PC Minutes 1974-03-0654 Arroyo Grande Planning Commission March 6, 1974 The Arroyo Grande Planning Commission met on special session with Chairman Pope presiding,. Present are Commissioners Goulart, Moots and Spierling, Commissioner Calhoon is absent. Two vacancies exist on the Commission. Also in attendance are City Administrator Butch and Planning Director Gallop, MINUTE APPROVAL On motion by Commissioner Spierling, seconded by Commissioner Moots, and unanimously carried, the minutes of the regular meeting of February 5, 1974 were approved as prepared, RECOGNITION OF COMMISSIONER SPIERLING'S ELECTION TO CITY COUNCIL The Chairman congratulated Commissioner Spierling upon his election to the City Council, and he thanked Mr. Spierling for his attendance and assistance to the Commission in the past and requested his cooperation in the future. Commissioner Spierling read a letter of resignation from the Commission addressed to the Mayor and City Council, dated March 6th. 1974. COUNCILMAN de LEON ENTERED DURING THE ABOVE DISCUSSION COASTAL VALLEY PLANNING COUNCIL It was reported to the Commission that the preliminary Scenic Highway Corridor Study from Highway 101 to Lopez Lake was to have been completed for review by the Planning Council, however, due to illness in the Reproduction Department of the Division of Highways, the report had not been completed. It was anticipated that this would be available to the Commission, Council and County in the near future. ARCHITECTURAL REVIEW COMMITTEE ACTION Chairman, Pope noted that there were three Architectural Review Committee reports for the Commission's information pertaining to Filer Constructior. Co., Vick Pace Construction Co., and Sierra Western retail store;, There being no questions on any of the three matters by Commission members, the reports were filed ALLEY ABANDONMENT m Absey's Addition, CITY OF ARROYO GRANDE A request of Filer Construction Company for the consideration of the abandonment of the alley in the Absey's Addition to the Chautauqua Assemby Grounds in the City of Arroyo Grande was introduced by the Chairman who requested the Planning Director to explain the request. Director Gallop noted this was a "paper alley" created with the recordation of the above noted subdivision, which has never been improved or open to the public. He noted that a number of the abutting property owners have utilized this right -of -way for landscaping, gardening, accessory buildings, and fencing and it would be quite difficult to ever open the alley up for public use. He noted that recommendation for abandonment of the alley was made by City staff members; Director of Public Works, Engineer and Planning Director. There being no further discussion on the matter, on motion by Commissioner Spierling, seconded by Commissioner Goulart, and unanimously carried, the Com- mission recommended to the City Council that the above referred to• alley be abandoned as not being necessary for the developthent of property or for circulation purposes. REQUEST FROM DONALD G. PARKER. TO AMEND RESOLUTION NO. 73 -308 U, USE PERMIT CASE NO. 73 -213 RECREATIONAL VEHICLE STORAGE 601 GRAND AVE. Commissioner Goulart noted that being an employee of the Department of Transportation, which was the agency requesting consideration for use of the Parker property, he would have to abstain from any action on the matter. Chairman Pope noted that he too was an employee of the same department. With the abstention of these two members, there was no longer a quorum of the Commission available and, by mutual agreement, the matter was referred to the City Council for action and recommendation. BIKE 'PATH PLAN Planning Director Gallop noted that the'Parks and Recreation Commission had adopted a preliminary bicycle plan for the City of Arroyo Grande, which is to become- portion of the Cttculation Element of the General Plan when it is rewritten this fall or winter. However, the Parks and Recreation Commission felt that this plan should be adopted prior to that time and, therefore, have requested that the Planning Commission consider adopting the Bike Plan as an amendment to the Arroyo = Grande Planning Commission, 3 -6 -74 Page 2 Circulation Element of the General Plan •subject to eventual revision of the total Element. The Plan has been written and the mapping will be acne_ plished shortly and the matter will be sent to the Commission members for consideration. OBSERVATIONS OF COMMISSIONER GOULART Commissioner Goulart noted that there was a tr =ffic problem at the intersection of Elm Street and Sunset Drive, with particular reference of entering Elm Street from the side street. He made several suggestions of perhaps how the intersection could be realigned. City Administrator Butch noted that this matter has been considered by the Parking and Traffic Commission, and that there have been some adjustments to the intersection made, and it appears at this time not much can be accomplished until Elm Street realignment and development is underway. Commissioner Goulart also 'notd that there appears to be a speeding problem on Pearwood Avenue, and inquired as to whether they could put bumper strips across the street, or install "Children Playing" and speed limit signs. He also noted there appeared to be a drainage problem at Brighton off of Fair View Drive, in that the drainage water in the area is not being directed into the drainage pond but is causing some problems with sanding to the neighbors. He also noted that it appeared that Fair V'7ew was not being .swept by the City. Mr. Butch noted that since the fuel shortage, the sweeping program in the City has been cut in half, and all streets which were swept each week are now being swept every other week, Commissioner Goulart inquired of the Planning Director as to how long the tapes made •during the Planning Commission meetilags were being :kept. The Planning Director noted that theywould normally be kept at least a year, and when-it appeared that a matter might, be critical, they would be kept fora longer period of time. Mr. Goulart also voiced a concern, expressed through discussion with the public during his campaign, that it appeared there were too many one and two bedroom apartments being created in the City, and suggested that perhaps some type of control could be considered. He noted that there was a drainage and circulation problem on Montego at Newport, particularly in and out of the area, which is limited, and noted that some of the people in the area expressed concern about availability to emergency services, and also expressed concern about drainage now that "Joe Street" had been abandoned. He also expressed concern about the Committee assignments for Commission action, particularly when members worked out of the City, and suggested that an alternate be arranged on each of these committees to help facilitate Committee action. Chairman Pope noted that new committee appointments would have to be made in the near future and this would be discussed at that time. He also voiced concern of the lack of adequate bulletin boards in the Council Chambers, noting that because of the location and si e. of the present display board, many times the audience is unable to see the presentation, or would have liked to inspect the presentation after the meeting. City Administrator Butch noted that this particular problem was under study at the moment, and that a new bulletin board was being proposed which hopefully would resolve the problems of the Planning Commission and City Council, ADJOURNMENT Prior to adjournment, Chairman Pope presented retiring Commission Member Spierling with his Commission nameplate and again thanked him for his services to the City. On motion by Commissioner Moots, seconded by Commissioner Goulart, and unanimously carried, the meeting was adjourned at 8:00 P.M.
