Arroyo Grande Planning Commission
August 3, 1976
The Arroyo Grande Planning Commission met in regular session with
Chairman Pope presiding. Present were Commissioners Cole, Gerrish, Mathews
and. Moots; Commissioner Ries was absent. There is one vacancy existing on the
Commission. Also present were Planning Director: Gallop, City Administrator
Butch, and Mayor De Leon.
MINUTE APPROVAL
The minutes of the regular meeting of July 6, 1976 were approved by the
Chairman after hearing no additions or corrections.
REQUEST FOR ANNEXATION OF LOT E, WARNER'S SUBDIVISION OF OCEANO, WEST OF
TRACT NO. 244 (PAUL PLACE)
Planning Director Gallop stated that there had been a request for
annexation of this property presented to the City Council. Per procedure,
the Council had referred the matter to the Planning Commission. He stated
that this property is within the planning area of the City. It is adjacent to
the present City Limits on two sides. He added that the sewer trunk lines
are already present in that area; water lines would have to be extended. The
petitioner anticipates developing this property with residential units if it
is annexed.
After at brief discussion, the following action was taken:

On motion by Commissioner Mathews, seconded by Commissioner Cole, and

PUBLIC HEARING.:- USE PERMIT CASE NO. 76 -247, 316 SOUTH HALCYON, TO ALLOW .A
DUPLEX IN A "P -C" DISTRICT (FERRARI)
Director Gallop stated that this property is presently improved with
three houses <and two accessory buildings, and the petitioner was asking for
permission,to move in an additional building, which would be a duplex. Be
noted there was adequate space for all required off - street parking.
Upon being assured by the Planning. Director that public hearing for
the proposed Use Permit had been duly published, posted, and property owners
notified Chairman Pope declared the public hearing open.
Nancy ,Ferrari, 316 South Halcyon, the petitioner, stated she had
originally planned on putting the duplex at the front of the property, but
after talking with staff, had decided to place it behind one of the existing
houses. This-would allow easier conversion to commercial usage at a later
date.
:Ronald Cowan, present owner of the building, stated the building was
very sound and he felt it would make a beautiful addition to the area.
Mrs. Jennie Ferrari, 310 South Halcyon, stated she was in favor of
granting the Use Permit.
Flossie Howell, 308 Le Point Street, owt er of 963 Dodson Way, asked how
this 'proposed Use Permit •would affect her property. Chairman Pope explained
that "P -C" zoning meant Professional- Commercial, and that the Commission really

couldn't determine what the effect on property valuation would be.
There being no further discussion for or :against the proposed - U"se
Permit, Chairman Pope declared the public hearing closed.,
Chairman Pope noted:that the staff had recommended two conditions
if the Commission approved the Use Permit: that the relocated structure
be rehabilitated and. painted; and that all overhead. utilities for this
building and existing buildings'be undergrounded.
Director'Gallop added that the building would.have to be brought to
Code.

Mrs. Ferrari .a Ced if she could move the building in before the 10-
day appeal time limit had expired. .Chairman Pope'explanined that this'was law
and there'was'no way to waive it.
.PUBLIC HEARING- USE: PERMIT CASE NO. 76-246, FIRST PRESBYTERIAN CHURCH AND
CENTRAL COAST•CHRISTIAN ACADEMY, BRIDGE 'STREET
.Director Gallop stated that In .1971 and in 1973, Use Permits had been
granted to . allow the use of the "expansion of the-Central Coast Christian
Academy. .Since that•time, the Church 'and Academy have acquired. additional
properties and anticipate building :additional buildings on the •properties. The
School. and Academy, although separate - entities, share-the-off-street parking
facilities. He added .that ;the parking area is striped; the basketball courts
would"be. used for :extra parking when needed, but would not be 'striped.
Upon being: assured by the Planning.Director,that public hearing for
the proposed Use Permit had been, duly published, posted, and .property owners
notified, Chairman .Pope declared the public hearing open..
Marlin Miller, 327 Mason, principa;l`of the Academy, stated that at
this'time'they anticipated putting :up a modular: unit. at " 220 Short .Street. They
were 'in the process of developing :a master plan for 'the' to,tal property which
they would'bring before the Commission when It was completed. The modular
:unit would be a temporary structure until such time as - they implemented the
master plan. The Planning. Director 'added that the 'school was required by
state law to provide2 100 sq..ft..per student for recreation and open space.
Ron Moody, 224 Short 'Street, asked what the'plans. were for providing
a sound "barrier :between his property and the school property. Mr..Miller':
stated they would be willing to put up shrubbery to provide'a sound *barrier.
Marvin Hartwig, representing the School. and Church, stated this was
a request. for some additions'to two use permits granted in the past for three
properties that have been acquired in the.past 341 years.
JoeM ore, 200 Nelson, stated there have been some.buses parking on
Nelson'Street'So that the street cleaners.. cannot properly, clean the streets.
He suggested that they parkin the new off - street parking they would be devel-
oping. Mr..Miller stated this•was very possible.

Commissioner Moots asked how many classrooms ",were being planned for.
Mr. Miller replied that there would ''be two. Chairman Pope stated he thought
Ehere should be a sound barrier provided on both sides of the property. He
Asked what the staff recommendations were regarding undergrounding utilities.
Director Gallop replied that in view of the number of buildings and the fluid
Situation at the moment, they had not recommended undergrounding. .However, if
the Church and Academy came in for another Use Permit, they probably would re-
quire undergrounding :at that time.

