January 18, 1972
The Arroyo Grande Planning Commission met in regular session with Chairman
Schultz presiding. Present are Commissioners Jones, Nunes and St. Denis.
Commissioners Bowles, Berryhill and Porter are absent. Also in attendance are
Mayor Levine and Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Nunes, seconded by Commissioner St. Denis, and
unanimously carried, the minutes of the regular meeting of January 4th, 1972 were
approved as prepared.
LEAGUE OF CALIFORNIA CITIES - INSTITUTE FOR PLANNERS
Director Gallop advised there is sufficient money for two Commission members
to attend the League conference and that after reviewing the material, he feels it
would be an outstanding program and well worth the time if two of the Commissioners
could attend. He further advised that February 9th is the deadline for registration.
Director Gallop also advised the Commission that the League of California
Channel Counties Division Meeting will be held in Santa Maria on February 10th,
and asked that reservations for this meeting be made prior to February 3rd.
PUBLIC HEARING - USE PERMIT CASE NO, 72 -187, 8 UNIT APARTMENT BUILDING, 209 SO,
HALCYON ROAD (ROBERT E. FLORA).
Director Gallop advised the plans for the apartment building have been
approved by the Architectural Committee, and that it does meet the requirements of
the District.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 72 -187 had been duly published, posted and property owners notified, Chairman
Schultz declared the hearing open.
In answer to Mr. Landsman's question regarding location of the proposed
apartment in relation to the Jade and Onyx apartments on Halcyon, and if there were
any problems with these apartments, Director Gallop advised the proposed apartment
development is north of the Jade and Onyx Apartments, and there has never been any
problems with any of the apartments.
No further discussion for or against the proposed use permit, Chairman Schultz
declared the hearing closed, and the following action was taken:

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE GRANTING A USE PERMIT, CASE NO, 72 -187.
On motion of Commissioner Nunes, seconded by Commissioner Jones, and on the
following roll call vote, to wit:
AYES: Commissioners Jones, Nunes, St. Denis and Chairman Schultz
NOES: None
ABSENT: Commissioners Bowles, Berryhill and Porter
the foregoing Resolution was adopted this 18th day of January, 1972.
PUBLIC HEARING - USE PERMIT CASE #72 - 188, BEACON OIL CO. 608 GRAND AVE. - CAR WASH
Director Gallop advised that a car wash facility had been developed on this
same site several years ago, and the fire wall on the east property line,and the
slabs and sumps are still in place, however the•structure.has been. removed.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 72-188 had been duly posted, published and property owners notified,
Chairman Schultz declared the hearing open.
Director Gallop pointed out that the use had been before the Architectural
Committee and was approved with conditions by them.
Mr. Don Crockett, 604 Grand Avenue'stated he was opposed to the car wash
for reasons of traffic problems on Grand Avenue, and also when the car wash was
in operation a few years ago, there was debris and trash on his property constantly
and the previous owners were not cooperative in maintaining the car wash. Mr.
Crockett also objected to the location of the vacuum cleaner being only 3' from

his house, which was operating from 6 :30 a.m. to late at night. He further mentioned
that his mother, Mrs. Crockett, co-owner of the property at 604 Grand Avenue, is
also opposed to the car wash; and Mrs. Brazil, who lives behind him, said that the
service station and the noise has created problems and caused some of her renters to
move. Mr. Crockett concluded that he was opposed to Use Permit Case No. 72 -187, and
also Use Permit Case No. 72 -188.
Mr. Joe Gomes representing the Beacon Oil Company, asked Mr. Crockett if he
has had any problems with litter in the yard since the remodeling of the station.
Mr. Crockett stated the property has definitely improved since Beacon has taken it
over. Mr. Gomes indicated they would be willing to relocate the vacuum cleaner so
it would not disturb the property owners. He stated the hours of operation would be
during normal operating hours of the service station, and that it is not a 24 hour- -
operation. He also advised that the type of equipment they propose to use is not
noisy.
No further discussion for or against the proposed use permit, Chairman Schultz
declared the hearing closed.
In answer to Commissioner Nunes° question, Mr. Gomes clarified that the car
wash will be strictly coin operated, will be maintained by the dealer, and will
function as a part of the service station. Mr. Gomes stated that as far as the
vacuum cleaner is concerned, it could be located in the rear of the property or
possibly could be mounted in the planter area.
After further discussion,the following action was taken:

PUBLIC HEARING - USE PERMIT CASE NO. 72 -189. BEACON OIL CO. 608 GRAND AVE. - FREE
STANDING SIGN
Director Gallop stated that the request for the free standing sign is in
connection with the facility just approved. He advised the sign application in-
dicates 12' clearance from grade; that the sign face is 4' x 8° or 32 square feet,
16' overall in height, and both the overall height and face are within the limits
of the District.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 71 -189 had been duly posted, published and property owners notified,
Chairman Schultz declared the hearing open.
Mr. Crockett, 604 Grand Avenue, inquired if the sign couldn't be attached
to a present free standing sign they have or attached to the roof or cover they
have over the pump islands rather than setting up a new free standing sign
adjacent to his property. He advised that the lights from the previous sign shone
in his windows at night.
Mr. Gomes, representing Beacon Oil Company, stated the existing sign is an
identification sign and just below it there is a price sign. He further advised
there is no way they can affix the proposed sign to the present sign without re-
designing the entire sign to make it look at tractive. Mr. Gomes stated the sign
would only be on during the station's hours of operation. It was pointed out that
the old sign referred to by Mr. Crockett was quite high and approximately 8 ft. by
25 ft.

Schultz declared the hearing closed, and the following action was taken:

ORAL COMMUNICATIONS
Mr. Bernard Landsman read excerpts from an article in the Wall Street Journal
and commented on same. He related his feelings to the Commission to the effect that
they are the guardians of the citizens and it is their responsibility to control
development within the City.
Mr. Matthew Gallagher asked if there has been any determination on the
matter of sidewalk, curb and gutter on North Halcyon. He was advised by Chairman
Schultz that a report from the Police Department is still pending.
Mr. Gallagher also inquired if there are any Use Permits still under the old
code. Director Gallop advised That there quite a number of them, and g study was
made of all Use Permits outstanding and they were found to'be in compliance with
conditions established. He further advised that Use Permits are valid until they
have been terminated by non -use after a period of six months.

There being no further business before the Commission, on motion of Commissioner
Nunes, seconded by Commissioner St. Denis, and unanimously carried, the meeting was
adjourned at 8:40 P.M.
