Planning Commission
Arroyo Grande, Calif.
November 4, 1970
The Planning Commission met in special session with Vice Chairman Porter
presiding. Present are Commissioners Bowles, Nunes and St. Denis. Commissioners
McMillen, Strother and Chairman Moss are absent. Also in attendance are Mayor Levine,
City Administrator Butch and Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Bowles, seconded by Commissioner Nunes, and
unanimously carried, the minutes of the regular meeting of October 20, 1970 were
approved as prepared.
REPORT FROM COASTAL VALLEY PLANNING COUNCIL REPRESENTATIVE
Commissioner St. Denis advised that at the last meeting of the Coastal Valley
Planning Council the proposed street name changes had been discussed. He stated that
the representative from Pismo Beach reported that most of the changes recommended had
been approved, with the exception of Ocean View, and he indicated that the Planning:
Commission had preferred not to make the change. He reported to the Council that two
of the proposed changes in Arroyo Grande had been made and that some objections were
experienced on Frontage Road. He advised that Grover City had not, as yet, approved
the changes.
Commissioner St. Denis also advised that the building "Board of Appeals"
had been discussed, and that there was a feeling that the Council might be over-
stepping their bounds and.interferring with the powers of the planning Commissions.
They also discussed the building inspectors organization and it was felt that such
an organization might be advantageous to the entities involved.
Director Gallop advised, with regard to Frontage Road, that the County Board
of Supervisors at their meeting last Monday, November. 2nd, officially acted_on
Frontage Road and changed it to El Camino Real.
JOINT MEETING.• -WITH. THE CITY COUNCIL MONDAY, NOVEMBER 16, 1970
Director Gallop advised that the City Council had requested a study meeting,
primarily for the discussion of mobile home parks, and that material will be mailed
to the Planning Commission and City Council concerning a report that he and Mr. Butch
have been working. on.
Director Gallop pointed out that the joint meeting is scheduled for November
16th,, which is the day before the regularly scheduled Commission meeting, and that
since there are no public hearings scheduled for that meeting, he suggested that
perhaps the meeting of the 17th could be cancelled. On motion of Commissioner St.
Denis, seconded by Commissioner Nunes, and unanimously carried, the regular meeting
of November 17th was cancelled.
COMMISSIONER STROTHER ENTERED THE MEETING
PROPOSED ORDINANCE - ON STREET PARKING OF TRUCKS AND TRAILERS
Director Gallop advised that, time permitting, the proposed ordinance on
On Street Parking of Trucks and Trailers will be ready for consideration at the
joint meeting.
PUBLIC HEARING - USE PERMIT CASE NO. 70 -163, SERVICE STA.;.115 GRAND TERRIBLE:HERBST
'Director Gallop pointed out that the proposed location is an interior lot
and is just west of The Key Shop on Grand. Avenue. He stated the property is quite
deep and the rear property line abuts the residential properties on Linda Drive, and
that the petitioner indicates that only the front portion of the property would be
used.
Director Gallop advised he had neglected to recommend conditions in the
staff report and if the. Commission wishes to grant the Use Permit, the following
conditions are recommended: Commercial sidewalks, undergrounding of utilities,
5% or more in landscaping, and that the balance of the property be - subject to weed
control and kept neat and orderly.
Upon being assured by Director Gallop that the Public Hearing for Use
Permit Case No. 70 -163 had been duly published, posted and property owners notified,
Vice Chairman Porter declared the hearing open.

Mr.. John Kerley, representing the petitioner, was present and spoke in favor
of the Use Permit being granted. He stated the service station use will not exceed
the first 100 feet of the property, and that they would cooperate with whatever the
Commission requires in landscaping, etc. He advised the station would not have lube
racks and would not provide any services other than gasoline and oil, and that the
normal hours of operation would be from 6 :00 a.m. to 10:00 p.m. He described the
building, stating he felt it was quite decorative and would be a credit to the com-
munity.
Mr. Frank Banner, representing Mr. John [Winer, of 1148 Grand Avenue was
present and stated he would like to see the property used for light manufacturing:
instead of a service station. He stated there are 19 stations in Arroyo Grande now,
of which two are closed. The operator of the Enco Station at the corner of Grand.Ave.
and Elm Street was present and spoke against the use permit being granted. Mrs. Mary
Ansley -, Bonanza Realty and spoke in favor of. the Use.Permit being granted.
No further discussion for or against the proposed Use Permit, Vice Chairman
Porter declared the hearing closed.
After discussion, the following action was taken:
RESOLUTION NO. 70 -179 U
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE GRANTING USE PERMIT CASE
NO. 70 -163.
On motion of Commissioner Strother, seconded by Commissioner Nunes, and by
the following roll call vote, to wit:
AYES: Commissioners Bowles, Nunes, Porter, St. Denis and - Strother
NOES: None
ABSENT: Commissioner McMillen and Chairman Moss
the foregoing Resolution was adopted this 4th day of November, 1970.
The petitioner was advised that upon completion of the landscaping plans,
it would be necessary to submit landscaping and elevation plans to the. Architectural
Committee for approval.
PUBLIC HEARING -USE PERMIT CASE #70 -164 FREE STANDING SIGN 1156 GRAND TERRIBLE HERBST
Director Gallop advised that the P -M District permits signs of 150 square
feet each face, and the plans submitted indicate 96 square feet each face. He pointed
out that the sign clearance is not adequate, in that the plans indicate- 10' clearance
and the minimum is 14' clearance from grade. The developer indicates that the sign is
interior lighted, non-flashing and non - rotating. Director Gallop also pointed out
that the developer did not specify a. location for the sign and, recognizing the
possibilities of shading or shadowing of abutting properties,he felt the best location
would be in the center of the property.
Upon being assured by Director Gallop that public hearing for Use Permit
Case No. 70-164 had been duly posted, published, and property owners notified, Vice
Chairman Porter declared the hearing open.
Mr. Kerley, representing the petitioner, was present and indicated agree -
ment with the suggested location for the sign.
No further discussion for or against the proposed Use Permit, Vice Chairman
Porter declared the hearing closed, and the following action was taken:

ADJOURNMENT
There being no further business before the Commission, on motion of
Commissioner Strother, seconded by Commissioner St. Denis, and unanimously carried,
the meeting was adjourned at 8 :18 p.m. to 7:30 p.m. Monday, November 16th.
