Arroyo Grande Planning Commission
July 1, 1975 ,
The Arroyo Grande Planning Commission met in regular session with Vice
Chairman Moots presiding, Present are Commissioners Cole, Ries and Sandoval.
Chairman Calhoon and Commissioner Mathews are absent. Also in attendance are
Public Works Director Anderson and Councilman de Leon.
MINUTE APPROVAL,
Upon hearing no additions or corrections, the minutes of the regular
Meeting of June 17, 1975 were approved by the Chairman as prepared,
oftwAtioN OF DETERMINATION OF USE,
Director Anderson reviewed the: application of Mr, Harklerode fora con -
sideration of determination of use regarding a reesidcntlt1 care home: for the
aged in an "R -G" District, 'at 295 Alder Street, He noted that sidewalks are not
in alt this time, He also reviewed the uses allowed in an "R• -G" District and those
allowed by use permit procedure, stating that this care home would have to be by
U50 permit pracedire.
Commissioner Sandoval inquired as to the number of existing bathrooms, Mr,
Harklerode was present and replied that there are three. He also noted that both
the Fire Chief and the State have inspected the home and find it acceptable for

Vice Chairman Moots asked what would happen to the residents when they be-
QAMV ill, Mr,: Harklerode stated they would be moved to a nursing home, Commissioner
CON asked if there would be some-?ne caring for them on a 2 -hour basis, and Mr,
Herkierode replied that there would,
Commissioner Cole asked Director Anderson if sidewalks are required. He said
thet they aren't, but they are highly desirable; Commissioner Sandoval then inquired
if the other homes in the area had sidewalks, Director Anderson replied that he did
ngt know for sure, -
Commissioner Ries noted that, because his property was adjacent to;the property
in question, he would have to abstain from any action on the matter, With his absten-
tion, there was no longer a quorum of the Commission available and, by rnut*al agree-
ment, it was decided to continue the matter at a later date, Vice Chairman Moot,
asked Director Anderson to look into the matter of the sidewalks before that time,

Commisei-,; mite .Sandoval asked about the area on Grand Avenue, near Elm, with no
sidewalks. Director Anderson replied that the owner had asked for an extension from
the City Council., Since six or eeven months have passed since that time, he believed
the Commission could request the City Council to reconsider this action,

Director Anderson reviewed the application ~_q ed t.•. m.+p of the sales
lot. Councilman de Leon inquired if this is an additional miles lot., or the original
lot. Director Anderson replied that this is the same sales lot; the company is asking
for an extension of their original use permit,
Upon being assured by Director Anderson that public hearing for the Use Permit

to handle the sales functions and hope that this will increase•the sales, He also
efo ed to the higher standard of landscape maintenance requested by Planning Director
Gallop as part of the provisions of the use permit, He started that he felt the main -
tenan.c:e had improved in the last few months, He referred to the fence-sagging problem,
and Wdithat they planned to either remove or rearrange the coaches that are causing
the problem,. He requested also that the 30 -days cancellation notice be changed to 90
days, to allow them time to sell the remaining coaches.,

Vice Chairman Moots asked what the land is intended for after the sales lot
is gone. Mr. Elliott said that it is planned for a grocery store
Allen Peterson, representing Anaco Mobile Home Sales, was present and stated
that they understand, and agree with, the requirements of the proposed use permit.
There being no further discussion for or against the proposed use permit,
Vice Chairman Moots declared the heating closed,
After discussion, the following action was taken:

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE GRANTING A USE PERMIT, CASE NO.
On motion by Commissioner Ries, seconded by Commissioner Sandoval, and by the
following roll call vote, to wit:
AYES: Commissioners Cole, Ries, Sandoval and Vice Chairman Moots
NOES: None
ABSENT: Commissioner Mathews and Chairman Calhoon
The-foregoing Resolution was adopted this 1st day of July 1975,
ADJOURNMENT„
There being no further business before the Commission, on motion by Commissioner
Ries, seconded by Commissioner Sandoval, and unanimously carried, the meeting was ad-
journed at 8:00 P.M.
