The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Bowles, McMillen, Nunes and Strother. Commissioners Porter
and St. Denis are absent. Also in attendance are City Administrator Butch, Councilman
Talley and Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Bowles, seconded by Commissioner Nunes, and unanimously
carried, the minutes of the regular meeting of July 21, 1970 were approved as prepared.
COMMUNICATIONS FROM CITY ADMINISTRATOR RE: CURB AND GUTTER ON GRAND AVENUE. OFF -SITE
IMPROVEMENTS ON BRISCO HILL; AND WALNUT STREET DRIVEWAY APRON.
Chairman Moss stated, in reference to Grand Avenue curb and gutter, in his
II opinion, the City Council contradicts themselves from one item to the next, in that one
man who owns a 60' lot is forced to put in curb and gutter, and a man who owns more than
that -- they let him off the hook. They require the people across the street to put in
curb and gutter, and let one man off the hook.
They are inconsistent on what they will and will not allow in the development
of the City. He referred to the statement in a report from Public Works Director
Anderson, dated July 22, 1970 "Deletion of Curb and Gutter Requirements in Brisco Hill
Area ", "....that due to the terrain, development of full street widths would interfere
with present, roadside development, such as driveways, trees and shrubs." Chairman Moss
stated that . development would interfere today, it would also interfere in the future.
These peopleā_ because they live on a hill, do not have to conform to what the other
people have to conform to, and, in his opinion, the City Council is showing favoritism
to people in certain areas.
With regard to the Walnut Street driveway, he questioned why the Director of
Public Works could give special variances from City ordinances. He stated he felt the
City Council should rule on all variances. Administrator Butch advised that the
Director of Public Works has discretionary powers in issuing permits. Chairman Moss
stated he felt there was too much inconsistency in what is being allowed, and that
everybody should have an equal right, and the requirements not determined by the amount
of property owned.
Commissioner Nunes stated he basically agreed with Chairman Moss, and that in
the month that he has been here he has had an opportunity to review certain areas and
found the general consistencies has been extremely lax and applied in a haphazard
fashiori":;and he would like to see this situation corrected, and he feels that every
variance the City Council grants sets a presidence whereby other developers can
achieve the same variances.
COASTAL VALLEY PLANNING COUNCIL SEMINAR
Director Gallop gave a brief report on the Coastal Valley Planning Council
planning seminar Sunday, August 2nd, and as a result of the seminar the Council, at
their last meeting, agreed to have another seminar in about six months. Commissioner.
Bowles stated it was the feeling of the Council members who attended that it was
excellent and quite worthwhile.
Director Gallop advised that one point was made at the seminar which would be
particularly effective on our neighboring cities more than ourselves, but could have
some effect on us. It was made very clear by both Mr. Wise and Mr. Schumm that if
the various cities and counties do not proceed to adopt a general plan, that the
state and national agencies are going to step in and form these general plans for,
them. If this were to happen it might have some backlash on our City.
PUBLIC HEARING - USE PERMIT CASE NO. 70 -162, BEACON OIL CO., 610 GRAND AVENUE - SIGN
Commissioner McMillen requested that he be excused from the public hearing due
to a possible conflict of interests.
Upon being assured by Director Gallop that the Public Hearing for Use Permit
Case No. 70 -162 had been duly published, posted and property owners notified, Chairman
Moss declared the hearing open.
Director Gallop advised that the proposed sign is to be located in the planter
area which is located between the center island of the service station and the side-
walk. He advised that this matter was before the Commission for discussion four weeks
ago, at which time architectural approval was granted and Beacon Oil Co. has now

filed for a use permit. The application indicates the sign is interior illuminated
and revolving. The sign proposed has an overall height of twenty -four feet, fifteen
foot clearance from grade, and the sign face is six foot by twelve foot, with approxi-
mately 60 square feet per face. He also advised that the sign meets all the require-
ments of the district.
Director Gallop advised that a representative of the petitioner is present to
answer any questions. No further discussion for or against the proposed use permit,
Chairman Moss declared the hearing closed.
With regard to the rotation of the sign, it was the general feeling of the
Commission that a rotating sign tends to be confusing and diverts attention from traffic
and could . be hazardous. Chairman Moss pointed out that since all traffic in that area
is east and west, there would be no advantage to a rotating sign.
After discussion, the following action was taken:
RESOLUTION NO. 70 -171
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ARROYO GRANDE GRANTING A USE PERMIT,
CASE NO. 70 -162.
On motion of Commissioner Nunes, seconded by Commissioner Strother, and by
the following roll call vote, to wit:
AYES: Commissioners Bowles, Nunes, Strother and Moss
NOES: None
ABSTAIN: Commissioner McMillen
ABSENT: Commissioners Porter and St. Denis
the foregoing Resolution was adopted this 4th day of August, 1970.
Chairman Moss advised the petitioner of his right to appeal the Commission
action to the City Council within ten days.
ANNEXATION REQUEST
Director Gallop advised that the annexation request is on the part of Mr. and
Mrs. Grieb to annex a parcel of property of approximately 3 acres with 147' frontage
on Halcyon Road. The property is situated southerly of and adjacent to the south city
limits, and directly east of Farroll Avenue. .. Mr,. Galldp'advised that this matter, has
been forwarded to LAFCO for their consideration and he felt they would look favorably
on it. He advised this is all within the General Plan, and for annexation purposes
it is contiguous and will not violate any annexation legislation.
After discussion, on motion of Commissioner McMillen, seconded by Commissioner
Bowles, and unanimously carried, that a recommendation of this annexation be made to
the City Council.
STREET NAME CHANGES
Director Gallop advised that the Commission should make a determination on
proposed names for Cypress Court and Railroad Avenue. After discussion, it was agreed
that property owners on these streets should be polled for street name- recommendations
With regard to Items 1, 2 and 4 of the Staff Report dated July 30, 1970,
Director Gallop advised that the public hearings could be set now because names have
been recommended or they are continuations of existing names. After discussion, on
motion of Commissioner McMillen, seconded by Commissioner Nunes, and unanimously
carried that public hearings be set for September 1, 1970 on Corbett Canyon Road,
Printz Road and Frontage Road.
PROPOSED ORDINANCES
Director Gallop advised that at the joint Commission /Council meeting of July
21, 1970, several proposed ordinances were discussed, one of which was abandoned and
inoperative vehicles. He stated he was under the impression at the time that perhaps
this could be combined with the On- Street Parking Ordinance, 'however, since that time
he had discussed the matter with Grover City and believes it would be wiser to adopt
these as separate ordinances. He requested permission of the Commission to prepare
the inoperative vehicle ordinance, and also requested permission to prepare an ordi-
nance on the house moving. He advised these could be prepared for the next meeting
of the Commission. Permission to prepare these ordinances was granted by the Commission.

ADJOURNMENT
There being no further business before the Commission, on motion of Commissioner
Bowles, seconded by Commissioner Nunes, and unanimously carried, the meeting was
adjourned at 8 :20 p.m.
