June 5, 1974
The Arroyo Grande Planning Commission met in adjourned session with Chairman
Pope presiding, Present are Commissioners Calhoon, Goulart, Mathews, Moots and Ries.
Commissioner Sandoval is absent. Also in attendance are City Administrator Butch
and Planning Director Gallop,
MINUTE APPROVAL
Chairman Pope declared the minutes of the regular meeting of May 21, 1974
approved as prepared upon hearing no additions or corrections.
PRESENTATION BY JUDY RIENECK a CENTRAL BUSINESS DISTRICT PLAN
Director Gallop introduced Miss Judy Rieneck to the Commission and advised
that as a part of her master's preparation at Cal Poly, she has prepared a model of
the downtown area of Arroyo Grande, which is on display in the window of the Shoe
Shop. In addition, she has a number of slides of the model and other items that may
be of interest. Director Gallop noted that the model and preparation is based on
space and bulk, and not, on modern architect.
COMMISSIONER SANDOVAL ENTERED THE MEETING
After the presentation, Miss Rieneck advised she is presently working on a
project for the Downtown Merchants which should be completed in about a month, and
she would like to come back and show It to the Commission. Chairman Pope and the
Commission thanked Miss Rieneck for the presentation, and invited her to come back
when the second project is completed.
PUBLIC HEARING m USE PERMIT CASE NO. 74-225. FREE STANDING SIGN 617 GRAND AVENUE
GRAND AVENUE MOTEL ® RICHARD JONES
Director Gallop advised the requested permit is for a sign 37 ft. above grade,
48 sq. ft. per face, which is within the permissive controls for the Highway Service
District. He noted that the pole for the sign has been erected as an integral part
of the building.
Director Gallop advised that Mr. Jones was under the impression that since
the pole was a part of the building, it would be considered a part of the structure.
However', in order to clear the sign adjacent to it, which is the restaurant sign,
and clear the eave of his building, he had to go up 7 ft. higher, thereby exceed-
ing the structural limits of the building. The only alternative would require
that the post be cut down to 30 ft., and Director Gallop stated he felt this would
spoil the aesthetics of the building.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 74-225 had been duly published, posted and property owners notified,
Chairman Pope declared the hearing open.
Mr. Jones, the petitioner, was present and spoke in favor of the permit
being granted. He advised the Commission that the sign is incorporated right
on.too the building, and that the sign is already made up.
There being no further discussion for or against the proposed Use Permit,
Chairman Pope declared the hearing closed and, after Commission discussion, the
following action was taken:

On motion by Commissioner Sandoval, seconded by Commissioner Calhoon, and

REVIEW - ARCHITECTURAL COMMITTEE ACTION
The Commission reviewed Architectural Committee action on the remodeling
and addition to Scolari's Market on Grand Avenue, and the proposed fence for Champ
Massey's Used Car Lot at 109 Fair Oaks Avenue. After review, Chairman Pope ordered
the reports accepted and filed.

BLVD. AND FRONTAGE RD. - REQUEST FOR DETERMINATi0N OF STATUS (GLEN E. PETERS'.
Director Gallop advised that, primarily, this is a matter of clarification,
in that the original Use Permit was issued in 1971, and one particular condition of
the permit turned out to be considerably more extensive than was first anticipated.
Director Gallop stated it was his opinion that the Use Permit is still valid because
the petitioner has been diligently pursuing the completion of Condition No 3. He
further advised the reason the matter was brought before the Planning Commission for
clarification is that Mr. Peters is going to be putting some buildings on the property,
and there have been some changes made to what was originally approved,
Mr., Peters advised the Commission that they want to put office space in first,
and they have some modular construction in mind, which is a little different than
what was first envisioned. Director Gallop suggested it might be reasonable for the
Commission to request Mr. Peters to present the new plan for their consideration to
avoid any question as to status or approval.
After discussion, on motion by Commissioner Goulart, seconded by Commissioner
Ries, and unanimously carried, that Use Permit Case No. 71-185 be extended for a
period of one year, and plans for development of the property be resubmitted to
the Architectural Review Committee for approval.
REFERRAL FROM THE CITY COUNCIL - PROPOSED ANNEXATION OF ROBERTA FOWLER PROPERTY
DRIVE
Director Gallop pointed out the proposed annexation area on the map and
advised there are approximately six acres involved. The property is in the County
adjacent to the City Limits on the southerly end of the terminus of Woodland Drive.
He pointed out that the property is landlocked by mobilehome park development and
the only access to it is on Woodland Drive. Under the Commission's unwritten
annexation policy, this area has never been determined whether or not. it is within
the annexation area. He mentioned, as a matter of clarification, that since the
mobilehome parks were developed, the area in question has been a part time weed
patch and part time agricultural use, and there is a street maintenance problem,
in that trucks, tractors, etc. are always tracking dirt, mud, etc, on the street.
He further advised it is the intent of the proposed purchaser, Mr, Addison Wood,
to develop an R -1 subdivision in this area, and would probably result in 20 to 22
lots.
ADJACENT TO
WOODLAND
Commissioner Goulart stated he felt that since the Commission has taken a
stand on acquiring public right of way of the creek bed as access for flood
control and along the top few feet of the bank for greenbelt, it was his feeling
that developers should be aware of this policy.
After a brief discussion, the following action was taken:

