August 7, 1973
The Arroyo Grande Planning Commission met in regular season with Voce
Chairman Pope presiding. Present are Commissioners Calhoon, L oul;rt,
Gullickson and Spierling. Commissioner Porter and Chairman Janes are absent.
Also in attendance are Councilmen de Leon and Millis, City Administrator
Butch, City Engineer Garing, Public Works Director Anderson and Ilan:hinn
Director Gallop.
MINUTE APPROVAL
Upon hearing no corrections or additions, Vice.Chaia°man Pope declared
the minutes of the regular meetings of June 19, 1973 and Jll"y-,3 1973 approved
as prepared.
ELECTION OF OFFICERS
Vice Chairman Pope opened nominations for Chairman for the year 1973 =74.
Commissioner Calhoon nominated Hugh Pope for the office of Chairman.
Commissioner Spierling seconded the nomination and moved that nominations be
closed and that the records show Hugh Pope elected as Chairman of the Planning
Commission for the year 1973 =74. Motion carried.
Chairman Pope opened nominations for Vice Cha i rman for the year 1 9734..
Commissioner Gul l lckson nominated Al Spierling for the office of Vice Chairman.
Commissioner Calhoon seconded the nomination and moved that nominations be
closed and that the records show Al Spierling elected as.° 'ice Chairman of the
Planning Commission for the year 1973 °74. Motion carried.
Chairman Pope announced that Mrs. Pearl Phinney has been re- appointed as
Secretary of the Planning Commission for the coming year.
SUBDIVISION REVIEW BOARD REPORT m TENTATIVE MAe T BRACT #501 4 °,ARROY0 V I LLAGE`a
Director Gallop advised that the pre - tentative, map for this proposed
subdivision on Valley Road was approved at a public hearing ,at the time of
the Zone Change, and that the Zone Change has gone through the first and
second reading by the City Council. He referred to the S u b d i v i s i o n Review
Board Report dated July 26, 1973 which finalizes all of the various require-
ments to be imposed on the subdivider in the development.
In answer to Chairman Pope's question regarding the temporary cul-de -sac
requirement, Director Gallop advised that the extensive deadend road will
eventually lead into unincorporated land, and the Board felt a cul-de-sac
would be necessary for the public to turn around in. The developer is to
provide a cul- de-sac through an agreement. with the abutting property owner.
If this is not possible, then a permanent cul -de -sac is required within Lots
53, 54, 55 and 56. If the street is extended, then this bulb will remain
in the street improvement. Director Gallop advised that the subdivider has
agreed to the above.
In answer to Chairman Pope's question regarding the agreement between
Golden West Homes and Sunset Terrace Mobilehome Park, Director Gallop ad-
vised that the Sunset Terrace Mobilehome Park is required to bring their
drainage water from the north and to the Los Berros diversion channel, and
development of the channel is done mutually between the two developers. He
further advised that the plans have to be approved by the City, Soil Con-
servation Service and County Engineering Department.
With regard to the proposed street names, Director Gallop advised that
one of the names of the streets will be changed. Commissioner Goulart
stated he recalled that the developer had agreed that the name "Tiger Tail
Road" was going to be changed.
Commissioner Spierling commented that the drainage channel is also
subject to review by the County Hydraulic Engineer, and that the drainage
channel must be held open and there can be no impedement to that drainage.
After discussion, the following action was taken:

Director Gallop advised that the request is for a small entrance sign that
was inadvertently omitted when they requested the large identification sign.
He stated that the sign does fall within, the Administrative approval category,
however, in the past when a sign is to be lighted, we have required a Use Permit.
He advised the sign is well within ell limits of the district and is to be
placed within a landscaped area. The sign is served by underground wiring, is
non - flashing and non-rotating.
Upon being assured by Director Gallop that public hearing for Use Permit

