PC Minutes 1973-04-17482 Arroyo Grande Planning Commission April 17, 1973 The Arroyo Grande Planning Commission met in regular session with Chairman Jones presiding, Present are Commissioners Calhoon, Goulart, Gullickson and Pope, Commissioners Porter and Spierling are absent. Planning Director Gallop and City Engineer Garing are also in attendance. MINUTE APPROVAL On motion by Commissioner Pope, seconded by Commissioner Gullickson, and unanimously carried, the minutes of the regular meeting of .April 3, 1973 were approved as prepared, TRACT NO. 488 Planning Director Gallop reviewed the Subdivision Review Board report on Tentative Subdivision Map for Tract ##488, dated April 13, 1973, and also reviewed the tentative map of the development. It was noted that there were several lots which were slightly under minimum square footage requirements, and the Planning Director pointed out that these lots were the result of several conditions forced upon the development by abutting subdivisions; for example, the depth of the westerly lots of Tract 488 are pre - determined by the lots in Tract 85 directly to the north so that Alder Street could be projected into the new development. It was also noted that the width of these lots were more or less established upon an angular sewer line across the property at such a depth that it would be impossible to move or re -align it, and the staff felt it was better to acknowledge this variance than to cause this sewer line to be relocated. There were several other problem lots, and again these lots, by dimension, are more or less forced upon the designer because of pre - existing conditions in Tract #282 to the south, Tract 85 to the north, and Tract 140 to the west. After the review, the Commission members discussed various aspects of the development, with particular reference to the five flag lots and the access drive to these building sites. After the discussion, it was agreed that one additional requirement should be added to the report dated April 13th, which would be that the driveways to the flag lots be improved to not less than 12' width from garage to property line, with 2" of A.C. paving, its equal or better. RESOLUTION NO. 73 -291 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING TENTATIVE SUBDIVISION MAP FOR TRACT NO. 488, AND REFERRAL TO THE CITY COUNCIL FOR INFORMATIONAL PURPOSES ONLY. On motion by Commissioner Pope, seconded by Commissioner Gullickson, and by the following roll call vote, to wit: AYES: NOES: ABSENT: Commissioners Jones, Calhoon, Gullickson and Pope Commissioner Goulart Commissioners Porter and Spierling the foregoing Resolution was adopted this 17th day of April, 1973. TALLY HO ROAD PLAN LINE Planning Director Gallop reviewed for the Commission the procedure and purpose of establishing Plan Lines, and he noted that the Tally Ho Road Plan Line had been ordered by the City Council, and that Garing and Taylor have prepared the preliminary plan for the Commission's consideration and, if it is acceptable, a public hearing could be held on May 1st. Mr. Robert Garing, City Engineer, reviewed the plan for the members of the Commission, noting areas on the map where right -of -way would have to be acquired, and noting;athose areas where sufficient right- of- way`was existing at the present time. Mr. Garing stated that the road . is projected to be.a 60' right -of -way with a 44' curb to curb improvement. It was noted that drainage in this area is a particular problem, and curb and gutters, which hopefully would result from adoption of the Plan Line, would help in re- solving part of the drainage problem` +` Arroyo Grande Planning. Commission, 4 -17 -73 Page 2 Mr. Garing noted that in the final engineering of the Tally Ho Road Plan Line, drop inlets, pipes, etc. would be designed to aid in the ultimate drainage problem within the right -of -way area. After discussion, the Commission recommended that the public hearing proceed, and did not make any recommendations for changes in the proposed plan. Several Commission members noted that this,- should be helpful in resolving some of the existing problems of the area. REVIEW OF CIELO VISTA MOBILEHOME PARK The Planning Director had prepared a packet of documents for the Commission members' review, beginning with Planning Commission minutes and Resolution No. 71 -187 U, dated July 19, 1971. The packet also included City Council action on an appeal of the Planning Commission decision up through Planning Commission minutes of March 7, 1972 and a new Resolution No, 72 -244 U, which re- adopted and amended the Use Permit for the mobilehome park development. It was pointed out that in Resolution No. 72 -244 U, Item 25 under Planning Department requirements, appeared to be the area of concern. Commissioner Goulart stated that, in his opinion, Item 25 stated that the developer was granted the one year