PC Minutes 1971-05-18Arroyo Grande Planning Commission May 18, 1971 The Planning Commission met in regular session with Chairman Moss presiding. Present are Commissioners Nunes, St. Denis and Schultz. Commissioners Bowles, Porter and Strother are absent. Also in attendance are City Administrator Butch and Planning Director Gallop. MINUTE APPROVAL On a motion by Commissioner Nunes, seconded by Commissioner St. Denis, and unanimously carried, the minutes of the regular meeting of May 4, 1971 were approved as prepared. REQUEST FOR ANNEXATION - JOHN F. MUDGE Director Gallop advised the request by Mr. Mudge is to annex a parcel of property easterly of the City and within the existing County "pocket ", and that there are four I o nerships between the subject property and the city limits. He further advised that ince receiving the request from Mr. Mudge, a second request for annexation has been eceived from Mrs. Helen Coletto, who owns the parcel immediately west of the subject roperty and within the "pocket ". He pointed out that since this property is in a ocket of the City which has now been annexed, he felt this would be a reasonable annex- ation. He further pointed out that it would be up to Mr. Mudge and Mrs. Coletto to contact the other property owners to get adequate participation. It was pointed out that this area is, basically, now receiving city services, that the area is being included in the design for the new sewer district, and that the only additional services that would be required would be police and fire services. After discussion, on motion of Commissioner St. Denis, seconded by Commissioner Schultz, and unanimously carried, that a recommendation be made to the City Council that the area under petition be approved for annexation to the City. COMMISSIONER PORTER ENTERED THE MEETING DURING THE ABOVE DISCUSSION. INFORMATION REGARDING GROVER CITY PLANNING COMMISSION ACTION Director Gallop advised, as information to the Commission, that at the last meeting of the Grover City Planning Commission, a zone change from C -1 to Highway Service of property adjacent to 18th Street and El Camino Real and the City of Arroyo Grande was approved and recommended to the City Council, for construction of a service station. He pointed out that access to the service station would necessarily be over City of Arroyo Grande property, which is presently zoned as Freeway Service.. , With regard to the Coastal Valley Planning Council recommendation that 18th Street - Central Boulevard - Oak Park Road be changed to Oak Park Boulevard, Director Gallop advised that the Grover City Planning Commission held a public hearing on the recommended change, with a recommendation to the City Council that the name change be approved. The Commission discussed the name change in Arroyo Grande, and it was agreed that no action would be taken at this time pending action of the Grover City City Council. PUBLIC HEARING - DEVELOPMENT PLAN NO. 5 - NELSON STREET EXTENSION Director Gallop outlined the plan worked out by staff for the possible extension of Nelson Street, and advised that a Development Plan is merely a guideline to anyone I o owns the property for possible future development plans. Upon being assured by Director Gallop that all property owners involved had been vised of the public hearing, Chairman Moss declared the hearing open. Mrs. Mabel Mallory, representing her daughter Violet Holmes, Mrs. Elsie Wilkes, 2601 Adams St., Long Beach, and Mrs. Betty Hawkins, 512 Ide Street, were present and stated they were opposed to the Development Plano Director Gallop again pointed out that the development plan does not mean that the property owners have to breafit their property up in any way whatsoever. He stated that if, and when, sometime in the future the property should be sold for building sites, this plan would merely be a guideline. No further discussion for or against the proposed Development Plan No. 5, Chairman Moss declared the hearing closed. After discussion, the following action was taken: 349 Arroyo Grande Planning Commission, 5 -18 -71 Page 2 RESOLUTION NO. 71 -196 DP A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE ADOPTING DEVELOPMENT PLAN NO. 5. On motion of Commissioner Nunes, seconded by Commissioner St. Denis, and on the following roll call vote, to wit: AYES: Commissioners Nunes, Porter, St. Denis, Schultz and Chairman Moss NOES: None ABSENT: Commissioners Bowles and Strother the foregoing Resolution was adopted this 18th day of May, 1971. Chairman Moss informed those present that anyone has the right to appeal this decision to the City Council within ten (10) days, and further explained that it is not mandatory that the property be developed in this way, but that this is merely a guideline. PUBLIC HEARING - USE PERMIT CASE NO. 71 -170, SHELL OIL COMPANY, 222 GRAND AVENUE - SIGN Director Gallop advised that Shell Oil Company has made application for a free standing sign in an F -S District on property recently purchased by them, which is lo- cated on the northeast corner of Highway 101 and Grand Avenue, and westerly of West Branch Street. He advised that the sign, both in height and in size of face, are within the limits of the district, and that the property has already received archi- tectural approval by the Architectural Committee, including landscaping requirements on three sides, plus the "V" shaped area in the rear. Upon being assured by Director Gallop that public hearing for Use Permit Case No. 71 -170 had been duly posted, published and property owners notified, Chairman Moss declared the hearing open. Mr. Don Benedict, representative of Shell Oil Company, was present and submitted a picture of the proposed sign for the Commission's consideration. No further discussion for or against the proposed Use Permit, Chairman Moss de- clared the hearing closed, and the following action was taken. RESOLUTION NO. 71 -197 U RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO. 71 -170. On motion of Commissioner Nunes, seconded by Commissioner Schultz, and on the following roll call vote, to wit: AYES: Commissioners Nunes, Porter, St. Denis, Schultz and Chairman Moss NOES: None ABSENT: Commissioners Bowles and Strother the foregoing Resolution was adopted this 18th day of May, 1971. PUBLIC HEARING USE PERMIT CASE NO. 71 -171. ST. PATRICK'S CHURCH 555 FAIR OAKS AVENUE COMMISSIONER PORTER REQUESTED TO BE EXCUSED BECAUSE OF POSSIBLE CONFLICTING INTERESTS. Director Gallop advised that the Church has purchased property which has front- age on both Valley Road and Fair Oaks Avenue, and that the Use Permit requests approval of a preliminary development of the property, and including ultimate use as well, including church, school, hall, convent, rectory, library, offices and playground. If the Use Permit is approved, Director Gallop recommended that each segment be brought back before the Commission for approval, and further advised that if the Use Permit is approved, then any of the uses indicated on this plan would be permitted if the construction of any development is started within one year of the date of approval. Upon being assured by Director Gallop that public hearing for Use Permit Case No. 71 -171 had been duly posted, published and property owners notified, Chairman Moss declared the hearing open. As there was no discussion for or against the pro- posed Use Permit, Chairman Moss declared the hearing closed. !Arroyo Grande Planning Commission, 5 -18 -71 Page 3 There was a brief discussion of possible traffic problems at the intersection of Valley Road and Fair Oaks Avenue, and Administrator Butch advised that this area is under the TOPICS program and is being considered for traffic lights.
