Arroyo Grande Planning Commission
October 17, 1972
The Arroyo Grande Planning Commission met ie r- ealar session with Chairman
Nunes presiding. Present are Commissioners Gerryhill, Jones and St. Denis.
Commissioners Guilickson, Pope and Porter are abet. Director Gallop Is also
in attendance.

On motion by Commissioner Jove;;, seconded by C,vrnmissioner St. Denis, and
unanimously carried, the minutes of the regular meeting of October 3, 1972 were
approved as prepared.
CONTINUATION OF REZONING CASE NO
AVENUE MIYAKE SAWADA AND
Chairman Nunes remin•e. those In attendance that the public hearing for the
rezoning case Is closed, and the matter Is up for discussion by the Commission
members.
Director Gallop advised that in reviewing the materials received on the
Environmental Impact Report, he has yet to find any place where it Is recommended
that rezoning should require an Impact Report. He pointed out that generally re-
zoning Is accomplished for purposes of development, and at that point we actually
find out what the environmental impact will be. He advised that he had talked with
City Attorney Shlpsey, and they are both of the opinion that an impact report in
connection with rezoning should not be required since it would not accomplish any-
thing. Director Gallop further pointed out that the Commission can change the re-
quested zoning to any zone that is more restrictive, such as R-1 or R-2 If they
so desire. Director Gallop reviewed the dwelling unit densities under present
census reports as follows:
R -1 District - 3.18 persons per dwelling unit
Condominiums and Apartments - 2.3 persons per dwelling unit
Mobilehomes - 1.9 persons per dwelling unit
This lnforrnatlon.was given to the Cornmieslon for guidance If they wished to
establish a maximum number of units per acre as part of the rezoning with the "D "
override,
Mr. Aioke, representative for the developers, was present and stated it
would be very difficult for them to compute how many dwelling units per acre
would be feasible because so much hinges on how fast the units would sell. He
advised the density allowed in the district is 12 and they felt this would be
too high, therefore, they cut It down to 10. He further advised If they are
cut down to less than 8 units per acre, they might as well go Rwl development.
Mr. Aioke suggested that since the property owners across the creek are the
main segment In opposition with this type of development, If putting a buffer
zone between them and the condominium development would be acceptable.
In answer to the question regarding the buffer one such as R - 1, Director
Gallop advised this could be done, however, It might be difficult to design an
R-1 subdivision economically In a buffer situation and still leave the strrambed
area available to everybody. He suggested the possibility of permitting more
density either In the front or to the east, and keeping the streambed open as
o buffer, rather than e lighter density buffer.
Mr. Berryhill stated, in his opinion, this Is a very unique piece of ground
and that he feels the proposed development as presented Is very distasteful,
and possibly the developer has gotten off on the "wrong foot" In the Initial
presentation. He stated he would like to see one of the condominium develop-
ments put In by this developer. Director Gallop pointed out that until the
developers have certain restrictions and guidelines to go by It would not be
feasible for them to put out the kind of money it taros to actually design the
type of condominiums that would fit the property, and reminded the Commission
that they would have .much more "muscleg in the approval of P1 &nned Development
than In an R -1 subdivision. Condominiums in either'distriet would require a
Use Permit and the Commission would have to approve it as a Use Permit and a
subdivision, and could condition the Use Permit as has been done In the past,
for the developer to come back to the Commission before' ftnaF approval of the
plans.

Commissioner St. Denis commented that R -G zoning would give more control to
the City by limiting density, and as far as access, that Fair Oaks Avenue is a
major street. He pointed out that all utilities in the area are capable of handling
higher density, and the main concern he had is what the development is gong to look
like, Commissioner Jones pointed out that Mr. Aioke indicated a willingness to
dedicate property along the streambed, and more than what normally would be required,
and as far as any type of development in there, it is going to come sometime because
the owners can °t afford to hold it the way it is.
With regard to the "D" override, Director Gallop advised that it can be
applied to the zoning with respect to density and height of the structures, and
by the time the case reaches the City Council, the "D override will be in force.
He stated he didn't think the "D" override could be applied pertaining to the trees.

