Arroyo Grande Planning Commission

The Arroyo Grande Planning Commission met in regular session with
Chairman Calhoon presiding. Present are Commissioners Mathews, Ries,
Sandoval and Goulart. Commissioner Moots is absent. One vacancy exists
on the Commission. Also in attendance are City Administrator Butch,
Planning Director Gallop and Councilman Spieriing.
MINUTE APPROVAL
The minutes of the regular meeting of July 2, 1974 were approved by
the Chairman upon hearing no additions or corrections.
REVIEW OF COMMITTEE ACTIONS
Director Gallop reviewed Architectural Review Case No. 74 -92, advising
it is a new commercial structure being built on Grand Avenue adjacent to
the old Mid State Bank building and, basically, will be the same archi-
tecture as the two buildings that are there now.
With regard to the parking, Director Gallop advised that the structure
requires 20 spaces, and that there are six spaces adjacent to the building.
The Committee also required that the property owner go through a reversion
to acreage process to reduce the property under one single parcel and, then
the existing parking is credited to the new building. He further advised
that ponding is a requirement of the Engineering Department and is to be
taken care of on the property.
With regard to Lot Split Case No 74 -198, Director Gallop advised it
is a simple lot split at the end of Pine Street, which is a deadend street.
He advised that, because it is a deadend street, the Committee recommended
waiving the sidewalk requirement until the adjacent'pyoperty is improved.
The Committee did require installation of curb and gutter. After review,
Chairman Calhoon ordered the reports filed.
TENTATIVE MAP, TRACT #538 SECOND UNIT REVISED TENTATIVE MAP TRACT #434 .
Director Gallop explained the changes from the original tentative map.
He pointed out the areas on the map which are presently being developed in
the City, and the property on the hill which is presently under annexation.
The original tentative map was finalized and the first section was recorded
and is approximately three - fourths built. The second section which is that
portion within the City limits, was approved in tentative map form, and then
the developers and their engineer have done some redesign of the map, and it
was a determination of the staff and the Subdivision Review Board that there
were sufficient changes to bring it back to this Commission for re- approval.
Director Gallop explained that in the original design the property
was bisected by the Telephone Company's coaxial cable. In the redesign,
they have pushed this road westerly so that the cable is now completely
within the public right -of -way where it belongs. In doing this, it was
necessary to relocate the park. The new park site is approximately 50%
more than the original one and has frontage on Stagecoach Road. The
typography is better and gives more latitude for design work.
Director Gallop pointed out one of the major considerations is that
the City cannot at the present time serve water above the 200' elevation
mark, and if the developers want to develop the eight lots above that
elevation, they will have to provide a booster system to serve those lots.
He further advised that the original second unit contained 73 lots, and the
revised unit has been reduced to 39 lots, which represents just about one -
half of the original proposed density.
In summation, Director Gallop pointed out the new design provides
better configuration of streets, better and larger park site, and reduction
of density. He further advised that the provisions which were approved on
the original subdivision have been recommended for acceptance on the re-
vised map with several minor changes as listed in the Subdivision Review
Board Report, dated July 2, 1974, and the Parks and Recreation Commission
have approved the relocation and increased size of the park land.

COUNCIL FOR INFORMATIONAL PURPOSES ONLY.
`On.motion by Commissioner Sandoval, seconded by Commissioner Mathews,
and on the following roll call vote, to wit:

The foregoing Resolution was adopted this 16th day of July 1974.

COMMITTEE APPOINTMENTS
Director Gallop suggested that the present committees be retained until
after the new Commission member is present.
Commissioner Goulart requested a.recommendation be made to the City
Council to replace him as representative to the Coastal Valley Planning Council.
After discussion, on motion by Commissioner Goulart, seconded by Commissioner
Sandoval, and unanimously carried, that a recommendation be made to the City
Council to appoint Commissioner Ries as representative to the Coastal Valley
Planning Council to replace Commissioner Goulart.
LEAGUE OF CALIFORNIA CITIES MEETING
Director Gallop called attention to the announcement of the next League
of California Cities Coastal Counties Division meeting which will be held on
August 9th in San Luis Obispo. He requested any Commission member wishing to
attend the meeting to advise either Mrs. Queen or himself by August 1st.
CONSTRUCTION AREAS
Commissioner Ries noted that in some of the construction areas such as
the new subdivision being built off of The Pike, the developer has been leav-
ing equipment such as lumber, etc. in the streets and blocking intersections
with no warning signs or blinkers, and he was concerned that someone could
run into these obstructions at night. Director Gallop advised he would ask
the Construction Inspector to look into the matter. Administrator Butch
advised that the new construction sites have been having a lot of thefts
lately. Director Gallop pointed out also that these streets in new sub-
divisions, technically, are not public ri4its -of -'way until they have been
accepted by the City as such.
RESIGNATION OF COMMISSIONER GOULART
Commissioner Goulart read a letter of resignation to the City Council,
dated July 15, 1974. He expressed his feelings that he considered it a real
opportunity to serve on the Planning Commission. Chairman Calhoon thanked
Commissioner Goulart for his work on the Commission and presented him with
his Commission name plate.
