Arroyo Grande Planning Commission
February 20, 1973
The Arroyo Grande Planning Commission met in regular session with Chairman
Jones presiding. Present are Commissioners Goulart, Gullickson, Pope, Porter,
St. Denis and Spierling. Also in attendance are Planning Director Gallop and
Councilmen de Leon and Millis.
MINUTE APPROVAL
On motion by Commissioner Porter, seconded by Commissioner Gullickson, and
unanimously carried, the minutes of the regular meeting of February 6, 1973 were
approved as prepared.
CONTINUATION - REZONING CASE NO. 73 -66 HUASNA ROAD RA -B3 to R-G DISTRICT (MUDGE,
FELTY AND LANGFORD);
Director Gallop reviewed the case, pointing out that at the last regular meeting
the developers presented a proposal with a density of approximately 62 units per
gross acre and after considerable discussion, action was proposed to adopt a
resolution approving the rezoning, however, the resolution was not adopted due to
a tie vota of the Commission. Subsequently, the case was carried over to this
meeting, /to resolve the matter.
/Commissioner Goulart advised he would like to get a determination from the
Commission if they feel this area should be a lower density area than that shown
,;'on the Land Use Plan. He stated it was his feeling that this is the first
development in this entire area and the Land Use Plan shows medium density, and
perhaps the Commission should recommend a change in the Land Use Plan. Director
Gallop advised that this matter should come up in a study session and that it
could be put on the agenda for this purpose. He further pointed out that in
the General Plan, one of the conditions considered in establishing this medium
density area was the projected relocation of Route 227, and when it goes in through
that area it will take care of a larger traffic capacity; also Huasna Road is to
be developed to a full 64' curb to curb improvement and Route 227 would provide
the peripheral traffic capacity.
In response to Commissioner Spierling's request for a comparison of the
number of people in an R -1 District as opposed to an R-G or R -2 District,
Director Gallop advised the following, based on the 1970 census figures:
Normal R -1 Single Family Zone District - Current populace is.3.2 persons
per unit, times 5 units - equals 16 persons per acre.
R -G and R -2 Districts - Density between 2.6 and 2.8 persons, with a
capacity of 6.5 units per acre under the proposed density -
totaling approximately 18 persons per acre.
After discussion, the following action was taken:

RESOLUTION OF THE CITY OF ARROYO GRANDE PLANNING
COMMISSION RECOMMENDING AN AMENDMENT TO THE MUNICIPAL
CODE OF THE CITY OF ARROYO GRANDE AS PROVIDED BY
CHAPTER 4, ARTICLE 21, OF SAID CODE.
On motion by Commissioner Porter, seconded by Commissioner St. Denis, and
on the following roll call vote, to wit:
AYES: Commissioners Porter, St. Denis, Spierling and Chairman Jones
NOES: Commissioners Goulart, Gullickson and Pope
ABSENT: None

CONTINUATION - VARIANCE CASE NO. 73 PAINT STORAGE IN A C -N DISTRICT
152 GRAND AVENUE C. LOONEY
Director Gallop advised that the- public hearing has been closed on Variance
Case No. 73 - 50, and the matter was held over to this meeting for a determination
of the legality of the petition since it had not been signed by the property
owner, and since an objection against the use had been raised by the agent for
the property owner. Director Gallop advised that a letter had been received
from the property owner, Dr. Heeresma, withdrawing his objections to the requested
use.

For the purpose of review, Director Gallop listed several recommendations from
the Fire and Planning Departments in consideration of this use as follows:
The,L,P.G tank on the property is located approximately 20 to 25° from the
building, and there is very little problem with the tank being where it is, however,
the Fire Department has recommended that a physical barrier be placed around the
tank, and the Planning Department has recommended that the tank be screened by a
solid 6' fence northerly of the LP Lank to screen it from the residents on the hill.
Other recommendations made by the Fire Department are as follows:
1. Storage and housekeeping in buildings shall be orderly so as not to
constitute a hazard, and shall be in keeping with good fire prevention
practices,
2. The flammableoliquid shall be located in an area (room) so designated,
one hour type construction.
3. A regular routine shall be established for the removal . of debris and
unwanted materials.
4. Recommend keeping the LPG dispensing assembly locked to prevent vandalism.
5. Provide one 2A 10 B.C. Fire Extinguisher,
In addition to the above, the Planning Department recommends that the fence
be placed on the upper side so that there is no vision to the residents above,
and that there be no storage of materials in the open bay areas adjacent to the
locked room.
Director Gallop also suggested that., if granted, the use be subject to six
months review by the Commission.
Mr. Garrison,lessee of the property, was in the audience and advised that Mr.
Looney had assured him that he would meet the required conditions.

