Arroyo Grande Planning Commission
May 18, 1976
The Arroyo Grande Planning Commission met in regular session with
Vice Chairman Moots presiding. Present were Commissioners Cole, Gerrish, Pope,
Ries; Commissioners Mathews and Sandoval were absent. Also present were Plan-
ning Director Gallop, City Engineer Garcia, and City Administrator Butch.
MINUTE APPROVAL
Commissioner Gerrish corrected the minutes of the meeting of May 4,
1976 on Page 3, second paragraph, third line, to read "...with 0 -27 slope ".
There being no other additions or corrections, Vice Chairman Moots approved
the minutes.
REVIEW COMMITTEE ACTIONS: LOT SPLIT CASE NO. 76 -245, 112 NORTH HALCYON (FISSORI)
Director Gallop displayed a map of the property, noting that a lot split
is required to guarantee off - street parking as there are three ownerships on till
property. After a short discussion, the Vice Chairman ordered the report accep
and filed.
YOUTH AGRICULTURAL COMMITTEE
Director Gallop stated that the Agricultural Committee had met on Monday,
May 17, in an effort to finalize the "scope of projects" and forms for filing
for a Youth Agricultural Permit. The Commission had these forms before them
now for approval. The Commission reviewed the forms. Commissioner Pope stated
that when the Committee was first set up, there had been no right of appeal for
the petitioner if one of the neighbors had refused to grant approval for the
project. Director Gallop stated this was correct; however, the Committee now
felt that everyone should have the right of appeal. If a neighbor refused to
sign the petition, the petitioner could appeal to the Committee, who would
refer the matter to the Commission, at which time an informal hearing would
then be held. The neighbor and the petitioner would have a chance to present
their cases, and the Commission would then make a decision to either grant or
deny the petition.
After a brief discussion, the following action was taken:

RESOLUTION NO. 76 -444
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF

FORMS TO INITIATE AGRICULTURAL USE PERMITS, AS PERMITTED
UNDER SECTION 9- 4.3102A OF THE ZONING ORDINANCE.

REFERRAL FROM CITY COUNCIL RE: ABANDONMENT OF LE POINT TERRACE DRIVE BETWEEN
CROWN AND LE POINT
City Engineer Garcia posted a map of the proposed abandonment. He noted
that this is presently a paper street, 40 ft. wide, which terminates very abruptly
He felt, the likelihood of it.ever being developed was very remote. There are four
property owners involved, all of whom had signed the petition requesting abandon-
ment. Because normal abandonment could create several small, land - locked lots
(25 ft. x 80 ft.), the Public Works Department was recommending reversion to
acreage so that the small lots are eliminated. Director Gallop added that they
would recommend that the City retain a vehicular and PUE easement. On motion
by Commissioner Pope, seconded by Commissioner Gerrish, and unanimously carried,
the Commission recommended to the City Council that Le Point Terrace, between
Crown and Le Point, be abandoned with staff - recommended conditions.
REVIEW CITY SERVICES REPORT
The Planning Director stated this report had been prepared in response
to Commissioner Ries' request for a report on City services when Oak Park
Acres was being considered for rezoning. The report was distributed to the
Commission and interested persons in the audience.

WRITTEN CORRESPONDENCE
Request for Det.erij.r:at.ion. of Use Dir : <_tu.0 Gallop stated he had
received a request from the Affiliat ::ed Sports Centers of America for the
Commission. to rule if the old Sunset building could be used for an enter-
tainment center. He stated that the City had not had an opportunity to
make a determination if the building is adequate yet. He felt that the
Commission should first make a determination as to whether or not they
considered this a permissible use in a "P -M" Zoned District.. He added
that there is nothing in the Zoning Ordinance that refers to this type of
use. He stated that the petitioners were intending to hold concerts in
the.buildirig. He also stated he had no objection to a use permit procedure,
if it were set up for periodic review.
After discussion, the following action was taken:

IS PERMISSIVE IN A "P -M" PLANNED 'INDUSTRIAL DISTRICT,
SUBJECT TO USE PERMIT PROCEDURE.

the foregoing Resolution was adopted this 18th day of May 1976,
North Halcyon Plan Line - City Engineer Garcia stated that the
Public Works Department was recommending rescinding the North Halcyon Plan
Line which was adopted in 1962. If the Plan Line were implemented, it
would mean taking a 20 ft. strip off of the cemetery, as well as portions
of several buildings constructed within the Plan Line. He did not feel
that the City would ever do this. If traffic necessitated, Halcyon could
be red -lined to eliminate parking.
After further discussion, on motion by Commissioner Ries,
seconded by Commissioner Cole, and unanimously carried, the Commission
recommended to the Parking and Traffic Commission and the City Council
that the North Halcyon Plan Line be eliminated from El Camino Real. to
Grand Avenue.
Land Use Plan - Director Gallop noted that the Commission had
received a packet of information at the joint study session the night
before, which had contained miscellaneous recommendations from the public,
the City Council, and himself with regard to changes to the Land Use Plan.
He stated that Councilman Spierling had presented a recommendation .with
regard to Class I and II soils. He said that another public hearing should
be held if the Commission wished to consider any major changes in the Plan.
However, a public hearing would not be required if only minor changes in
working were desired. He reviewed all of the City Council recommendations
for the Commission.
After a brief discussion, on motion by Commissioner Pope,
seconded by Commissioner. Gerrish, and unanimously carried, the Commission
voted to hold a public hearing on the Land Use Plan at the next regular
meeting on June 1.
ADJOURNMENT
There being no further business, on motion by Commissioner Gerrish,
seconded by Commissioner Ries, the Commission adjourned at 8 :26 P,M.
