PLANNING COMMISSION
AUGUST 29, 1972
The Planning Commission met in regular adjourned meeting with Chairman
Nunes presiding. Present are Commissioners Berryhill, Gullickson, :Pope, Porter
and St. Denis, Commissioner Jones is absent. Also in attendance are Planning
Director Gallop and City Administrator Butch,
APPROVAL OF MINUTES
Minutes of the regular meeting of August 15,.1972, were approved as pre-
pared on motion by Commissioner Gullickson, seconded by Commissioner St. Denis,
and unanimously carried.
PUBLIC HEARING -
INTERIM OPEN SPACE ELEMENT OF THE GENERAL PLAN
The. Planning Director reviewed the preliminary "Open Space" Element of
the General Plan stressing that this is an interim plan and that a final plan
must be adopted not later than July 31, 1973. He stressed that the content
of the plan was primarily for the outlining of the basis on which identifica-
tion of open space will be made a review of current tools available and new
ordinances that will be needed to implement the program.
After review, the Chairman opened the public hearing requesting anyone
wishing to speak for or against be recognized and after no one expressed an
interest in being heard, the public hearing was closed. After a short dis-
cussion by Commission Members, the following action was taken:

OF ARROYO GRANDE ADOPTING THE INTERIM OPEN SPACE
ELEMENT OF THE GENERAL PLAN.
On motion of Commissioner Porter, seconded by Commissioner Pope, and by
the following roll call vote, to wit:
AYES: Commissioners Berryhill, Gullickson, Pope, Porter, St. Denis
and Chairman Nunes.
NOES: None.
ABSENT: Commissioner Jones.
the foregoing Resolution was adopted this 29th day of August,.1972.
PUBLIC HEARING - PROPOSED AMENDMENTS TO ZONING ORDINANCE AND MAP
The Chairman requested Planning Director Gallop to review the proposed
changes in the text of the Zoning Ordinance. The Planning Director read the
prepared amendments and Addendum 1 and explained each of the changes as it
affected the present ordinance. After the review, the Chairman opened the
public hearing for discussion of the portion of the proposed zone changes as
reviewed by the Planning Director.
Albert Browne, P. O. Box 190, Arroyo Grande, asked the reason why some
of the R-A-B-3 is being changed to "A" Agricultural on the map stating that
he had only heard of this proposal after reading the paper on Monday evening.
The. Planning Director explained that the Commission had requested considera-
tion of using the agricultural zone as a "holding .zone" so that the R-A-B-3
could be considered as a effective zone district, The Commission has in the
past considered the RA as a holding zone but it was never expressly stated
so in the ordinance. The Commission felt the RA should be considered for a
precise zone only, and also stated that the primary difference between R-A-
B-3 and the "A" zone was one acre minimum lot sizes in the R-A-B-3 and a two
acre minimum in the "A". Director Gallop also stated that in general any
large parcel of property would require rezoning for development purposes and
it was felt that the minimum lot size would not have an adverse affect, since
only the larger parcels of property in the City were being considered for re-
zoning to Agriculture.
Mr. Browne stated that he would like to ask the Commission to consider
postponing the action until he and the Boltons,whom he also represented,
would have an opportunity to review the "A" rezoning.
Mr. Lovasz, 990 Highway 101, Arroyo Grande, was present and expressed
the same concern.as Mr. Browne, and also asked the continuance to give him an
opportunity to consider the action.

Mr. Neil Wilhoit,,357 Tally Ho Road, Arroyo Grande, asked if the east
area of the City was being changed to the "A" zone and the Planning Director
indicated on•the map that it was not being changed.
Mr.. Ralph Richards, 151 Alder St., Arroyo Grande, asked if it would be
possible to add a condition to the zoning ordinance which would require side-
walks being installed whenever a piece of property changed hands.
Mr. Rob Plum was present and spoke supporting the proposed junior
agriculture program being; recognized by zoning stating that he felt that this
would be a method whereby youngsters could be made aware of their responsi-
bility in City Government and particularly how zoning would affect them.
The Chairman closed the public hearing on the text portion and requested
that the Planning Director review the‘zone map changes. The Planning Director
reviewed the changes noted on the map stating that only the areas indicated
in color were proposed for change. After reviewing the map, the Chairman
reopened the public hearing and hearing no further discussion on the pro-
posed changes of the text or map, closed the hearing.
After general discussion, of the proposals, Commissioner Porter moved
that the Commission table the decision on the matter until the next regular
meeting of September 5, 1972, to allow Mr. Browne and Mr. Lovasz time to con -
sider the rezoning affect. Motion was seconded by Commissioner Gullickson,
and unanimously carried.
ADJOURNMENT
There being no further business before the Commission, on motion by
Commissioner Porter, seconded by Commissioner St. Denis, and unanimously
carried, the meeting was adjourned at 9 :15 P.M.