Byron Scott, 121 Poole, asked about additional parking. Chairman
Pope stated that all State requirements .as to parking, classroom, and recreation
areas had been met, as well as all City parking requirements. Director Gallop
added,tha't although the basketball courts would not be striped, they would be
used"for` supplemental parking.
PUBLIC HEARING - USE PERMIT CASE NO. 76 -245, 1023 GRAND AVENUE, TO ALLOW.
STORING SUPPLIES FOR A CONTRACTING BUSINESS (LAREY)
Director Gallop stated that this property is zoned "H-S" which does
allow storing contracting building supplies, subject to Use Permit procedure
and subject to all materials being stored under cover. He added that the
Fire Department had reviewed the property and .would continue to review it.
V. Lloyd Larey, 965 Manhattan, Grover City, the petitioner, stated he
had .hoped the Commission would consider letting him store the materials outside,
rather than under cover. He did not think storing them outside would detract
from the area's appearance, as there were boats already being stored. Chair-
man Pope explained that the Ordinance required that the materials be stored
under cover. .Director Gallop added that they would have to be in a permanent
covered structure, within the present building or something like a carport
addition.

...LAND USE PLAN :REFERRAL FROM CITY.COUNctL
._Director Galiop stated that tie Commission had received a copy of a`.
memo from the City Administrator cov' ring the areas of the•Land Use Plan
that the Council had covered at their public hearing. There were three major
areas of concern to the Council. He reviewed these for the Commission:
1) a "P -D" rewrite; 2) a reference to the paragraph on spot.zoning;.and 3) the
density of:agricultural lands. .He stated he believed that there would be a ,
considerable amount of rewriting required to try to conform to the Council's
wishes. .Administrator Butch stated City.Attorney Shipsey feels that the
Commission should hold.a public hearing on these three matters, particularly
the agricultural land matter. Director Gallop requested the.Commission delay
a discussion on the matter'until he had ample time to rewrite the areas of
concern and give them to the Commission for-study before thePublic.Hearing.
Commissioner Mathews asked what would be the law in the interim
regarding the agricultural lands. Chairman Pope replied that the Zoning
Ordinance takes precedence. Chairman Pope stated he did not feel that the
Land Use Plan should be made too restrictive and that it should not be a
Zoning Ordinance; it should be a guideline. Commissioner Gerrish stated
he agreed that the Land Use Plan should not be too restrictive. However, he
felt that in the area of the agricultural lands, the City should be more
specific than in the past. He stated he would like to see a transcript of
the City Council meeting where they discussed this matter. He added he
thought the matter warranted a public hearing when there was something con -
structive to discuss and perhaps even a joint study session with the City
Council. Commissioner Cole said she would like to see that all the farmers
are contacted on this matter because they are businessmen, and this would have
a great bearing on them. Commissioner Mathews said he agreed the Commission
should hear from the farmers.
.Chairman Tope asked if there was any way that the General Plan could
be ratified subject to a decision on the agricultural lands so the -.City can
meet the legal ramifications of getting into conformance. .The. Planning
Director stated that at the 'present time, in his opinion, the'City was in
conformance as far as legal requirements are concerned. He added that he_.did
not feel that the other areas were of sufficient importance to process them and
lose 2/3 of the City's change options for this year.
Hearing no objections, the Chair ordered the matter deferred at this time
t� bbeb <brgught up as soon as ;a study has been developed and at that time the
Commission will decide on whether or not to reopen the Public Hearing.
Ella Honeycutt, 560 Oak Hill Road, stated that a few meetings ago
Commissioner Mathews had made a statement about people making money on property
and that Mrs. Cole had just made a comment on businessmen and the farmers.
She stated she was not objecting to the City notifying the farmers, but "planners
must plan - not be concerned as has been voiced in the past of financial bene-
fits to certain individuals. It is not what individuals want_:b.ut_what --is in
the best interest of the City." She added she felt that what the Commissioners
had been saying was misleading.
DISTRIBUTION OF DRAFT HEARING OF NOISE AND SAFETY. ELEMENTS OF THE GENERAL PLAN
Tom Sullivan,, Planning Aide, stated these are both mandatory elements
required by the State. They were prepared for the County and all the cities
of the County. He added that Arroyo Grande had two potential noise problems,
both of which are roadside parks where noise is expected. The Safety Element
evaluated the potential fire, flood, and geological hazards. He stated there
were cdpies for loan to the public in the Planning Office.

Director Gallop stated that the Public Services and Facilities Element
and, the ,Public Buildings Element were being prepared. He hoped to have them
ready so that all four elements could be considered at public hearings on
one ,night.
.ORAL, COMMUNICATIONS
Chairman Pope announced that Doug Hitchen had been appointed.. as the
new- Commissioner to fill. the vacancy exisitng on the Board.
He also noted that the City Council will be considering the Oak Park
Acres development at their regular meeting of August _10.
Commissioner Gerrish stated he anticipated being out of town for the
next; meeting and requested permission from the Commission to miss the meeting
of August 17, 1976. On motion by Commissioner Mathews, seconded by Commis-
sioner Moots, and unanimously approved, the Commissiofl approved his absence
from said meeting.
Commissioner Moots asked about charging park fees for apartment
buildings. ;: The Planning Director stated he was about ready to,bring several,..
suggested;. Zone: Ordinance changes to the Commission.
Bill McCann 428 Tanner Lane, asked if the public would have adequate.
noticewhen_.the Public Hearing on the Land Use Plan would ; :be held. Chairman_.
Pope stated the Commission would decide at a later date whether or not to hold
another public hearing.
