PC Minutes 1976-08-17Arroyo Grande Planning Commission August 17, 1976 The Arroyo Grande Planning Commission met in regular session with Chairman Pope presiding. Present were Commissioners Cole, Hitchen, Mathews, Moots, and Ries; Commissioner Gerrish was absent. Also present were Planning Director Gallop and Councilman Spierling. MINUTE APPROVAL Ella Honeycutt, 560 Oak Hill Road, corrected a statement in the minutes which she had made at the last meeting. It should have read "farmers as businessmen!", not "farmers or businessmen ". She also felt the discussion on this subject had been longer than indicated in the minutes. After hearing no additional corrections, the Chairman approved the minutes of the regular meeting of August 3, 1976, as amended. REVIEW COMMITTEE ACTIONS - ARCHITECTURAL REVIEW CASE NO 76 -124, 240 SPRUCE STREET, 4 LOT MULTIPLE RESIDENCE DEVELOPMENT IN AN "R -G" DISTRICT (PACE) Planning Director Gallop displayed a map and elevation of the proposed apartment development, noting that it was on a one (1) acre parcel immediately north of the church on Spruce Street. He added that there are four (4) parcels involved; that the front two (2) are fairly small and the back two (2) are flag lots. He stated that the Review Committee was requiring an irrigation system, but not an automatic irri- gation system, so that there could be individual control of watering on each parcel. After a brief discussion, the Chairman ordered the report filed. PUBLIC HEARING - USE PERMIT CASE NO. 76 -248 500 TRAFFIC WAY (ROYAL MOTEL), TO ALLOW FOR A NEW SIGN (CULLY) Director Gallop noted that the Royal Motel is on Traffic Way, just north of the freeway off -ramp into the City. The present sign is immediately in front of the building and is quite low. The requested sign face would be 4 ft. x 6 ft., and would be 23 ft, from grade to the bottom of the sign. He stated that dimensions are well within the "H -S" District limitations for a free - standing sign. He reviewed the recommended conditions set out in the Staff Report. Chairman Pope asked if the old sign would be removed. The Planning Director replied that it would be; however, the Commission could make this a condition if it wished. After being assured by Planning Director Gallop that Public Hearing for the proposed Use Permit had been duly published, posted, and property owners notified, the Chairman opened the Public Hearing. Mr. Cully, 500 Traffic Way, the petitioner, stated he planned to use the old sign standard if possible. He felt the new sign would improve the neighborhood's appearance. He also felt that the condition of under - grounding the utilities would be no problem. He added the old sign would be removed. There being no further discussion for or against the proposed Use Permit, the Chairman closed the Public Hearing. Director Gallop stated that any post holding the proposed sign would have to be engineered; therefore, it may or may not be possible for the motel to use their old post. Commissioner Moots stated he felt removal of the old sign should be a condition of the Use Permit. After a brief discussion, the following action was taken: RESOLUTION NO. 76 -461 U RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO. 76 -248. On motion by Commissioner Ries, seconded by Commissioner Moots, and by the following roll call vote, to wit: 265 266 Arroyo Grande Planning Commission, 8 -17 -76 Page 2 AYES: Commissioners Cole, Hitchen, Mathews, Moots, Ries, and Chairman Pope NOES: None ABSENT: Commissioner Gerrish the foregoing Resolution was adopted this 17th day of August 1976. NEW PLANNING AIDE Planning Director Gallop introduced the new Planning Aide, Tom Sullivan, whose employment was effective August 9, 1976. DRAFT HEARINGS OF THE NOISE AND SAFETY Chairman Pope stated that this meeting was for diecueeional purposes only. The public hearing would be held at a later date and no dooisionc would be made tonight. Planning Aide Sullivan referred to two maps that accompanied the Noise and Safety Draft Hearings. He noted that the staff had made several suggested revisione on the Safety Map! 1) The consultant had drawn the flood areas on the creeks wider than the staff felt was necessary. They suggested moving the line to the top of the creekbanke. 2) They recommended showing a flood hazard area out of Newsom Springs Road into the Loo Serros Diversion Channel, particularly behind the Arroyo Grande High School. 