February 2, 1971
The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Bowles, Nunes, Schultz, and Strother. Commissioners Porter
and St. Denis are absent. Also in attendance are Councilwoman Thompson, Councilman
Wood, City Administrator Butch and Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Nunes, seconded by °Commissioner Schultz, and
unanimously carried, the minutes of the regular meeting of January 19, 1971 were
approved as prepared.
LOT SPLIT COMMITTEE REFERRAL FOR VARIANCE IN LOT SPLIT CASES NO. 71 -124, 71 -125 and
71-126 (ALFRED KEAT)
Director Gallop referred Commission members to the map received with the agenda
material, indicating the three lots in question on Spruce Street between Cedar and Ash
Streets. He advised that the petitioner has requested that these three parcels be split
identically into four parcels each, two of which would have a 621 ft. frontage, and
that the Lot Split Committee approved the split subject to approval of a deviation by
this Commission from the 70 ft. frontage required by the Zoning Ordinance. He noted
that the two front parcels do contain an excess of the number of required square feet
in the District, which is 7,000.
COMMISSIONER ST. DENIS AND COMMISSIONER PORTER ENTERED THE MEETING
Director Gallop advised that the petitioner would like to develop these parcels,
with five duplexes, however, in order to do this as indicated, the fifth duplex would'
straddle the property line at the rear of the property, and the zoning ordinance re-
quires a five foot setback from the property .line and, under that condition, thIs:.coiald
not be accomplished, however, there'is a'sectIon.in. the :Subdivision Ordinance which
could take effect if the Commission wishes, under Sec. 3.5 "Optional Design and Improve-
ment Standards ". Director Gallop further stated that if the Commission feels that the
development plan which the developer is presenting is acceptable under the Lot Split,
then this building could be constructed straddling the property line. There would be
no increase of density and the percentage of space as required in the R -G District
would be met.
Mr. Autry, partner of Mr. Keat, was present and advised the request is some-
thing they felt would be an improvement to the development. He stated it would be
possible to build a triplex on each rear parcel, but the appearance wouldn't be as
good.
Chairman Moss stated that by granting a variance in this case would be, in
his opinion, granting a special privilege not granted to anyone else, and that no
hardship is,created because shape, size, topography of the lot. Director Gallop
advised that a condition has been created by the' Lot Split Committee in past action
by requiring a minimum of 25 ft. drive as part of the rear parcels rather than
easements. Director Gallop further advised that there are conditions existing in
the area which are more or less compatible to the one being requested.
After discussion, on motion of Commissioner St. Denis, seconded by
Commissioner Schultz, motion carried with two "no" votes, that the deviation be
approved, with the requirement that the lots be increased to meet the 7200 square
foot minimum requirement of the District.
With regard to the matter of the fifth duplex straddling the property line,
it was recommended that this item be included as an agenda item for the next
Commission meeting.
PUBLIC HEARING - USE PERMIT CASE NO. 71 -167, THE TRAILER H[TCH, 1230 GRAND AVENUE
FREE STANDING SIGN (HAROLD HOWARD AND JOHN PEPPER).
Director Gallop advised the Use Permit request is to erect a free standing
sign. The Plans indicate sign to be 4'x 6' with an overall height of 15 ft.,
placed on two poles with attachments below the primary sign indicating trade names
of vehicles being sold. Plans submitted indicate no encroachment and no illumi-
nation, and the sign is painted on both sides, is plywood, and all dimensions fall
within maximum permissive measurements of the District.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 71 -167 had been duly published, posted and property owners notified,
Chairman Moss declared the hearing open.

Mr. Harold Howard, 508 Launa Lane, was present and stated they had considered
a routed redwood sign as suggested by the Planning Director, but they decided it
wouldn't work because the lettering doesn't show up at a distance, and also the
expense is prohibitive at this time and, therefore, they request that the sign
stand as applied for.
Director Gallop pointed out, as general information, that this use went into
the property by Use Permit, and the petitioners have met all conditions of the
original use permit.
No further discussion for or against the proposed Use Permit, Chairman Moss
declared the hearing closed.
Chairman Moss pointed out that a 6' clearance from grade has been required on
signs.
After further discussion, the following action was taken:

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE GRANTING A USE PERMIT,
CASE NO. 71 -167.
On motion of Commissioner Schultz, seconded by Commissioner Porter, and by
the following roll call vote, to wit:
AYES: Commissioners Bowles, Nunes, Porter, St. Denis, Schultz,
Strother and Chairman. Moss
NOES: None
ABSENT: None
the foregoing Resolution was adopted this 2nd day of February, 1971.

REQUEST FOR ANNEXATION TO THE CITY OF ARROYO GRANDE OF THE GRIEB PROPERTY FACING
HALCYON ROAD
Director Gallop advised that a request has been received from the Trustee of
the Grieb Estate for annexation of that property immediately south of the recent
Grieb annexation and directly north of the tract having lots facing on Willow and
which back up to the vacant property in question. He advised that this annexation
would then bring all of that property between the creek and Halcyon Road north of
the present city limits into the incorporated area. — Director Gallop'recommended
that this property be annexed to the City as an R -1 Zone rather than the R- A -B 73.
Chairman Moss stated that if it were being annexed as anything other than
R- A -B -3, such as R -1, he felt that the people in the surrounding area should be
notified of this intent.
On motion of Commissioner Porter, seconded by Commissioner St. Denis, and
unanimously carried, that a recommendation be made to the City Council for
approval of the requested annexation.

REPORT. ;FR,OM..C®ASTAL VALLEY PLANNING COUNCIL REPRESENTATIVE
Commissioner St. Denis reported that the Coastal Valley Planning Council had
met last night and mainly spent their time discussing budgets. They also dis-
cussed the winter seminar scheduled for February 20th at the Grover City City
Hall. Commissioner St. Denis pointed out that there are five speakers lined up
and there may possibly be two more, and the topic will be mobilehome park develop-
ment. He also advised that the Council discussed the possibility of instituting
a' name dhange on Central Boulevard -Oak Park Road -18th Street to one name, and
they had requested preliminary consideration by Grover City before making an
area recommendation. "Oak Park Boulevard" was being considered as the proposed
name.
DISCUSSION RE: FRONTAGE ROAD
Commissioner Schultz stated that the County and City of Grover City have re.
named their portion of Frontage Road to "El Camino Real ", and that there is just
a few blocks of Frontage Road in the City of Arroyo Grande, and he had hoped that.
the City would either concur with the name that was recommended, or that the County
Planning Commission, 2 -2 -71 Page 3
and Grover City change the name to Frontage Road so that the street would have just
one name. He noted that the road was officially "Grover Point Road" in' : the :to. until the
recent change. Chairman Moss stated that this Commission forwarded a recommendation
to the City Council that Frontage Road be changed to "El Camino Real ", but that it
was the feeling of the Council that "The King's Highway" did not fit the street.
APPEAL OF USE PERMIT CASE NO 0 -166 PROPOSED MOBILE HOME PARK ON VALLEY ROAD
Director Gallop informed the Commission that an appeal had been filed to the
City Council on the proposed Mobilehome Park on Valley Road.
ADJOURNMENT
There being no further business before the Commission, Chairman Moss declared
the meeting adjourned at 8 :30 P.M.
