The Planning Commission met in special session with the City Council with
Chairman Moss presiding. Present are Commissioners Bowles, Nunes, Porter and
St. Denis. Commissioners McMillen and Strother are absent. Present from the City
are Council Members Schlegel, Talley, Thompson, Wood and Mayor Levine.
Also in attendance are City Administrator Butch and Planning Director Gallop.
APPROVAL OF MINUTES
On motion of Commissioner Bowles, seconded by Commissioner Nunes, and
unanimously carried, the minutes of the Planning Commission special meeting of
November 4, 1970 were approved as prepared.
DISCUSSION OF MOBILEHOME PARKS
Chairman Moss stated it was his impression that this study session was for
the purpose of developing restrictions and requirements for mobile home parks.
Administrator Butch pointed out that the impact on the City of Arroyo Grande if
mobile homes are permitted in large amounts is also a concern of the City Council.
COMMISSIONER STROTHER ENTERED THE MEETING
Chairman Moss inquired as to the possibility of setting a percentage of
the total city area to allow mobilehome parks. Director Gallop advised that the
economics of mobilehome parks are such that the industry themselves will know when
they reach a point where they are not feasible. The large developers have the
facilities available to them to make a determination whether they are economically
feasible within any given jurisdiction. He stated he didn't believe there was any
realistic and feasible way to limit the number of spaces in relationship to the
total acreage or population to the City.
Director Gallop commented that from a Planning standpoint, he felt that
mobilehome parks should not be concentrated in any particular area, but the pattern
should be broken up so that they are located in different parts of the City and
give a chance for conventional housing to develop between them, This type of
development would eliminate undue strain on traffic, schools, etc.
Administrator Butch pointed out that the zoning requirements under our
travel trailer and mobilehome standards are pretty high as compared to some
ordinances that are in existence. In discussing the present zoning ordinance,
it was pointed out that in comparison to information received from other cities
and the conferences at the League of California Cities meetings, it appeared
that additional setbacks should be considered and high standards established and
maintained to guarantee high grade mobilehome park developments.
The report "Mobile Trailer Parks, Mobilehome Trailers and Their Impact on
the City of Arroyo Grande" was reviewed and discussed to quite some length by the
Planning Commission and City Council which involved obvious discrepancies in
taxation because of the present method of licensing mobilehomes through the De-
partment of Motor Vehicles and the method of depreciation currently used. It was
also pointed out that only the land and improvements pay any taxes toward special
assessment districts.
The present city tax structure concerning sewer and water and the possi-
bility of amending existing fee schedules to place the full and fair share of
these costs were discussed in a preliminary way.
Because of the time, Chairman Moss suggested that the study meeting be
continued to a later date, at which time members of the Citizens' Committee will
be allowed to make their presentation and permit further discussion of the taxation
problems. The Chairman also noted that the full discussion of location and design
criteria-for mobilehome parks had not been explored, and Mr. Butch suggested that
the meeting be adjourned"to the"next evening, Tuesday, Nov. 17th, which was gener-
ally accepted. Chairman Moss indicated to Mr. Goulart and Mr. Gallagher that they
would be permitted twenty minutes at the beginning of the next session for their
presentation.
