October 5, 1976
The Arroyo Grande Planning Commission met in regular session with
Chairman Pope presiding. Present were Commissioner Cole, Gerrish, Mathews,
Moots, Ries; Commissioner Hitchen was absent. Also present were Planning
Director Gallop and Mayor de Leon.
MINUTE APPROVAL
Commissioner Gerrish corrected Page 5, paragraph 1, from "..geologic
and earthquake; flooding; wildland." to "geologic and earthquake; flooding;
wildfire." After hearing no additional corrections, Chairman Pope approved
the amended minutes.
REVIEW COMMITTEE ACTIONS
Lot Split Case No. 76- 249'and Lot Split Case No. 76- 250 (Stagecoach Road)-
The Planning Director noted that Lot'Split Case No. 76 -249 is a revision of an
earlier approved Lot Split. Since that time the adjacent property owner had
also decided to split his property, and the two had been combined to create
a better configuration of lots. The properties are adjacent to Terra de Oro
Unit 2, and all off -site improvements will be put in with the subdivision He
then reviewed the recommended conditions of the splits. Commissioner Ries asked
about Condition 5, which stated that all parcel corners are to be monumented.
Director Gallop explained that in every subdivision State law requires each
lot to be staked and a surveyor's mark on it so that the purchasers can find
'their property corners. The Review Committee felt that because of the shape
and size of these lots, this should also be done in these Lot Splits.
There being no additions or corrections, Chairman Pope ordered the reports
filed.
COMMISSIONER HITCHEN ENTERED THE MEETING DURING THE ABOVE DISCUSSION.,
• Architectural Review Case No. 76 -126, 139 South Halcyon (Lovett) Director
Gallop stated the request was for a small office structure to be built at the
corner of Park Way and Halcyon, adjacent to the ambulance company. The lean -to
currently used by the ambulances is to be removed. There will be a one -way
traffic pattern. Curb, gutter, and sidewalk exist on the Halcyon frontage;
however, it will be required on the Park Way frontage whenever a building permit
is issued. Therefore, Director Gallop recommended that the Committee action be
amended by adding this item as a flag to the petitioner.
Commissioner Ries expressed concern over the ambulances backing into the
parking lot. Director Gallop stated that the traffic pattern could be reversed
and access on Park and exit on Halcyon mandatory. Chairman Pope stated he would
rather just leave the approval as it now stands and consider it later if problems
do arise.
After discussion, on motion by Commissioner Cole, seconded by Commissioner
Gerrish, and unanimously carried, the Commission approved Architectural Review
Case No. 76 -126, with the added condition that curb, gutter, and sidewalk be
installed on Park Way frontage.
LAND USE PLAN AMENDMENTS
The Commission reviewed a staff report concerning all the Commission and
Council's recommended changes to the Land Use Element, excepting those dealing
with agriculture. Commissioner Gerrish stated that he felt the last sentence
of the second paragraph on Page 2, the last sentence of the third paragraph.on
Page 2, and the fourth paragraph on Page 2 in its entirety should be deleted,
as they were far too specific for a General Plan. Director Gallop stated that
these were specifically requested by members of the City Council because they
were concerned about these areas. On motion by Commissioner Gerrish, seconded
by Commissioner Ries, and unanimously carried, the Commission recommended deleting
said sections of the Addendum. The balance of the Addendum was reviewed in de-
tail without change.

Director Gallop stated that the Agricultural Lands Committee was still
considering the agricultural land questions, and the Commission could consider
the matter when the Committee had a recommendation.
After discussion, the following action was taken:
RESOLUTION NO. 76 -469
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE ADOPTING AN ADDENDUM TO THE LAND USE
ELEMENT OF THE GENERAL PLAND ADOPTED BY CITY COUNCIL
RESOLUTION NO. 1152.
On motion by Commissioner Gerrish, seconded by Commissioner Ries, and
by the following roll call vote, to wit:
AYES: Commissioners Cole, Gerrish, Mathews, Moots, Ries, and
Chairman Pope