CONTINUATION m TALLY HO ROAD PLAN LONE
Chairman Pope reviewed that the p u b l i c hearing on the sally Ho Road Plan
Line has been held and has been closed, and he requested Director Gallop to
briefly review what has transpired and how the case was left at the last meet-
ing.
Director Gallop advised that the public hearing was held on May 1st and, at
that time there was discussion and the matter was carried over to the meeting of
May l5th, at which time the people on the street petitioned the Commission to
allow them to employ an engineer to develop an alternate set of plans or
suggestions which conceivably could be used with City approval. At that time
it was indicated that an engineer would be employed by the people and would
work with the City staff. He advised that the staff has not had any word con-
cerning this proposal, and on June l8th Mr. Anderson did write to Mr. Reed
again reiterating the City staff's wishes to work with the people on the
street in the development of alternate plans, and nothing has been received
as a result of that letter. Director Gallop advised that the Commission did
continue the matter to the second meeting of July, however, that meeting was
not held due to the lack or a quorum and was Ws tomatic carried over to
this meeting.
Director Gallop advised that there i s one new item of consequence, and
that is a lot split on the property owned by Mr. Loomis, and one of the
conditions of that lot split was that he grant to the City 100 slope ease-
ment area so that if it becomes necessary anytime in the future to cut a
slope, it will be provided for. He advised the condition is not of record
until the Parcel Map is recorded.

Public Works Director Anderson briefly reviewed the map of the °wally Ho
Road Plan Line. He advised that the easterly portion from highway 227 to
James Way is presently a 60° right -of -way, except for some small areas, and
from James Way on, the City has a 40° right -of -way, which is proposed to be
a 60° right -of -way. He advised the curve area is accident= rone , has poor
sight distance, and very poor drainage in the entire area.
City Engineer Gering advised the reason Mr. Anderson is carrying this
forward is that his form did the original planning, but inasmuch as he has
some interest in property in the area it was his feeling that the discussion
should be turned over to Mr. Anderson. He advised that basically the reason
for the alignment is for the least cost to the City in the ultimate develop=
ment of the street. He stated a 40° right -of -way is entirely inadequate, and
a 60° right-of-way is needed to develop a 40° travel way.
Director Gallop advised that the staff has had cocmu.vications from
Attorney Haynes that he was going to be at the meeting tonight. Mr. Haynes
stated they have a proposed plan drawn by an architect. He further stated
he didn't realize that the public hearing had been closed and, it he had
known t h i s , he would have waited for the matter to come before the C i t y
Council.
in view of the representation of the Tally Ho Road people and in order
to hear the people's presentation, on motion by Commissioner Goulart, seconded
by Commissioner Gul l ickson, and unanimously carried, that the public hearing
on the Tally Ho Road Plan Line be reopened.
Mr. Reed, Tally Ho Road, apologized to the Commission and stated he was
under the impression it was up to the property owners at their own expense
to come up with an alternate plan, and this they have done, and they did not
need any help from the City. Mr. Reed displayed a map of the plan line,
stating they followed the same lines as the original map. They have chosen
a 40° right -of -way to continue from the point just beyond the bus garage.
He advised that from Le Point Street on, they have added l0° into the hill,
and that cutting 10° into the hill gives the City a 50° right -of -way. He
pointed out that with Mr. Lavine and Mr. Loomis dedicating right-of-way, the
City would have the right -of -way needed in this area with the exception of Mr.
Garing °s property which would have to be acquired. He stated they propose to
go the full length of the street with a 40° right -of -way, with two 14° travel
lanes, no on- street parking, and . 3° asphalt sidewalk area all the way down,
and a 3° berm area for drainage on the south side. He further stated they
wanted to maintain a rural area. He advised he could not understand the problem
where the City would need a 60° roadway to develop a drainage solution where
they couldn °t do it with a 40° roadway.
Attorney Haynes stated there were some legal issues he wanted to bring
up but felt this couldn't be done without the presence of the City Attorney.
After discussion, on motion by Commissioner Gu.ullickson, seconded by
Commissioner Spierling, and unanimously carried, the public hearing on the
Tally Ho Road Plan Line would be carried over to the next regular meeting of
August 21, 1973, and the Commission requested that City Attorney Shipsey be
present at the meeting.
COUNTY SUPERVOSORS ASSOCDAT➢ON - SEMONAR
Director Gallop advised that the County Supervisors Association is hold-
ing a one day seminar in Monterey on August 23rd at the Holiday Onn, and re-
quested any Commissioners wishing to attend to notify him for reservations.
REVIEW OF LAND USE PLAN
Commissioner Goulart inquired as to when the Commission is going to re-
examine the Land Use Plan. Director Gallop advised that a full Commission
membership would have to be present, and that perhaps a study session could be
scheduled within the next month. He noted he would like to schedule the study
session outside of a regularly scheduled meeting.

There being no further business before the 'Commission, on motion by
Commissioner Spierling, seconded by Commissioner Calhocn and unanimously
carried, the meeting was adjourned at 8 :30 0 .
