. The purchase will
fulfill two things: expansion of the Civic Center by providing additional
space and off- street parking, and give another segment of the streambed to the
City as set out in the Land Use, CBD, and Open Space Elements of the General
Plan. The building will be used for a Recreation Department office and for
Recreation use, and the property will be developed for off- street parking
purposes at a later date.
Chairman Pope asked for any public input on the requested property
acquisition and Request for Negative Declaration; there was none.
After discussion, on motion by Commissioner Ries, seconded by Com-
missioner Hitchen, and unanimously carried, the Commission recommended to
the City Council the purchase of the property at 126 South Mason for the
purposes of Civic Center expansion.
After further discussion, the following action was taken:

Request for Negative Declaration 'for 'Civic Center Expansion and
Remodeling - City Engineer Garcia stated this Request for Negative Declaration
is for remodeling of the City Hall and an addition, to inlcude a townhall type
of theatre for use in City Council and Planning Commission meetings, etc. The
Request for Negative Declaration is for federal grant purposes. If the City
gets the grant, it will proceed with the plans; if not, there will not be any
remodeling or expansion. The Request had been prepared by James Maul, the
architect for the proposed expansion. The theatre would seat approximately
184 persons; the approximately 1,000 sq. ft. addition to the City Hall would
be to house most of the facilities presently in the "white house" next door.
Chairman Pope said this expansion had been considered about 6 months ago
by the Civic Center Advisory Committee. This Request for Negative Declaration
was the first step in obtaining federal funds to do the project.
Chairman Pope asked for public input. Ella Honeycutt, 560 Oak Hill Road,
commended the Appendix B prepared for the Request. She recommended it be used
in the future.

ORAL COMMUNICATIONS
Chairman Pope said that he had met with the City Attorney to discuss the
action the Commission took with regards to granting a time extension for Tenta-
tive Tract Map #555. The City Attorney told him that the Commission's action
was in conformance with the laws with regards to time extensions. Since that
time, the Commission changed its time extension to twelve months, and the City
Attorney again concurred with the Commission's actions. At the last City
Council meeting, however, the City Attorney said he had found out that the
actions taken were in error. The City Council rescinded the time extension
and the developer will now have to start all over again with a new Tentative
Map. Chairman Pope requested that in the future, all opinions from the City
Attorney be in writing so that they are on file. Director Gallop stated this
had already been instituted. He added that in the Subdivision Ordinance rewrite,
this matter of time extensions will be clarified so that this will not happen
again.