3) The staff recommended expanding one area of problem on Tally Ho Road. On the Noise Map, there were two areas shown as noise problems! the roadside park on Traffic Way and the roadside park between the Frontage Road and Highway 101. However, this was to be expected for a roadside park. Planning Aide Sullivan noted that P. G. & E. was concerned about the land use compatibility noise chart. Since this is a County- wide element, they have been referred to the County and to Envicom. He added that he had made an overlay with the Zoning Map and did not find any noise problems outside of the aforementioned roadside parks. He stated that, in his opinion, the Safety Element was all right with the suggested revisions. However, he felt the Noise Element needed a section that the layman could clearly understand, as this Element is very_ technical. Director Gallop stated that public hearing on the two Elements had been set for September 21 and that a representative from Envicom would be present to represent the reports. There will be two public hearings prior to this date in two other cities and possibly more input can be obtained from these. Commissioner Cole requested that the staff check into the truck routes through the residential areas of the City. Elizabeth Jackson, 208 Fairview, said she had two items that she was concerned about. The first was the Standard Oil lines that run down Halcyon and Gram? Avenue. She felt it was never clear exactly what goes through these lines. The second item was any rurther aevelopment of housing arounu Lopez Dam. Commissioner Moots referred to Section 1.4, on Page 1.41, of the Safety Element and inquired why it does not say anything about Grover City encouraging inspection of Lopez Dam. Director Gallop stated that they were assuming that if the dam broke, the water would follow the creek bed, and would not go through Grover City. PUBLIC SERVICES AND FACILITIES ELEMENT OF THE GENERAL PLAN The Planning Director distributed copies of the draft.bf the Public Services and Facilities Element of the General Plan to the Com- mission and the press. He noted that copies were available for loan to the public in the Planning Department. The Element had originally been 1 1 Arroyo Grande Planning Commission, 8 -17 -76 Page 3 prepared in 1968 and reviewed and readopted in 1970. He stated that the Public Building Element was almost completed and that he hoped to have the public hearings for both Elements at the same meeting. HOUSING ACTIVITY REPORT Director Gallop noted that the Commission had received copies of a Building Activity Report prepared by the Planning Aide, which dealt with building activity in the areas surrounding Arroyo Grande. He added that there would be an addendum at the next meeting dealing with building activity in Arroyo Grande itself. Chairman Pope asked if it still appeared that Arroyo Grande is inactive in building. The Planning Director replied that a building permit had been written earlier in the day for a residential structure; this was the first residential building permit written in six weeks. Ella Honeycutt, 560 Oak Hill Road, asked about a newspaper article which she stated said that Arroyo Grande was ahead of last year in building activity. Mr. Gallop referred to the Building Report for July, which showed that Arroyo Grande is down $1,000,000 for this calendar year as compared to last calendar year. Mrs. Honeycutt asked if the City was experiencing a 9% percentage of growth. Director Gallop replied that he did not have this figure immediately available, but it was very unlikely that the growth would be anywhere near that figure. AGRICULTURAL LAND REFERENDUM Chairman Pope stated that the City had gone to court earlier in the day on the agricultural land referendum matter, and that the judge had decided for the City. Councilman Spierling, P. O. Box 399, stated that the judge had in- dicated some question as to the propriety of setting a ten year limit on something like zoning in the initiative. He felt that most cities and the State would look at a 1 -2 year figure as reasonable; but as requested, it would have been an additional source of problem if it had been enacted. REQUEST TO BE ABSENT Commissioner Cole stated she would be out. -of town on September 7 and requested permission to be absent from the Planning Commission meeting of that date. On motion by Commissioner Mathews, seconded by Commissioner Ries, and unanimously carried, permission was granted for her to be absent from said meeting. USE PERMIT CASE NO. 76 -245 (LAREY) Commissioner Moots asked if a time limit had been set for Mr. Larey to get his materials under cover. Director Gallop stated there had not; however, he had been informed that he must start to do so.
