September 19, 1972
The Arroyo Grande Planning Commission met in regular session with
Chairman Nunes presiding. Present are Commissioners Jones, Berryhill, Pope,
and St. Denis. Commissioners Gullickson and Porter are absent. Also in
attendance are City Administrator Butch and Planning Director Gallop.
MINUTE APPROVAL
The minutes of the adjourned meeting of August 29th and regular
meeting of September 5, 1972 were approved as prepared on motion by Commissioner
Berryhill, seconded by Commissioner St. Denis, and unanimously carried,

Planning Director Gallop noted that because of the conditions of the
Use Permit and the Lot Split, the permit had not yet been utilized and, therefore,
recommended that the Commission consider a 90 day extension for review. After
discussion, on motion by Commissioner Jones, seconded by Commissioner St. Denis,
and carried, that Use Permit Case No. 72-194 be given a 90 day extension for
review at that time,
JOINT STUDY SESSION WITH THE CITY COUNCIL
Council members present are Mayor Schlegel, Councilmen Wood, de Leon,
Talley and Millis,
Mr. Butch noted that Dick Blankenberg was temporary Chairman of the
new "Congress for Community Progress ", which is being sponsored jointly by
the Chanber of Commerce and P. G. and E., and Mr. Blankenberg invited all
those present to attend the first meeting to be held September 28th at the
High School, and requested participation if at all possible.
He noted that probably "Congress Day" would be the latter part of
January, or perhaps early February,
TENTATIVE SUBDIVISION TRACT 462 AND 463 - REVIEW
Planning Director Gallop noted that, in the future, as tentative maps
are approved by the Planning Commission, they would be forwarded to the City
Council for informational purposes. The Planning Director noted it appeared
that in the future State Legislation was going to require the Planning
Commission to hold public hearings on all tentative maps, and perhaps the
City Council; and also that the City Council would have to acknowledge all
tentative maps as well as the Commission; that new legislation now requires
subdivisions of 50 lots or more to be accompanied by an "Environmental
Impact Report" which must be sent to Sacramento for the State's review. In
addition, new legislation will probably permit anyone to appeal conditions
placed on a subdivision, whereas at the present time only the developer has
a right to appeal.
The Planning Director reviewed the two maps, noting locations,
conditions placed upon the maps, types of development, etc. After presen-
tation of the two developments, the two maps were discussed by the Commission
and Council.
ZONING ORDINANCE AND MAP CHANGES
The Chairman requested the Planning Director to review the recommended
changes in the Zoning Ordinance and Map.
Planning Director Gallop noted that the majority of the changes were
correcting oversights, "bugs ", and updating to current standards. However,
the major changes involved was the elimination of the Freeway Servise "F-S"
District, which was being recommended to change to Highway Service "H-S"
District; the inclusion of a " -D" Combining Design District to be used to
control special uses such as mobilehome parks in the R-3 District, to
establish view controls where desirable, and other such controls that could
not otherwise be obtained.
Director Gallop also reviewed the proposed small animal project for
F.F.A., 4 -H, and other such groups. After discussion of the various items
by the joint Council /Commission, the following changes were approved and
Director Gallop was requested to prepare an addendum on these items:

a. The elimination of the requirement that a youngster belong
to a youth group in order to have a small animal or fowl
project in the City,
b. That the definition of square footage of free standing sign
faces be more definitive to prohibit undesirable sign structures.
After discussion of the Ordinance, the Planning Director reviewed the
map, indicating areas of recommended changes. Following this presentation,
the matter was opened up for general discussion.
Mayor Schlegel noted that he felt the joint meeting had been very
productive.
ADJOURNMENT
There being no further business, Chairman Nunes declared the meeting
adjourned at 10 :10 P.M.
