PC Minutes 1974-12-17110 Arroyo Grande Planning Commission December 17, 1974. The Arroyo. Grande Planning. Commission met in regular session with Chairman. Calhoon presiding. Present are Commissioners Coe, Mathews, Miller, Moots and Ries. Commissioner Sandoval is absent. Also in attendance is Planning Director Gallop. MINUTE APPROVAL Upon hearing no additions or corrections, the minutes of the regular meet- ing of December 3, 1974 were approved by the Chairman as prepared. NEGATIVE ENVIRONMENTAL IMPACT REPORT ° TENTATIVE SUBDIVISION _MAP . TRACT NO. 550 "CERRO VISTA ". Director Gallop stated that a copy of the Negative Declaration of Environmental Impact wes forwarded to the Commission with the agenda material. He stated the proposed subdivision is within an area zoned for single family development, the streambed is being protected by the development, the General Plan reflects this use and, therefore, it is an acceptable use and will not have a negative impact. After a brief discussion,the following action was taken: • On motion by Commissioner Mathews, seconded by Commissioner Moots, and by the following roll call dote, to wit: AYES: Commissioners Cole, Mathews, Miller, Moots, Ries and Chairman Calhoon NOES: None ABSENT: Commissioner Sandoval The foregoing Resolution was adopted this 17th day of December, 1974. SUBDIVISION REVIEW BOARD REPORT - TENTATIVE SUBDIVISION MAP, TRACT NO. 550 "CERRO VISTA ". Director Gallop advised the subdivision consists of a parcel of property on the end of Alpine Street which is approximately six acres in size; the property does have streambed frontage, and the proposed map is for 30 lots. The property abuts a public right -of -way en the north and hospital property on the south. He pointed out that the map has been reviewed by the Sub- division Review Board and was approved subject to the conditions listed on the report dated December 16, 1974. Director Gallop reviewed the report for the Commission, and pointed out that an addendum had been worked out that deals with the hospital property. It was explained that the City has been working with the hospital's design architect for approximately five years for the development of this property and the eventual extension of Alpine Street from this parcel of property to Fair Oaks Avenue. The main thing the City is concerned about is circulation. When this subdivision came in, it was accepted on the basis that this would be an accep,ab�: street alignment. Director Gallop advised he had met with the Manager of the hospital, Mr. McAuliff, and their architect, and also met with Public Works Director Anderson and City Engineer Garcia and, as a result of the meeting, an addendum to the Subdivision Review Board recommendation was proposed to the effect that, if the proposed Alpine Street alignment is not acceptable, or makes the hospital property impossible to develop, the City would accept as an alternate, a.street which would extend southerly from some point on the south side of the subdivision to an intersection with Woodland Drive, or any other location within this area of Fair Oaks, providing the hospital can makeup their mind as to what they want to do and can reach an agreement with the developer, Mr. Baker, by early January. He pointed out that if there is additional cost for this readjustment, this would be adjusted between the hospital and the developer so that the developer would not lose money in accommodating the development of the hospital. RESOLUTION NO. 74355 E I R RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ACdEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION. Arroyo Grande Planning Commission, 12/17/74 Page 2 COMMISSIONER RIES REQUESTED TO BE EXCUSED BECAUSE OF A POSSIBLE CONFLICT OF INTEREST AND IS NOW ABSENT Director Gallop recommended the addendum to the Subdivision Review Board recommendations of December 16, 11974 be approved as follows: "That the southerly extension of Alpine Street can be relocated along any part of the southerly boundary of Tract No 550 to Fair Oaks Avenue, so that it will not be detrimen_al to Lhe development of the hospital property nor to the development of Tract No. 550 and would be by common agreement between the two affected parties." It was further pointed out that the hospital has been requested to make a decision by early January. Mr. McAuliff stated that this arrange- ment would be acceptable to him and the hospital. After discussion, the following action was taken: RESOLUTION NO. 74-356 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING TENTATIVE SUtDIVISION MAP FOR TRACT NO. 550, Y "CERRO VISTA ", AND REFERRAL TO THE CITY COUNCIL FOR INFORMATIONAL PURPOSES ONLY. COMMISSIONER:RIES HAS REJOINED THE COMMISSION AND IS NOW PRESENT. Director Gallop advised the parcel of property involved is presently being annexed to the City and rezoned R -1 in conjunction with the annexation. The property is approximately six acres in size and is located on the southerly end of Woodland Drive, He pointed out there would be no particular impacts created by the development and it will be properly zoned, and the area is designated low density residential in the Land Use Plan. After a brief discussion, the following action was taken: RESOLUTION NO. 74 °357 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION. On. motion by Commissioner Cole, seconded by Commissioner Moots, and by the following roll call vote, to wit: AYES: Commissioners Cole, Miller, Moots, vies and Chairman Calhoon NOES: None ABSENT: Commissioners Mathews and Sandoval The foregoing Resolution was adopted this 17th day of December 1974. 112 Arroyo Grande Planning Commission, 12/17/74 SUBDIVISION REVIEW BOARD REPORT - TENTATIVE SUBDIVISION MAP TRACT NO. 551 "WOODLAND GARDENS" Director Director Gallop explained that this proposed subdivision is basically the same as "CerroVista Tract" previously approved of the similarity of the properties and therefore, the Subdivision Review Board recommendations are almost identical except for a Few details. Director Gallop reviewed an addendum, explaining that the original plan proposed a pedestrian way going off of the cul -de -sac at the south end of Woodland Drive and then down to the creek. The staff felt this was not a desirable alignment because it would not be in view of the public at all times, therefore, it has been recommended that the drainage easement be widened and used as a pedestrian access to the streambed, Director Gallop advised that after the Subdivision Review Board meeting, Mr. Wood went back to the engineer because of the requirement that this be a 15' pedestrian access and since the lots are very tight, they would be reduced to 59'. Mr. Wood, the Developer, approached Mr. Burkhardt, owner of the adjacent lot which has a 10° drainage easement on it, and is adjacent to Lot 1, as to whether Mr. Burkhardt would be agreeable to his using that easement for access to the streambed. The staff felt that this access may be even more desirable than the one originally proposed, and we are recommending approval of the addendum to the effect that the developer and his engineer- have the alternative of developing the pedestrian access to the streambed on an "either /or" basis. Director Gallop advised that the developer would be required to fence both sides of either pedestrian access. RESOLUTION NQ, 7 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING TENTATIVE SUaDIVISION MAP FOR TRACT NO. 551, "WOODLAND GARDENS ", AND REFERRAL TO THE CITY COUNCIL FOR INFORMATIONAL PURPOSES ONLY. Mr. Addison Wood, the developer, was present and stated the only thing that bothers him about the development was the fact that he has to pay an annexation fee to the city in the amount of $150.00 per acre, and then has to deed approximately 1k acres to the City for greenbelt and park purposes. COMMISSIONER MATHEWS HAS REJOINED THE COMMISSION AND IS NOW PRESENT. INTRODUCTION OF NON - AGENDA ITEM - ^ ,:ATIVE DECLARATION OF ENVIRONMENTAL IMPACT - GENERAL PLAN ELEMENTS. Director Gallop requested permission to introduce Negative Declaration of Environmental Impact on the updating and revision of General Plan Elements. On motion by Commissioner Ries, seconded by Commissioner Mathews, and unanimously carried, the foregoing item was accepted as a non- agenda item. Director Gallop advised that, under current State legislation, it is necessary that in the adoption and consideration of adoption, re- adoption or updating Elements of the General Plan that a Negative Declaration of Environmental Impact be considered.