PUBLIC HEARING - USE PERMIT CASE NO. 73 -205. FREE STANDING SIGN - SANTA MARIA
NEON FOR SHAKEY'S PIZZA PARLOR, 1259 GRAND AVENUE
Director Gallop advised that the application is for a free standing sign
comparable in size to the permit granted for the sign to Security Pacific Bank.
The sign is well within all the requirements of the City; is non - rotating, non -
flashing and interior illuminated. The sign is proposed to be located in the
northeast corner of the property which is adjacent to the bank property.
Director Gallop advised that there is a strong possibility of conflict with
the bank sign and recommended consideration be given to moving the sign
westerly within one of the planters directly in front of the Pizza Parlor
building.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 7 -205 had been duly posted, published and property owners notified,
Chairman Jones declared the hearing open.

Mr. White, representative of Shakey °s, stated with regard to moving the sign
as suggested by Director. Gallop, that the septic tank and leach lines are lo-
cated in the front planters. Also, he pointed out that there is only 10' from
the edge of the overhang on the porch to the sidewalk, and that doesn't leave
a lot of room to put a sign, and they will also have a sign on the face of the
building.
After considerable discussion regarding location of the sign, it was agreed
that the sign be located within the east planter area as far west as possible
from the property line.
No further discussion for or against the proposed Use Permit, Chairman Jones
declared the hearing closed, and the following action was taken:

RESIGNATION OF COMMISSIONER ST. DENIS
Director Gallop advised that a letter of resignation from the Commission had
been submitted to the City Council by Commissioner St. Denis, effective the end
of February. Director Gallop expressed his appreciation for Commissioner St.
Denis' service to the Commission, and Chairman Jones presented him with his name
plate.
RESOLUTION NO, 73°285 U
RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE GRANTING A USE PERMIT,
CASE NO. 73 -205.
REFERRAL FROM THE COASTAL VALLEY PLANNING COUNCIL
Commissioner St. Denis stated that the Coastal Valley Planning Council is
considering the establishment of two scenic drives in this part of the County;
one from the ocean beach to Lopez Lake, and the second from Avila to Ocean..
Director Gallop pointed out some of the advantages of having these routes
designated as scenic roadways, and advised that representatives from the State
Division of Highways, County Planning Department and Farm Advisory have been
invited to attend the next meeting of the Council on March 5th to further
discuss the matter, after which time more information would be available to
the Commission.
After discussion, on motion by Commissioner Pope, seconded by Commissioner
Goulart, and unanimously carried, that the Coastal Valley Planning Council
proceed with the study of the scenic designation of the routes described and
bring a report back to the Commission describing their ideas, and submitting
pros and cons relative to the matter.
RENAMING OF FRONTAGE ROAD
Director Gallop referred to a recent article in the newspaper regarding
the confusion between Frontage Road and El Camino Real, and advised that the
County, Pismo Beach and Grover City have already acted to change "Frontage
Road" to "El Camino Real ". The matter has been before this Commission twice
and was recommended to the City Council for approval. In both cases the City
Council saw fit not to act on it. The Coastal Valley Planning Council has
again asked that, because of the confusion created, the City reconsider the
matter..
After discussion, on motion by Commissioner Goulart, seconded by
Commissioner St. Denis, and unanimously carried, that a public hearing be
set for March 20th, 1973 for the purpose of considering changing "Frontage
Road" to "El Camino Real ".

DISCUSSION RE: LAND USE PLAN
Commissioner Goulart again referred to the Land Use. Plan for the area on
Huasna Road from Dr, Wical °s Mobllehome Park out to the City Limits, and
advised he would like to find out from the Commission what their feeling is,
one way or the other, about changing the Land Use Plan for the area mentioned.
Director Gallop advised that all elements of the General Plan have to be reviewed
this year which will result in a number of study sessions, and the time table
for a study session on the Land Use Plan is sometime in March,

Commissioner Gullickson, seconded by Commissioner Goulart, and unanimously
carried, the meeting was adjourned at 8:50 P.M.
