PC Minutes 1972-02-15Arroyo Grande Planning Commission February 15, 1972 The Arroyo Grande Planning Commission met in regular session with Chairman Schultz presiding. Present are Commissioners Bowles, Berryhill and St. Denis. Commissioners Jones, Nunes and Porter are absent. Also in attendance are City - Administrator Butch and Planning Director Gallop. MINUTE APPROVAL The minutes of the regular meeting of February 1st, 1972 were approved as prepared on a motion by Commissioner Berryhill, seconded by Commissioner Bowles, and unanimously carried. COMMISSIONER NUNES ENTERED THE MEETING TRACT NO. 453 OPTIONAL DESIGN STANDARDS A letter addressed to the Commission by Garing and Taylor, Engineers for Tract 453, Tally Ho Estates, was reviewed, which incorporated a request to exercise the Optional Design Standards as set out in Section 3.5 of the Subdivision Ordinance. The Planning Director reviewed the referenced section, explaining the intent of the Optional Design, and indicated that the preliminary map on Tract 453 show the lots would average approximately 5,000 square feet, but could be reduced to 4500 square feet under the Optional Standards. The map also indicated a four acre, plus or minus, open space -green belt along the westerly side of the property, which is quite steep, and the Planning Director indicated that he had recommended this treatment to preserve this steep property and not permit it to be broken down by cut and fill for lot development. The Planning Director noted that by using a rule -of -thumb guage of 42 lots per gross acre, the indicated number of lots on the Subdivision would be below the normal anticipated number of lots. Planning Director Gallop pointed out that the map submitted would not necessarily be the map approved under these Standards, but the action of the Commission at this time would permit the developers to proceed with their plans, and would permit the staff to work with the developers to obtain the best possible subdivision and building sites. After discussion, on motion by Commissioner Nunes, seconded by Commissioner Bowles, and unanimously carried, the Commission approved that the developers of Tract 4 53, Tally Ho Estates, be permitted to pursue the Optional Design Standards, Sec. 3.5 of the Subdivision Ordinance and recommended that the City Council approve use of the procedure. COMMISSIONER PORTER ENTERED THE MEETING DURING THE ABOVE DISCUSSION. PUBLIC HEARING - USE PERMIT CASE NO. 72 -187, SEVENTH DAY ADVENTIST CHURCH 240 VERNON AVENUE - EDUCATIONAL BUILDING. A request by the Seventh Day Adventist Church to construct a new educational building to be used in connection with the church and parochial school, and the new building to be approximately 60 x 100 feet, and will be located generally easterly of the existing structures. Upon being assured by Director Gallop that public hearing for Use Permit Case No. 72 -187 had been duly published, posted and property owners notified, Chairman Schultz declared the hearing open. Mr. R. P. Axtell, representative of the Seventh Day Adventist Church, spoke in favor of granting the Use Permit and explained the intent and the use of the building. No further discussion for or against_ the proposed Use Permit, Chairman Schultz declared the hearing closed and_the following action was taken: RESOLUTION NO. 72 -239 U RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A`USE PERMIT, CASE NO. 72 -187. On motion of Commissioner St. Denis, seconded by Commissioner Berryhill, and on the following roll call vote, to wit: AYES: Commissioners Bowles, Berryhill, Nunes, Porter, St,Denis and Chairman Schultz 407 408 Arroyo Grande Planning Commission, 2 -15-72 Page 2 NOES: None ABSENT: Commissioner Jones the foregoing Resolution was adopted this 15th day of February, 1972. CARPINTERIA STUDY SESSION Mr. Butch informed the Commission that there would be a study session by various cities and counties concerned with Coastal Planning to be held in Carpinteria on February 25th from 1 :00 to 5:00 P.M. He noted that the Council could not be represented and asked if one of the Commission members could represent the City, Commissioner Nunes indicated he would see if he could be cleared and if so, would inform Mr. Butch of his availability. HIGHWAY 227 STUDY SESSION Mr. Butch informed the Commission that the Council had approved a study session on relocation of Highway 227 for 7 :30 P.M. Tuesday, February 29th in the Council Chambers, and that all Commission members are welcome to attend if interested. STUDY SESSION There being no further business, the Chairman opened the meeting to a study session of proposed Zoning Ordinance changes.
