July 21, 1970
The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Bowles, Porter, Nunes, and Strother, Commissioners McMillen
and St. Denis are absent. Also in attendance is Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Porter, seconded by Commissioner Strother, and carried,
the minutes of the regular meeting of July 7, 1970 were approved as prepared.
INTRODUCTION OF NEW PLANNING COMMISSION MEMBER
Chairman Moss introduced new Planning Commission member, Mr. Henry Nunes.
VERIFICATION OF APPOINTMENT OF COMMISSIONER BOWLES TO THE COASTAL VALLEY PLANNING COUNCIL.
Chairman Moss advised that the City Council had appointed Commissioner Bowles
as a representative to the Coastal Valley Planning Council.
LEAGUE OF CALIFORNIA CITIES - NOTICE OF QUARTERLY MEETING.
Chairman Moss advised that the next Channel Counties Division, League of Cali-
fornia Cities Quarterly Meeting is to be held Friday, July 31st, in San Luis Obispo,
and any member wishing to attend should advise either the City Clerk or Planning
Secretary by July 23, 1970.
COMMISSIONER ST. DENIS ENTERED THE MEETING
PLANNING SEMINAR
Director Gallop called attention to the notice announcing the Planning Seminar
being conducted by the Coastal Valley Planning Council at the Grover City Council
Chambers, to be held Sunday, August 2nd.
CURB AND GUTTER - NORTHEAST CORNER OF SUNSET AND ELM STREETS
Chairman Moss inquired as to why the curb return is not installed on the north-
east corner of Sunset Drive and Elm Street, and no curb and gutter along the frontage
of the property on the corner of Elm and Sunset? He requested a report be obtained
from the Director of Public Works as to why this corner was left out.
DRIVEWAY ON WALNUT STREET
Chairman Moss questioned a driveway on Walnut Street which is beyond the limits
of City requirements. He stated the Ordinance calls for a limit of 32', and said
driveway exceeds that limit. He requested a report be obtained from the Director of.
Public Works as to why this driveway was allowed.
PUBLIC HEARING - USE PERMIT CASE NO. 70 -161, SIGNAL OIL CO., 1294 , GRAND AVENUE -
FREE STANDING SIGN
Director Gallop advised that the plot plan indicates the sign is to be located
on the southwest corner of the property between the canopy and right -of -way, 11' back
of. the Grand Avenue property line. The overall height of the sign is to be 23'. The
sign face is 8' wide, 9' high, with 14' clearance from grade, and these dimensions
fall within the requirements of the H -S District. The plans and picture indicate the
sign is to be interior illuminated, non - flashing and non - revolving.
Upon being assured by Director Gallop that the Public Hearing for Use Permit
Case No. 70 -161, Signal Oil Co., 1294 Grand Avenue had been duly published, posted
and property owners notified, Chairman Moss declared the hearing open.
Mr. Jack Doer, representative of the Signal Oil Company, was present and
stated he would answer any questions. During discussion of the plot plan, it was
pointed out, and verified by Mr. Doer, that the plot plan as submitted was in error.
The supporting pole was relocated approximately 4' in back of the Grand Avenue
property line midway between the Fair View property line and canopy.
No further discussion for or against the proposed Use Permit, Chairman Moss
declared the hearing closed and the following action was taken:

JOINT MEETING WITH CITY COUNCIL
After a brief recess, the Planning Commission and City Council met in joint
session. All Commission members were present as shown on roll call, including
Commissioner St. Denis. Council members present are Mayor Levine, Council Members
T Schlegel, Talley and Wood. Also in attendance are City Administrator Butch
and Chief Richardson.-

