PC Minutes 1974-01-1550 Arroyo Grande Planning Commission January 15 1974 The Arroyo Grande Planning Commission met in regular session with Chairman Pope presiding. Present are Commissioners Spierling, Calhoon and Goulart. Commis- sioner Moots is absent. Two vacancies exist on the Commission. Also in attendance are City Administrator Butch and Planning Director Gallop. MINUTE APPROVAL Chairman Pope reviewed the Subdivision Review Board Report cn the approval of the Betita parcel map on Fair Oaks Avenue, Resolution No. 72 -255. He noted that the approval of the map did not have any special requirement as to access to the front lot and, after review, accepted the report with no further action. Following the discussion of Resolution No. 72 -255, the Chairman approved the minutes of the regular meeting of December 18, 1973 after hearing no corrections or additions. PLANNING CONFERENCE Planning Director Gallop inquired as to whether any of the Commission members would be able to attend the Planning Conference to be held in Palm Springs on February 6 7 and 8th. The Chairman polled the Commission and it was determined that none of the members would be able to attend, CONFLICT OF INTEREST LAW Planning Director Gallop distributed copies of material received from Califor- nia Secretary of State's Office pertaining to the new law, and advised the Commis- sion that they probably should take no action as individuals since the filing date was not until April, and it appeared there have been revisions proposed to.the law, and it would be best to wait to nearer. the filing date to take any action. PLANNING COMMISSION STATUS Chairman Pope reviewed the status of the Commission as of this time, noting that three members have resigned and one new member appointed. In addition, two re- maining members are running for City Council, and the Chairman requested that remaining members refrain from any political implications in any of their discus- sions and decisions in the near future until such time as the Commission is sta- balized by new appointments. He indicated that he understood that the Mayor did not plan to make immediate appointments to fill the vacancies, so it may be several months before the Commission will once again be at its full strength of permanent membership, VARIANCE CASE NO 73 -50 - CHARLES LOONEY Commissioner Calhoon inquired as to the status of the Looney Variance, and noted that it appeared to him that there was sandblasting being done during the weekends. Mr. Butch noted that a criminal complaint had been filed against Mr. Looney, and that he had, this date, received notice that a jury trial had been set for 5- 21 -74. In the meantime, there was not much the City could do, however, Mr. Butch requested that Commissioner Calhoon check on the sandblasting activity since this was not a permissive use under the old Variance. FIRE DEPARTMENT PARKING Commissioner Goulart noted that the Fire Department, which meets every Tuesday night, were occupying all of the on- street parking spaces on both sides of Branch Street in front of City Hall. He noted that this forced the public who attend public hearings and meetings of either the City Council or Planning Commission to walk at least a block or more or through the dark mall area between the civic center buildings, and inquired whether it would be possible to a:k the volunteers to park in the City parking lot and leave the on- street parking available to the public attending Council or Commission meetings. Administrator Butch stated that he would prefer to discuss the matter with the Fire ";tepar:tmen.trather than the Commission taking action by recommendation to the City Council. Arroyo Grande Planning Commission, 1 -15 -74 Page 2 BRANCH STREET UNDERGROUNDING TALLY HO ROAD PLAN LINE ADJOURNMENT: ATTES Commissioner Spierling requested report from Mr. Butch on the underground'ong activities on Branch Street reconstruction. Mr. Butch and the Planning Director reported on the anticipated activity of the reconstruction program from this time up to July when the Division of Highways' contract would be in effect and the complete rebuilding Of Branch Street would be underway. CHANNEL CITIES LEAGUE MEETING Administrator Butch announced that the next League of California Cities Channel Cities Division meeting be on February 15th in Thousand Oaks, and the afternoon seminar would deal with puhllc transportation, and that Mayor Allioto of San Francisco,would be the dinner speaker. If any of the Commission members wished to attend, please get the reservations into the Planning Director or Mrs. Queen as early as possible. Commissioner Goulart inquired as to the status of the Tally Ho Road Plan Line. Planning Director Gallop stated that he was of the opinion that the matter was dormant until the City's new engineer was on the job and his work could be evaluated, and then a determination would be made as to whether a new plan line would be developed by the City or by an independent engineer._ RESIGNATION OF COMMISSION MEMBERS Chairman Pope noted that he would like to personally express his regret that Commission Members Porter, Jones and Gullickson had resigned, noting that Mr. Porter was the senior member of the Commission, and stated that it had been a pleasure working with these gentlemen. Commissioner Spierling suggested that the Secretary write a letter to each of the individuals thanking them for their service to the Commission and expressing the Commissions's regret of the necessity that they resign. Chairman Pope requested that the Secretary write the letters mentioned by Commissioner Spierling. Chairman Pope noted that the next regular meeting would be held on February 5th. On motion by Commissioner Calhoon, seconded by Commissioner Spierling, and unanimously carried, the meeting was adjourned at 8 :00 P.M. Pla nong Director '51