ABSENT: None
ABSTAINING: Commissioner Hitchen
the foregoing Resolution was adopted this 5th day of October 1976.
REQUEST FOR EXTENSION OF TIME - TENTATIVE TRACT NOS. 553 AND 555.
Planning Director Gallop stated that Tentative Tract No. 553 was the third
unit of Terra de Oro Subdivision and Tract No. 555 was the Oakcrest Subdivision.
Both are part of the general development plan for that area. Tentative Maps are
originally approved for eighteen months and allowed a local extension of one
year or eighteen mon hs. He added he did not anticipate any problems; however,
if any did arise, there could be changes required in the final map before adoption.
After - discussion, on motion by Commissioner Cole, seconded by Commissioner
Gerrish, and unanimously carried, the Commission approved an eighteen month ex-
tension on Tentative Tract Nos. 553 and 555.
OAK. PARK ACRES CC &Rs
Director Gallop stated that when Oak Park Acres was in the process of
approval, the developers had projected furnishing CC &Rs as the developers' control
of the property, and in the City's approval, there were several areas of concern
required to be included in the CC &Rs as mandatory for those buying in the develop-
merit. A preliminary set of CC &Rs had been sent'to the City; the staff had reviewed
them and returned them for corrections, which have now been made. They were'now
ready for Commission approval.
Director Gallop then reviewed the CC &Rs for the Commission, noting the changes
that had been made at the staff's suggestion.
Commissioner Moots expressed concern over the second sentence on Page 3, which
states "At the option of Reuben Kvidt, the control of this committee may be re-
linquished..." Commissioner Moots asked if Mr. Kvidt could overrule the committee.
Director Gallop replied that he could not as an individual; he only had one vote
on a committee of three. Chairman Pope suggested deleting the words "the control of."
The Planning Director stated that Sections 5, 6, and 7 were new sections
discussing the various uses set out in the "P -D" map. Commissioner Gerrish
asked if these uses were more restrictive than the Zoning Ordinance; Director
Gallop replied that they were. Commissioner Gerrish also asked about the
reference to "wild animals" in Section 8. Director Gallop explained this meant
any animal not considered domestic: loxes, raccoons, quail, etc.

Commissioner Gerrish expressed concern over the first sentence of
Section 9, Greenbelts. He felt that it might be giving the developers
power that had already been taken away. He suggested deleting this
sentence.
Commissioner Gerrish asked about the Architectural Committee re-
ferred to in Section 12. He felt this should be clarified to read
"City of Arroyo Grande Planning Commission's Architectural Committee."
After further discussion, on motion by Commissioner Mathews, seconded
by Commissioner Moots, and unanimously carried, the Commission approved
the CC &Rs for Oak Park Acres for recordation, with the following changes:
Page 3, second sentence; the words "the control of" to be deleted; Page 6,
first sentence of Section 9 to be deleted; Page 8, all references to
Architectural Committee to be changed to "City of Arroyo Grande Planning
Commission's Architectural Committee."
COUNCIL REFERRAL OF PRESBYTERIAN CHURCH ON- STREET PARKING
Director Gallop stated that several meetings ago, the Commission had
granted a Use Permit to the Presbyterian Church and Central Coast Christian
Academy. One of the conditions of that Use Permit was that the school bus
be parked off- street when not in use. Shortly after this Use Permit was
granted, the Church and School requested the Parking and Traffic Commission
for additional on- street parking, as they now have two buses. The Parking
and Traffic Commission granted them the additional on- street parking as
well as changing the loading times to 8:30 a.m. - 3:30 p.m. This allowed
them to be parking all day long on the street in violation of their Use
Permit. The recommended approval was sent to the City Council, who in
turn has referred the matter to the Planning Commission. Director Gallop
stated he was against allowing them to park the buses all day long on the
street because it is a very narrow street, and secondly, the City has never
allowed anyone to park their buses on- street and store them there when not
in use. In addition, the School has started parking one of the buses in the
traffic island on Bridge Street. He requested that the Commission recommend
to the Parking and Traffic Commission that they revise their approval to
correspond to the Use Permit and also take some further action about the bus
parking in the traffic island.
Commissioner Mathews stated he agreed; the street is too narrow without
having the buses parked there. Commissioner Gerrish stated that the School
had stated at the public hearing for the Use permit that they would park
the bus on their own property.
After discussion, on motion by Commissioner Cole, seconded by Commissioner
Ries, and unanimously carried, the Commission recommended to the Parking and,
Traffic Commission that they consider and take action with regard to prohibiting
the parking of buses within public rights of way, particularly in the traffic
island on Bridge Street, and recommended to the City Council that the existing
Use Permit parking. requirements for the Central Coast Christian Academy
and Presbyterian Church be upheic with regard to the buses; ie: that the
buses be parked on Poole Street for loading and unloading only and to be parked
on Church property at all other times.

Chairman Pope stated that the Agricultural Committee had had a meeting
on October 4 for public input. He stated he was a little disappointed that
the discussion seemed to be one sided; there were about 50 farmers present
asking that the present Zoning Ordinance be upheld on agricultural lands,
with the General Plan brought into conformance, and there were only a few
speaking for the other point of view. He stated the next meeting would be
October 18 at 4:00 p.m., and invited any interested persons to attend.. -
