PC Minutes 1973-05-291 1 1 1 Arroyo Grande Planning Commission May 29, 1973 The Arroyo Grande Planning Commission met in special session with Chair- man Jones presiding. Present are Commissioners Calhoon, Goulart, Pope, Porter and Spierling. Commissioner Gullickson is absent. Planning Director Gallop is also in attendance. STUDY SESSION - OPEN SPACE AND CONSERVATION ELEMENTS OF THE GENERAL PLAN The Planning Director briefly reviewed the legislation requiring the elements and the areas which.are to be covered by these elements. He noted that the City had basically complied with many of the requirements through the adoption of the Land Use, Parks and Recreation., and Beautification Elements of the General Plan.insofar as the mapin.g of the Open Space and Conservation Elements were concerned. There was a general discussion of the contents of the elements as ap- plied to the legislation, and it was generally agreed that the Elements appeared to be satisfactory to the needs of the City. It was also noted that the plan was sufficiently general at this time that it could be amended in the future as needed. During the discussion of the Open Space m Conservation Elements, the Planning Director also discussed the basic philosophy and principles that would have to be included in the revamping of the Land Use Plan for the City and noted various areas in the Land Use Plan that would have to reflect statements included in the Open Space and Conservation Plan, particularly with reference to annexation; a percentage of development within the annexa- tion area; and establishment of a peripheral Green Belt by the County. After discussion, on motion by Commissioner Pope, seconded by Commis- sioner Spierling, and unanimously carried, that the Open Space and Conserva- tion Elements would be considered at a public hearing. LEGISLATIVE REQUIREMENT m ZONING - GENERAL PLAN CONFORMANCE The Planning Director outlined some additional state legislation which states that each governmental agency must go on record as to whether current zoning is "substantially" in compliance with`the existing Land Use Plan, and this action must be adopted by resolution. The Planning Director noted that,, in his opinion, the City's zoning, after the amendments made last winter, is basically in compliance, and a resolution of this type could be adopted without any qualms by the Commission. After discussion of the matter, it was the general opinion of the Commission members present that such a resolution would be in order, and Director Gallop was requested to prepare it for their consideration. ADJOURNMENT There being no further business before the Commission, on motion by Commissioner Spierling, seconded by Commissioner Goulart, and unanimously carried, the meeting was adjourned at 9 :10 P.M.