REFERRAL FROM CITY COUNCIL - EXISTING USE PERMIT CASE NO. - 64-38 WILLIAMS BROTHERS
MARKETS INC. GRANT AVENUE AND ELM STREET.
Director Gallop referred to a staff report prepared in 1967 with regard to
the matter of trash collection, and advised that when the original Use Permit was
granted, there were no controls placed upon the .owners to control trash. He
advised one of the problems is that a great deal of the trash blows out of the
receptacles and on to adjoining properties before' it gets into the trucks. He
further advised that the owners have been contacted about this problem a number
of times and, he understands that Mr. Williams. is proposing a new .trash collection
system which is now being developed, which consists of trailer type units completely
enclosed with wire mesh, and this should resolve the problem of the trash blowing
all over the area. He added that he has not yet had an opportunity•to talk to Mr.
Williams since this complaint was filed. He suggested that the Commission either
ask Mr. Williams or a representative to attend the next meeting, or develop a
definite method to resolve the matter and get it taken care of once and for all.
Chairman Pope suggested a letter be written to the permittee stating that
they are in violation of local ordinances and ask them to meet with the Commission
and present a corrective solution and a definite plan to solve the problem.
Commissioner Moots stated that his store is located in the shopping center
and he outlined some of the problems he has experienced, such as, he didn't feel
the parking lot in front was maintained properly, the trash receptacles were always
overflowing, the trash collection company does not make regular pickups, and on
long weekends such as Memorial Day, they don't bother to pick up the rubbish. He
noted that the public sometimes go through the trash in the back looking for card-
board boxes, and then dumping them and taking the boxes. Also, the general public
throw trash in the containers, Commissioner Goulart stated he felt a lot of the
problem could be relieved if there was regular sweeping of the parking lot area.
Chairman Pope stated it is recognized that there is a problem both in the
front of the store and behind the store by the users of the shopping center and
the owners and, after discussion, on motion by Commissioner Goulart, seconded by
Commissioner Ries, and carried with one abstintion, that. Planning Director Gallop
contact the permittee advising him that he is in violation of local ordinances,
explain the problem of refuse on his premises and •general upkeep of the area,
and request that he attend the Planning Commission meeting of June 18th to
present an appropriate plan of action for correcting the situation.
REQUEST TO BE ABSENT
In reply to. Commissioner Mathew's request to be absent from the next two
Planning Commission meetings, Chairman Pope granted permission, and requested
that other members of the Commission who know they are going to be out of .town .
or miss a meeting, to inform either Director Gallop or'himself,
BICENTENNIAL COMMITTEE MEETING
Mr. Dick Blankenburg was present and invited the Commission members to
attend the next Bicentennial Committee Meeting to be held at 7:30 P.M. on
June 26th at the Community Center Building.
STREET SIGNS
Commissioner Ries noted that the City has put up a number. of new signs,
and he has noticed that. some of the signs are located behind trees or some other
obstruction. Chairman Pope noted that he has observed some of the stop signs in
smaller subdivisions are hidden behind trees. Director Gallop advised that
periodic checks are generally made on these locations.
RED ZONE ON CORNER OF GRAND AVENUE AND HALCYON ROAD
Commissioner Sandoval noted that on the corner of Grand Avenue and
Halcyon Road where "U turns are allowed, there is not enough red zone in
front of Steffens to complete a 61 U" turn without having to back up. Administrator
Butch indicated he thought the red zone was 20 ft., which should be adequate.
ADJOURNMENT
There being no further business before the Commission, on motion by
Commissioner Goulart, seconded by Commissioner Mathews, and unanimously carried,
the meeting was adjourned at 8:40 P.M.
