Commission July 15, 1975 The Arroyo Grande Planning Commission met in regular session with Chairman Calhoon presiding, Present are Commissioners Gerrish, Mathews, Ries and Sandoval.,. Absent a.°e.Commiss.ioners Cole and Moots. Also in attendance is Planning Director Gallop MINUTE APPROVAL Upon hearing no additions or corrections, the minutes of the regular meeting of July 1,-1975 were approved by the Chairman as prepared.. RES.IDENT IAL CARE HOME FOR THE AGED I N AN "R -G" GARDEN APARTMENT RESIDENTIAL DISTRICT, Director Gallop reviewed the request, noting that this is a continuation from the last regular meeting,: He added that this is a request for a determination of use on.any "R -G" District property, a d does not apply to any one particular par- cel of land therefore, it is not necessary for Commissioner Ries to abstain., He >tat.ed that this use is indicated in the Zoning Ordinance, but it is not specifically out, The. Commission could, if they desired, make this a permissible use by use . 'permit procedure,- After discussion, the following action was taken: RESOLUTION NO, 75 -390 RESOLUTION OF THE PLANNING COMMISSION OF THE ARROYO GRANDE DETERMINING THAT A RESIDENTIAL CARE HOME IS PERMISSIVE IN AN R'G GARDEN APARTMENT RESIDENTIAL ZONED DISTRICT, SUBJECT TO USE PERMIT` •PROCEDURE.. ' _On motion by Commissioner Ries,, seconded by Commissioner Sandoval, d by the following roll call vote, to wit; AYES Commissioners Gerrish, Mathews, Ries, Sandoval and Chairman -. Calhoon NOES: None ABSENT Commissioners Cole and Moots The foregoing Resolution' was adopted this 15th clay of July 1975, PUBLIC HEARING - HOUSING ELEMENT OF THE GENERAL PLAN FOR THE CITY OF ARROYO GRANDE, Director Gallop briefly reviewed the Housing Element, noting that it is a legislatively required element, An interim element was adopted in 1968, it was re. written and.readopted in 1970, following the Federal Census, It is now being up- dated. Arroyo Grande has practically no.below - standard housing_ There has been a housing inspection program for the past eight or nine years, and most houses have been .brought up to standard, or abated through negotiation, through this program. The Director also noted that Arroyo Grande has a much lower vacancy factor than is normally considered healthy. The City Council has, on several occasions, discussed going into a Housing Authority;' the Plan recommends that, if they shoul..d decide that this would. be advantageous, they go into an already established Authority, by con- tract, rather than establishing their own Upon being assured by Director Gallop that public hearing for the Housing Element of General Plan had been duly published, Chairman Calhoon declared the hearing open., There.being no discussion for or against the Preliminary.Housing Element, Chairman Calhoon declared the hearing closed, . There being no discussion for or against the proposed zone change, Chairman Calhoon declared the hearing closed, After a brief discussion by the Commission, the following action was taken: RESOLUTION NO. 75 Z RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING APPROVAL OF AN AMENDMENT TO THE MUNICIPAL CODE OF THE CITY OF ARROYO GRANDE AS PROVIDED BY CHAPTER 4 ZONING, ARTICLE 32, OF SAID CODE. On motion by Commissioner Ries, seconded by Commissioner Gerrish, and by the following roll call vote, to wit: AYES: Commissioners Gerrish, Mathews, Ries, Sandoval, and Chairman Calhoon NOES: None ABSENT; Commissioners Cole and Moots 151 The foregoing Resolution was adopted this 15th day of July 1975.
