Arroyo Grande Planning Commission
August 20, 1974
The Arroyo Grande Planning Commission met in regular session with
Chairman Calhoon presiding. Present are Commissioners Moots, Cole, Mathews,
Ries and Sandoval. One vacancy exists on the Commission. Planning Director
Gallop is also in attendance.
MINUTE APPROVAL
Upon hearing no additions or corrections, Chairman Calhoon approved the
minutes of the regular meeting of August 6, 1974 as prepared.
COMMISSION COMMITTEES
Planning Director Gallop requested that the Chairman consider appointments
to committees in view of a number of requests which either have been filed, or
are anticipated being filed. It was noted that Commissioner Ries had been
appointed as representative to the Coastal Valley Planning Council along with
the Chairman.
After discussion, Mrs. Cole and Mr. Mathews agreed to serve on the
Architectural Review Board, and the Chairman requested that Mr. Sandoval and
Mr. Moots continue on the Subdivision Review Board.
GENERAL PLAN
Director Gallop noted that since the first of January there had been a
complete change of Commission membership, with the exception of Chairman
Calhoon, and that work accomplished on General Plan revisions in the past
would now have to be rewritten and updated and, therefore, it would be
several months before they can anticipate beginning work on this phase of
the Commission's business.
He noted that it would also be necessary this coming fall and winter
to review and update the Subdivision Ordinance, the Zoning Ordinance, and
that it was time for the Sign Ordinance to also be reviewed and updated in
addition to the General Plan work. He noted that the "Seismic Safety"
- -- - Element of the General Plan had been completed- in. prel iminary draft and was
now being reviewed by staff, and that hopefully it would be referred to the
Commission in the next month or so. He noted that this element was highly
technical and that the people who prepared it would be present to explain
it to the_Commission at the public hearing. He anticipated that the element
should probably approved without too much of a problem once the staff and
consultants have reviewed it.
PUBLIC HEARING - USE PERMIT CASE NO. 74 -226, FREE STANDING SIGN, 1237 GRAND
AVENUE (MERRELL WILLIAMS).
Upon being assured by Planning Director Gallop that public hearing for
Use Permit Case No. 74 -226 had been duly published, posted and property owners
notified, Chairman Calhoon declared the hearing open. The Planning Director
reviewed the request, noting that the proposed sign, both in height and
square footage, was within the limitations of the district; that the sign
would pertain to the new restaurant, and that there would be an additional
42 square feet of face available for identification of business which was
anticipated would occupy an extension of the present restaurant building.
It was also noted that the new building and Lot 4 on which the building is
located is a separate parcel of property owned and developed separately
from the shopping center and, therefore, technically was entitled to the
free standing sign.
Chairman Calhoon called for individuals speaking in favor of the sign,
and Mr. Merrell Williams was present and requested favorable consideration.
There were no objections from the floor. During the discussion, Commissioner
Sandoval questioned the legality of the sign in the shopping center, and
again the Planning Director pointed out the technical aspects of the owner-
ship and why this was a legal use.
Elizabeth and Allan Jackson, 208 Fairview Drive, spoke about the matter.
They did not object to the sign, but they did question as to whether additional
area lighting would be installed in connection with the sign. Mr. Williams
stated that no more lighting was anticipated. The Planning Director noted
that when area lighting was approved, it was normally required that this light-
ing would not reflect into public right of way or abutting properties, and if
this was a problem, Mrs. Jackson should inform him so that he could check the
matter out.

There being no further discussion for or against the proposed Use Permit,
Chairman Calhoon declared the hearing closed and the following action was taken:

LOT SPLIT CASE NO 74 ®200, 129 SO. ALPINE REQUEST'FOR EXTENSION OF IMPROVEMENTS

N The Planning Director submitted a letter from Mr. George Akers, dated
August 19, 1974, requesting a 60 to 90 day extension of the "Lot Split"
Committee's requirement that sidewalks be - insta,lied on,Alpine Street prior
to the recordation of the parcel map, Mr. Akers st "atedthat he was 'making
this request for financial reasons, 'and the Planning - Director stated he had no
objections to such an extension being granted, provi - ding Mre Akers would sign
a letter of agreement to make the improvements within the time extensI

Commissioner Moots, and unanimously 'carried, theta 90 day extension of the
installation of sidewalks be granted, and that - the Oroperty owner, Mr.

agreement from Mr. Akers.
FLAGS, BANNERS AND SIGNS
Commissioner Ries noted that Bonanza Realty is displaying a number of flags
and revolving signs, and questioned their legality'. Commissioner : Sandoval noted
that the Jiffy Market across from Bonanza also had a number of banners being dis-
played. The Planning Director noted that he would check into these matters and
if they.were illegal in the particular zones, he would so inform the persons in-
volved.
NEW SUBDIVISION CONSTRUCTION
Commissioner Ries stated that he objected to the storing of lumber within
new subdivisions in areas which would be hazardous to those people moving Into
the subdivisions prior to the streets being accepted by the City. He also noted
that some of the building sites had open trenches. Director Gallop noted that
this was a typical situation in new construction areas, however, he would ask
that this developer on The Pike keep the walks and streets clear of construction
materials in the future.
HEAVY TRUCKS
Mr. and Mrs. Jackson, 208 Fairview Drive, inquired as to whether there
were -regulations concerning the use of streets by heavy equipment if they were
not involved in business, or if there Is a law against parking heavy equipment
. in residential areas. Planning Director Gallop noted that under certain circum-
stances, this type of equipment was prohibited, but that since a truck route
has not been adopted, it was difficult to control truck traffic using many
thoroughfares in the City. It was noted that a truck route is being considered
by Parking and Traffic Commission.
ADJOURNMENT
There being no further business before the Commission, on motion by
Commissioner Sandoval, seconded by Commissioner Ries, and unanimously carried,
the meeting was adjourned at 8 :10 P.M.
