Arroyo Grande Planning Commission
October 16, 1973
The Arroyo Grande Planning Commission met in regular session with
Chairman Pope presiding. Present are Commissioners Calhoon, Gullickson,
Jones and Spierling. Commissioners Goulart and Porter are absent. Also in
attendance are City Administrator Butch and Planning Director Gallop.
MINUTE APPROVAL
Upon hearing no errors or omissions, Chairman Pope declared the minutes
of the regular Planning Commission meeting of October 2, 1973 approved as
prepared.
CHANNEL COUNTIES DIVISION OF THE LEAGUE OF CALIFORNIA CITIES QUARTERLY MEETING
Director Gallop noted that the League of California Cities Quarterly
meeting will be held in Morro Bay on November 9th. Administrator Butch stated
the evening speaker should be very informative and will give a review of what
has transpired in the legislature.
BRANCH STREET REDEVELOPMENT
Director Gallop reviewed the Branch Street underground k g program for
the Planning Commission. He stated the utility companies are anticipating
their contract being in effect not later than the middle of November and they
should be into construction during November, and that the utility project is
to be completed June 30th. As of now, the Division of Highways have scheduled
their rebuilding of the street contract to commence July 1st and is projected
for 50 working days. He noted that approxi mately a year from now, everything
should be completely finished.

Director Gallop advised that the property in question has been a "mud
hole" for a number of years and As immediately behind the Log Cabin, Market.
He further advised that the Lot Split for lease purposes was considered this
afternoon by the Lot Split Committee and was approved.. In the conditions,
there was concern about sufficient land being left in connection with the Log
Cabin Market to meet off-street parking requirements. In this respect, one
of the conditions of the lot split was that the owner of the market indicate
by map or sketch that there is adequate off= street parking to meet their
demands without being depreciated by the used car lot. If there is not
sufficient parking, then the used car lot will have to reduce their frontage,
which is proposed to be 88 °, in order to guarantee off-street parking require-
ments of the market.
Upon being assured by Director Gallop that public hearing for Use
Permit Case No. 73-216 had been duly posted, published and property owners
notified, Chairman Pope declared the hearing open.
The petitioner, Mr. Massey, spoke in favor of the Use Permit being
granted. He advised he talked to the property owner and thinks the idea
of a fence is a good idea. He stated he does plan on developing the land
and has already leveled it and plans on surfacing It.
Mr. Don Deal stated he is the owner of the property across the alley
and he is not protesting the used car lot, but he is concerned whether or
not the "mud hole" is to be moved across the road, Director Gallop advised
that one of the conditions of the lot split was that a grading plan be
approved by the City, and that all surface water be drained to the street.
.There being no further discussion for or against the proposed Use
Permit, Chairman Pope declared the hearing closed.
Director Gallop noted in relationship to the off - street parking,
Mr, Knotts also owns the garage building as well as the market, so he
has off - street parking requirements to meet for the two existing build-
ings, and that Mr. Massey is obtaining the Use Permit with Mr. Knott's
knowledge.
Chairman Pope stated he was a little concerned over the situation
so far as the existing structures are concerned and he would like to see
a plot plan showing the structures and what off - street parking is required.
It was his feeling the Commission did not have enough information to
determine off - street parking'requirements, and he felt the whole area

should be paved at one time because it Is under one ownership. Commissioner
Spierling stated he would also like to see a pot plan, and he was concerned
about the access to the area behind the Log Cabin Market being through the
alley and no access on to the property except via the alley and he questioned
whether this is adequate access for this lot. Director Gallop advised that
if there is no driveway opening there now and the fence is erected in this
location, then the driveway requirement would be a part of the condition.
Mr. Massey stated that he wants to meet all requirements and work with
the City on beautifying the area, and that the office will be an 8 x_ TO mobile
unit. He stated it would be in keeping with the Arroyo Grande architecture in
that it is "western" style paneling and roof line. Mr. Massey further stated
he plans to have approximately 20 cars on the lot.
After further discussion, the following action was taken:

Upon being assured by Director Gallop that public hearing for U e
Permit Case No. 73 -217 had been duly posted, published and property owners
notified, Chairman Pope declared the hearing open.
Director Gallop referred to a sketch of the', proposed sign, and
advised that the petitioner has previously been before the Commission for
a permit for a sign, noting that the present sign is located on the far end -
away from the office, and they are requesting a sign now to be erected very
close to the existing small "Entrance" sign which stands next to the driveway
near the office area. The sign face is 4° x 14 °, and the height of the sign
from grade is not indicated. Chairman Pope inquired that since there is an
existing free standing sign and also a smaller free standing sign, if there is
a limit to the number of free standing signs that can be placed on a piece of
property? Director Gallop advised there is a limit, and read the following
Zoning Ordinance amendment adopted in December 1972 pertaining to the Highway
Service District:

appurtenant to a permitted use; shall not exceed one hundred and
fifty (150) sq. ft. per face, or three hundred (300) sq. ft. total
all faces. Maximum height fifty (50) feet. On ly one su sin
permitted per center or com under sihele ownershi.
Director Gallop advised he had completely forgotten about the above
amendment and apologized to the petitioner for not informing him of the.
ordinance. The petitioner stated it was their understanding that square
footage was regulated also by frontage, and that they have a loot of frontage.
Chairman Pope pointed out that it is all under one ownership, and the Ordi-
nance clearly states that only one free standing sign is permitted on the
property.
Director Gallop advised that the two existing signs on the property
now were allowed by Use Permits, and he had recommended that perhaps the
existing "Entrance" sign could be combined with the newly requested sign.
Mr. Paul Moerman, City Neon, stated it was their intention to go
along with all of the staff recommendations and combine the existing sign
with the proposed sign.

Chairman Pope stated that since the Ordinance is very clear in its intent,
allowing one free standing sign per parcel of property, he felt a legal clpinlon
from the City Attorney would be required. Commissioner Spierling stated he felt
the City Attorney should review the entire series of actions of the Commission
and review the history of the development of . the signs. i
After further discussion, on motion by Commissioner Gpierling, seconded
by Commissioner Gul l ickson, and unanimously carried, the matter was continued
to the next Planning Commission meeting.
ADJOURNMENT
On motion by Commissioner Calhoon, seconded by Commissioner Spierling, and
unanimously carried, the regular Planning Commission meeti,n,2 of November 6, 1973
was cancelled, and the meeting adjourned at 8 :30 P.M. to November 7, 1973 at
7:30 P.M. in the Arroyo Grande Council Chambers.
