Arroyo Grande Planning Commission
December 5, 1972
The Arroyo Grande Planning Commission met in regular session with Chairman
Nunes presiding. Present are Commissioners Berryhill Gullicksoh -, Jones, Pope
and St. Denis. Commissioner Porter is absent. Also in attendance are City
Administrator Butch and Planning Director Gallop.
MINUTE APPROVAL
On motion by Commissioner Gullickson, seconded by Commissioner Berryhill,
and unanimously carried, the minutes of the regular meeting of November 21, 1972
were approved as prepared.
ENVIRONMENTAL IMPACT REPORT
Director Gallop referred to the Environmental Impact Staff Committee report
dated November 30th, pointing out that there are three developments that have been
reviewed by the Committee as 'follows:
1. Subdivision Tract #434, which is a portion of a total development; this
portion is 26 lots on Huasna Road just west of Stagecoach Road. The
property can be served by the new sewer and domestic water; the drain-
age has been taken care of through the grading plan and underground
corrugated pipe work, and the development is in conformance with the
zoning and the Land Use Plan of the City.
2. A parcel of property between Bell and Bennett Street is the proposed
site for a 42 unit motel now being designed. The structures are
adjacent to the Frontage Road area. the development is in a proper
zoned area in conformance with the Land Use Plan, and the Committee
feels there will be no adverse environmental effect from this
development. (The motel unit is proposed as a two story structure
which is permissive in the District).
3. The development involves three plus acres in the northeast corner
on the intersection of Elm Street and Farroll Avenue, and will
consist of 82 units, a total of four residential structures. The
development is on private streets within an R -3 area and is
compatible with other developments in the general area. Again,
the Committee feels there is no adverse environmental effect of
this particular development.
COMMISSIONER PORTER ENTERED THE MEETING DURING THE ABOVE DISCUSSION.
After a brief discussion of the Environmental Impact Report, on motion
by Commissioner Pope, seconded by Commissioner Berryhill, and unanimously
carried, the Planning Commission approved the recommendations of the
Environmental Impact Staff Committee outlined in their report dated November
30, 1972.
LETTER OF RESIGNATION
Director Gallop advised the Commission of receipt of a letter of
resignation from Chairman Nunes, effective December 19, 1972. He stated that
Mr. Nunes was moving out of the City, and expressed his regret in losing Mr.
Nunes from the Commission. He further advised the letter of resignation
would be turned over to the City Council for formal acceptance and recognition.
CHRISTMAS TREE
Director Gallop noted that the new "Christmas Tree" on the hill by
Reservoir No. 1 was lit this evening. Commissioner Porter commended the
Parks and Recreation Commission for their efforts in getting the "Christmas
Tree" erected.
Director Gallop pointed out that the development will require
architectural approval and a use permit because there is more
than one structure in an R -3 District.
PUBLIC HEARING _ REZONING CASE NO. 72 -65, WALNUT GROVE ADDITION. R -1 DISTRICT
TO R -2 DISTRICT LEE LOVETT AGENT FOR DALE PETERSON ETAL
Director Gallop advised that the property involved is an old city block
which presently consists of paper streets and alleys and ten lots, and that
there is one existing single family house, and all under a single ownership.

Director Gallop pointed out that the property is adjacent to an existing R -2
District, and that the Land Use Plan does indicate medium to medium high density
as in the R -2 zoning. The request is in compliance with the Land Use Plan.
Director Gallop advised that the owner is anticipating re- subdividing this
block in the hopes that these alleys within the block could be set aside in order
to come up with more useful lots. He advised that the developer would be required
to improve the two paper streets with curb, gutter, sidewalks and pavement.
Director Gallop clarified that the R-2 zoning allows a duplex to be put on the
same size parcel as single family dwellings, however, triplexes would require a
Use Permit.
Upon being assured by Director Gallop'that Rezoning Case No. 72-65 had been
ul y posted, published and property owners notified, Chairman Nunes declared the
earing open.
Mr. Bob Baldwin, 416 Alien Street, was present and stated he was opposed
to the rezoning. He stated he bought his house on Allen in 1956 and since that
time Greenwood Manor has been developed, Walnut Park Addition on Cherry has been
developed, and numerous housing has gone in in the immediate area, generating
a lot of traffic on Allen Street, and he feels that the building of duplexes
in this proposed area will add to the traffic congestion they already have.
Also, he stated that the average family has more than one automobile and he
didn't believe there would be adequate parking in this development to take care
of these automobiles, causing additional parking on the street and thereby adding
to the traffic congestion they now have. He further stated, in his opinion, he
felt the development would tend to lower property values.
Mr. Lee Lovett, 127 So. Mason Street, was present and spoke in favor of the
rezoning, pointing out that it is part of the City plan, and because of the present
housing shortage in Arroyo Grande and in the entire area. Mr. Lovett stated he
believed there would be adequate development as far as the streets are concerned.
He stated it is quite an expensive subdivision, even though it is small, and that
the area is beautiful, desirable and close in, and that he thought a subdivision
of this type would draw the better class of people because of the fact that all
lots, due to the expenses, will have to sell at quite an expense to the buyer.
He stated he did not feel that the traffic congestion would create the type of
problem referred to because of the fact there will be more streets, and he
understands that in the near future Cherry Street is to be developed into a two
way street.
Mr. Jerry Schultz, 403 Allen Street; Gerald Brown, 508 Allen Street; Mr.
Delmer Wood, 502 Allen Street; Mr. Steward, 540 Allen Street; Mr. Gordon Bennett,
415 Allen Street; and Mr. Marvin Miller, 327 So. Mason Street, were present and
spoke in opposition to the Rezoning being granted.
No further discussion for or against the proposed rezoning, Chairman
Nunes declared the hearing closed.
Director Gallop advised that the Cherry Avenue development is scheduled
or 1973 from Railroad Avenue to Traffic Way, and that it will become a two
ay street, and that there is adequate sewer and water to take care of the
evelopment. He further stated that the sewer and water had to be there before
.he Land Use Plan could reflect this zoning.
After a brief discussion among the Commissioners, the following action
was taken:

COMMISSION DENYING AN AMENDMENT TO THE MUNICIPAL
CODE OF THE CITY OF ARROYO GRANDE AS PROVIDED BY
CHAPTER 4, ARTICLE 21, OF SAID CODE.
On motion by Commissioner Pope, seconded by Commissioner Jones, and on the
following roll call vote, to wit:
