The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Bowles, McMillen, Nunes, St. Denis, Porter and Strother.
Also in attendance are City Administrator Butch and Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner McMillen, seconded by Commissioner Nunes, and unanimously
carried, the minutes of the regular meeting of September 1st, 1970 were approved as pre-
pared.
REQUEST OF A. V. JOHNSON FOR ABANDONMENT OF A PAPER STREET
Director Gallop advised that the City Council, at their meeting of August 25th,
considered this matter and referred it to the Planning Commission for a recommendation.
He described the short paper street as being south off of Ridgeview Way, which has
never been used, and advised that Director of Public Works Anderson has recommended
that this property be retained by the City until such time as the drainage has been
corrected in the Tally Ho area.
After discussion, on motion of Commissioner Strother, seconded by Commissioner
Bowles, and unanimously carried, that a recommendation be made to the City Council
that the request of Mr. A. V. Johnson for the abandonment of a portion of the southerly
extension of Ridgeview Way, south of Tally Ho Road, be denied.
REPRESENTATIVE TO THE COASTAL VALLEY PLANNING COUNCIL
Commissioner Bowles advised that for at least the next three months he would be
unable to attend the Coastal Valley Planning Council meetings because of a conflict
with the School District staff meetings. On motion of Commissioner Bowles, seconded
by Commissioner Porter, and unanimously carried, that a recommendation be made to the
City Council to appoint Commissioner Nunes as an alternate representative to the Coastal
Valley Planning Council through January 1971.
PUBLIC HEARING - REZONING CASE NO. 70 - VALLEY ROAD - RA -B3 to R -3 YOSEMITE CONTR.
Director Gallop advised that the request is to rezone approximately 50 to 55 acres
of land facing on Valley Road, adjacent to and easterly of the Davis House, from RA -B3
to R -3, and the zone is petitioned for a Mobile Home Park Development. The developers
have filed under the name of Yosemite Contractors, of Oakhurst, California, and the
property is presently owned by Great Western Savings. The petitioner indicates this
will be a "Five Star" mobile home park. Director Gallop also advised that if the
Commission and City Council approve the zone change, the petitioner must still return
to the Commission for a Use Permit. He advised that the present C -N zoning on Valley
Road is to be retained.
Upon being assured by Director Gallop that the public hearing for Rezoning Case
No. 70 - had been properly advertised and property owners notified, Chairman Moss
declared the hearing open.
Mr. Victor Kliewer, Chairman of the Planning Staff for the development project,
was present and spoke in favor of the zone change being granted. He advised that the
development will be a five star mobile home park with landscaping, recreation complex
of approximately 32 acres, club house, tennis courts, swimming pool, etc. He advised
the development would provide approximately 275 to 300 spaces, and would include
paved streets and sidewalks, and it was his feeling the park would enhance this area.
Mr. Mathew Gallagher, a resident of Valley Gardens Tract, was present and
stated he objected to the rezoning from RA -B3 to R -3. He advised that Valley Road
barely handles the traffic now and he didn't believe any development along this line
is justified due to the fact that there is only one access street to the entire area,
and that is Valley Road. Director Gallop pointed out that Valley Road will probably
not be improved as a street as is set out in the Circulation Plan until such time
usage requires that it be improved. Also, with the Fair Oaks Road completion, we
will undoubtedly have a number of rezoning cases in the near future.
Mr. Payne, Valley Gardens, was present and advised he had spoken to several of
his neighbors regarding the rezoning, and felt they all shared Mr. Gallagher's
sentiments. He stated he didn't feel the area was ready for a high density type of
development and that there were other areas more suitable for this type of use.
There is already a great deal of foot traffic on Valley Road, as far as the children
in . the Tract .are concerned.

Mr. Charles Bagwell, representing Great Western Savings and Mr. Kliewer, spoke
in favor of the zone change, and advised that the mobile homes will be in the deluxe
field in the $20,000 bracket, and stated he felt sure that when the final plan comes
out, that a lot of the fears of these "trailer parks" will be eliminated. He advised
that these mobile home parks are beautifully landscaped and very well done.. Mr.
Kliewer pointed out that the mobile homes will be approximately 700 or 800 feet from
the homes in Valley Gardens.
No further discussion for or against the proposed rezoning, Chairman Moss declared
the hearing closed.
After a brief discussion by the Planning Commission, the following action was
taken:
A RESOLUTION OF THE CITY OF ARROYO GRANDE PLANNING
COMMISSION RECOMMENDING TO THE CITY COUNCIL AN
AMENDMENT TO THE MUNICIPAL CODE OF THE CITY OF
ARROYO GRANDE AS PROVIDED BY CHAPTER 4 ZONING,
ARTICLE 21, OF SAID CODE.
On motion of Commissioner McMillen, seconded by Commissioner Bowles, and by the
following roll call vote,to wit:
AYES: Commissioners Bowles, McMillen, Porter, Nunes, St. Denis, Strother
and Chairman Moss
NOES: None
ABSENT: None
the foregoing Resolution was adopted this 15th day of September, 1970.
ADJOURNMENT
There being no further business before the Commission, Chairman Moss declared
the meeting adjourned at 8 :15 P.M.