extension to complete development, engineering and land- scaping plans, and have them approved by the Commission within that year. Planning Director Gallop pointed out that this was not the intent; that the Use Permit would become valid upon commencement of any work involving the mobilehome park, including the issuance of a Grading Permit, which the City had done in that calendar year, and that Item 25 stated that the developer must come back to the Planning Commission with a development plan and landscaping plan for the Commission's approval prior to application to the State for construction permits. The Planning Director pointed out that the City issues all Grading Permits in relationship to mobilehome parks, but the construction permits are issued by the State and that, in his opinion, the issuance of a Grading Permit within the calendar year activated the Use Permit. Commissioner Goulart spoke of his opinions as to the results of the meeting on March 7, 1972 and stated that there were other persons in the audience that night that were of the same opinion. He mentioned that engineering plans, as noted in a newspaper article,were supposed to be presented to the Commission for approval. Director Gallop pointed out that the City staff has never submitted engineering plans to the Planning Commission for consideration; only development plans and, in his opinion, this is the area where there was a misunderstanding by individuals as to the difference between engineering plans and development plans. After the. discussion, Mrs. Doris Olson stated that she was one of the persons present, and she was also confused by the terminology. Commissioner Goulart noted that, in his opinion, the minutes of the Commission were incomplete and not sufficiently detailed, particularly with reference to public hearings, and stated that he felt the City should purchase a tape recorder for use in preparation and checking of minutes. As a result of this statement, Commissioner Goulart moved that the City purchase a tape recorder and the necessary additional equipment to enable the Planning Commission to tape all of its meetings, and the equipment to be available to the City Council if they wish to use it, and any other organization within. the City. The motion was seconded by Commissioner Pope, and Chairman Jones called for a roll call vote, to wit: Ayes: Commissioners Goulart, Gulllckson and Pope; Noes: Commissioner Calhoon and Chairman Jones; Absent: Commissioners Porter and Spierling. At this point, Commissioner Pope suggested that 'the matter be tabled until such time the final plans for the mobilehome park are submitted for the Commission's consideration, ; and ,with -this suggestion, the matter was tabled. GENERAL PLANNING DISCUSSION AND STUDY SESSION Discussion was set over to the end of the meeting. CITY COUNCIL ACTION Commissioner Pope reported that he attended the last City Council meeting, and the appointment of Al Spierling to the Coastal Valley Planning Council was approved by the Council. He also advised that the Council had postponed 483 484 Arroyo Grande Planning Commission, 4 -17 -73 Page 3 any action on the appointment of a Citizens' Advisory Committee. Commissioner Pope advised he was going to be out of town for the next Council meeting and requested someone to fill in for him. LEAGUE OF CALIFORNIA CITIES CHANNEL COUNTIES DIVISION MEETING Director Gallop announced that the next League of California Cities Channel Counties Division Meeting would be held in Ventura on Friday, May 4th, and requested anyone wishing to attend the meeting to inform the Planning Office no later than Wednesday, April 25th for reservations. ADJOURNMENT On motion by Commissioner Goulart, seconded by Commissioner Gullickson, and unanimously carried, the meeting was adjourned at 9 :40 P.M. to a study session. ATT T:/ P1:nning Director NOTE: Mr. and Mrs. Jackson of 998 Sycamore Drive were present and spoke to the Chairman in opposition to a condition existing in Tract #463 with relationship to the blowing sand and the apparent length of time it is going to take to complete the development. The Planning Director briefly reviewed the steps necessary for a developer to get the subdivision to a point where the building of homes could start. Mrs. Jackson also asked if the City can require a developer to build homes of such a square footage and value so as to be compatible with the area in which they are building. Chairman Jones noted that the Commission did not have this authority, and Planning Director Gallop noted that lending agencies would not permit marginal houses being built on new lots today because of the develop- ment costs involved. GENERAL PLANNING DISCUSSION AND STUDY SESSION The Commission and Planning Director entered into a study session dealing with general planning matters, and the session was adjourned at 10 :50 P.M.