RESOLUTION OF THE CITY OF ARROYO GRANDE PLANNING COMMISSION
RECOMMENDING AN AMENDMENT TO THE MUNICIPAL CODE OF THE CITY
OF ARROYO GRANDE AS PROVIDED BY CHAPTER 4, ARTICLE 21, OF
SAID CODE.
On motion by Commissioner St. Denis, seconded by Commissioner Jones, and on
the following roll call vote, to wit:
Commissioners Jones and St. Denis
Commissioners Berryhi1l and Chairman Nunes
Commissioners Gullic.kson, Pope and Porter
the foregoing Resolution was defeated this 17th day of October, 1972.
In view of the above action, on motion by Commissioner Jones, seconded by
Commissioner St. Denis, and unanimously carried, the rezoning case was held over
to the next meeting of the Commission when more members will be present.
PUBLIC HEARING - REVERSION TO ACREAGE , BRANCH STREET AND WESLEY AVENUE (CERTIFIED
FREIGHT LINES.
Director Gallop .stated that this matter was reviewed for the Commission at
the last meeting, and\that the map has been checked for existing easements and
rights -of -way which might be lost in the approval of the map. Director Gallop
reviewed the map for the Commission, noting the easement for public utilities.
He advised that by adopting this map and recommending to the City Council that
it be recorded, all previous division of the property is wiped out, resulting
in one description, with easements as indicated on the map. This process will
eliminate the awkward legal description and assist in easier identification of
the property.
RESOLUTION NO. 72-270
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE RECOMMENDING THAT THE C I T Y COUNCIL
ACCEPT AND RECORD A "REVERSION TO ACREAGE" MAP,
the foregoing Resolution was adopted this 17th day of October, 1972.
Upon being assured by Director Gallop that public hearing for reversion
to acreage had been duly published, Chairman Nunes declared the hearing open.
No discussion for or against the proposed reversion to acreage, Chairman Nunes
declared the hearing closed, and the following action was taken:

STUDY SESSION
South Count General Plan
Mr. Frank Heinsohn, of the County Planning Department, was, present to discuss
the proposed Land Use Plan for the Oceano- Halcyon area as it affects Arroyo Grande
Mr. Gallop stated that the matter had been discussed previously at the Coastal
Valley Planning Council meeting and he had requested that Mr. heinsohn appear at
the Arroyo Grande Commission meeting for discussion of the plan, with particular
reference to the "county pocket" area along Valley Road and Arroyo Grande Creek
south of the City.
Mr. Heinsohn noted that the smaller areas indicated in yellow were projected
as low density single family development, however, the area which is presently
occupied primarily by walnut orchards and some row crops, was indicated as light
agricultural use in the County General Plan,
Mr. Gallop pointed out that the Arroyo Grande General Plan is proposed
for amendment, but indicates this area for low density rather than a.r i c :col turn l ,
and felt that the two plans should be similar to eliminate any possible problems
at a future date. After discussion, on='rrrotion by Commissioner St. Denis,
seconded by Commissioner Berryhill, and unanimously carried, the County was
requested to change the South County General Plan as follows:
a. That the area south of the City limits in the 0 °pocket 7 ° between
the Arroyo Grande Creek and the east city limits be indicated as
low density residential,and
b. the area southerly of the existing mobilehome parks, easterly of
Halcyon Road to the Arroyo Grande Creek be classified from low
density residential to agricultural.
Mr. Heinsohn noted these changes for County staff consideration.
ENVIRONMENTAL IMPACT REPORTS
The Planning Director reviewed briefly for the Commission the present
status of "Environmental Impact Reports" and stated that he hoped to have a
proposal ready for the City Council at their regular meeting of October 24th.
He reviewed the procedure adopted by the City of San Luis Obispo and noted
that the proposal he was developing was based upon this accepted procedure.
MOBILEHOME AND TRAVEL TRAILER PARK RESOLUTION
Because of the hour, Chairman Nunes requested this matter be put over
to the next meeting.

unanimously carried, the regular meeting of November 7, 1972 was ca,nce:iled,
and the meeting adjourned at 9:L5 P.M. to November 8, 1972.. at 7:30 P.M. in
the Council Chambers.
