PC Minutes 1970-11-17314 Planning Commission Arroyo Grande, Calif. November 17, 1970 The Planning Commission and City Council met in special session with Mayor Levine presiding. Present from the Planning Commission are Commissioners Bowles, Nunes, Porter, McMillen, St. Denis and Moss:. Coinm.issioner Strother is absent. City Council members present are Councilmen Schlegel, Talley and Wood. Councilwoman Thompson is absent. Also in attendance are City Administrator Butch and Planning Director Gallop. DISCUSSION OF MOBILEHOME PARKS (CONTINUED) Mayor Levine recognized Mr. Robert Goulart who verbally presented the materials which had been presented to the Council and Commission in written form, reviewing the inequities of taxes from the standpoint of both local and state. He introduced Mr. Matt Gallagher who reviewed the recommendations of the Committee as to how some of these inequities could be corrected. Following the presentation by the Citizens' Committee there was.a discussion of State legislation and it was generally agreed that the City should pursue, in an active way, encouragement of the legislator to enact changes in existing laws which would permit a more realistic assessing of mobilehomes with tax monies to the com- munity rather than the present vehicular licensing practice, The group then discussed the City's charges on Lopez water, including the district assessment and the City's $6.00 per month charges for individual residences within the City. As a result of the discussion, it appeared that the majority present felt that the mobilehomes should be paying the same $6.00 per month as a single family home since the City anticipated considering a mobilehome in the same light and status as a single family residence. City Administrator Butch indicated that he would prepare information and recommendations for the Council's consider- ation along these lines, which would include not only the monthly Lopez charge, but also consideration of existing sewer charges, There was general discussion on re- viewing the present business license charges, with the feeling this fee should be increased. The group then discussed the existing ordinance as it pertained to stand- ards for the mobilehome park development. It was pointed out that the present ordinance combines and recognizes "Travel Trailer Parks" in the same general area as mobilehome parks. Planning Director Gallop recommended that these be separated . in the ordinance with the consideration that travel trailer parks be permitted only in the Highway Service District and Planned Development District, with perhaps a three acre minimum site in the Highway Service District, and that mobilehome develop- ments be permitted only in the Planned Development and R -3 Districts, with ten acre minimum in the R -3 since a ten acre minimum had already been established for the Planned Development District. The discussion then involved setbacks and separation of units within a mobilehome park, recreation requirements as now spelled out in the City standards, signs, streets, etc. Reference was made to the new City of Santa Maria ordinance and forms used by that City for mobilehome park development. The Planning Director was requested to prepare an amendment to the Zoning Ordinance in light of the previous discussion for the Commission's consideration at the earliest possible time, ADJOURNMENT After additional discussion, on motion of Councilman Talley, seconded by Councilman Schlegel, and unanimously carried, the meeting was adjourned at 9 :30 p.m ATTES ing Director Chairman
