Arroyo Grande Planning Commission
August 15, 1972
The Arroyo Grande Planning Commission met in regular session with
Vice Chairman Jones presiding. Present are Commissioners Berryhill,
Gullickson, Pope and St. Denis. Chairman Nunes and Commissioner Porter are
absent. Also in attendance are Councilman Talley and City Administrator Butch.
MINUTE APPROVAL
On motion by Commissioner Berryhill, seconded by Commissioner Pope,
and unanimously carried, the minutes of the special meeting of August 3,
1972 were approved as prepared.
LETTER FROM MR. PETE NETTO RE: USE PERMIT CASE NO. 71-182 USED CAR SALES LOT
ON BRISCO ROAD,
Administrator Butch reviewed that at the June 20th Planning Commission
meeting, the Commission requested review of the Use Permit issued to Mr. Netto
for a used car sales lot on Brisco Road, citing the fact that certain con-
ditions of the Use Permit had not been complied with.
Mr. Netto was present and advised the Commission that when he leased
the property, he thought that the lot was included in the lease, but under-
stands. now that the only lease he has is on the building. He stated he has
cleaned the lot up as best he can, but does not feel he can afford to spend
a thousand dollars, more or less, to improve the property and then have to
move out as soon as the property is sold.
COMMISSIONER PORTER ENTERED THE MEETING DURING THE ABOVE DISCUSSION,
Mr. Netto also indicated that he is looking for a different location
for his business and would definitely be off of the property within one year.
After discussion, and recognizing the temporary use of the property,
on motion by Commissioner Porter, seconded by Commissioner Berryhill, and
unanimously carried, the Planning Commission agreed to allow Mr. Netto to
conduct his business under the present conditions until the Use Permit is
reviewed in December 1972, and at that time the Commission will consider
either granting an extension of time or possible revocation if the conditions
of the Use Permit cannot be met.

GRAND AVENUE m VENDING MACHINE BUILDING (R. DUGANZ
Administrator Butch advised that this matter was brought before
the Commission July 18, 1972, at which time the Commission made a determi-
nation that a Coin Operated Refreshment Stand in connection with an establish-
ed service station is a permissive use in the Freeway Service District subject
to Use Permit procedure.
Upon being assured by Administrator Butch that public hearing for
Use Permit Case No. 72 -197 had been duly published, posted and property
owners notified, Vice Chairman Jones declared the hearing open.
Mr Robert Dugan, operator of the service station, was present
and stated that even more vacationers have hit the freeways since the 1st
of August making it more evident that something should be done about the
situation because of the littering problem. He advised that the way the
vending machines are located now, the trash containers cannot be kept
adjacent to the machines. Mr. Dugan further advised that, in his opinion,
placement of the building for the vending machines adjacent to the curb
would clean up the area and that it would be policed daily.
No further discussion for or against the proposed Use Permit,
Vice Chairman Jones declared the hearing closed. After a brief dis-
cussion by the Planning Commission, the following action was taken:

ADJOURNMENT
There being no further business before the Commission, the meeting
was adjourned at 7 :55 P.M. to August 29, 1972 at 7 :30 P.M.