Proposed On Street Parking Ordinance.
Chairman Moss advised it was the feeling of the Planning Commission Committee
on On- Street. Parking that before they spend a lot,of time working on this proposed
ordinance, they would like to have some idea from the City Council on what they are
willing to enforce. He stated that at the time this was brought up by the Commission
there were several large trucks throughout the city, such as cattle trucks, moving
vans, etc,, parking overnight, causing safety problems because of children playing
around the trucks, vision, etc. He mentioned one instance where diesel fuel leaked
onto the pavement, causing a hole in the asphalt. Director Gallop advised he has
on file copies of Ordinances from various cities but that it is difficult to compile
a report to get an overall picture, because each one is treated differently. He
suggested establishing limits by weight and length, and the oversized ones that do
create problems be controlled.
Chairman Moss stated it was his feeling that there should be some limit on
vacation vehicles, and he felt they should not be allowed to park for any long
periods of time in a residential area. Councilman Talley stated he felt if people
have a place to park vacation vehicles, they should be allowed to park them on their
own property. Councilman Wood felt that recreational use in this area should be en-
couraged.
With regard to inoperative and /or abandoned vehicles, Director Gallop pointed
out that the Zoning Ordinance prohibits using the front yard setbacks for this pur-
pose, and if this is enforced., they move the vehicle into the street, and an ordi-
nance is necessary to control this problem both on the street and on the property.
Police Chief Richardson stated they don't have too much of a problem in this
area, and there are many instances where a man cannot get a car into the backyard
to work on it and the garage is too small. He stated the Police Department has a
good working agreement with a junk dealer and they have disposed of 35 or 40 cars
in the last 8 months, and they have been able to trace the owners of many abandoned
vehicles and have them moved. It was suggested that a limit of 72 hours parking on
city streets be placed on inoperative or abandoned vehicles.
After further discussion it was generally agreed by the Planning Commission
and City Council that an ordinance is required limiting parking on city streets of
abandoned and /or inoperative vehicles, and large commercial vehicles. Director
Gallop stated that Grover City has an ordinance covering abandoned and inoperative
vehicles which is very effective. A copy of the Grover City ordinance was given to
Administrator Butch.
It was suggested that the On- Street Parking Committee draft up an Ordinance
for consideration.
House Moving Permits
Director Gallop advised that about two years ago a proposed house moving
permit was submitted and discussed by Department Heads and by the Planning Commission,
and was then tabled. Recently the matter has been referred to the Planning Commission
from the City Council.
He pointed out that any building moved into or within the City first must be
inspected by the Building inspector and a determination made that it meets the code
or can be brought up to code. The proposed form is designed as a permit for moving
a building in the City after inspection, and is an adaption of the permit used by
the State Division of Highways. With regard to routing, there are many streets

within the City which can't bear this kind of a load, therefore, the Department of
Public Works should have something to say about what streets could or could not be
used, as a protective measure to the City.
Director Gallop advised that many cities require that where a building is to
be moved in on a piece of property, that the property be posted and a public hearing
held. He stated he did not feel this was good legislation because this is pre-
conditioning what a house is going to look like. When a building is moved in and the
work is completed with curb, gutters, sidewalks and many improvements, and is up to
the Uniform Building Code, it sometimes looks better than some of the surrounding
properties'. He stated, in his opinion, the Uniform Building Code, along with the pro-
posed permit and our present zoning ordinance, would give the City adequate controls.
Councilman Wood stated the construction industry is leaning more and more toward
• building a structure outside the area and moving it onto the site. Councilman Talley
stated he didn't feel they could restrict what a man builds on a lot as long as he meets
the Uniform Building Code. Chairman Moss suggested that the mover be required to post
a bond in the event of damage to City streets in the moving process.
After discussion, it was recommended that the Planning Commission study the
matter and make recommendations to the City Council.
Coastal Valley Planning Council Recommendation of Street Name Changes.
Commissioner St. Denis referred to the list of street name changes recommended
by the Coastal Valley Planning Council, and stated the proposed changes came about
because of conflicts with streets of the same names, names that sound alike, several
names on.a single street alignment, etc. Director Gallop advised that as mutual
assistance increases between the cities within the Urban Reserve Line, the need of
individual street names is going to become more and more important to the protection
of life, limb and property. In picking the streets and street names, the Council
tried to determine which streets would have the least effect. As the streets are
developed or lengthened, the problem becomes more acute and it is simpler to resolve
the problem now.
Mayor Levine stated he is confronted with this problem of street names every
day and is aware it could also happen in the case of emergency vehicles and utility
companies.
Director Gallop reviewed the suggested street name changes for Arroyo Grande
and advised that the Planning Commission and City Council would be required to hold
public hearings on the required changes. After discussion, Chairman Moss stated he
felt the Coastal Valley Planning Council have done an excellent job in outlining
these changes and they should be commended for the fine job they have done.
DISCUSSION RE: BONDING ON USE PERMIT REQUIREMENTS
Director Gallop stated that sometime ago the Planning Commission requested
consideration of bonding on Use Permit requirements, and the City Council requested
the City Administrator and Planning Director investigate the possibilities. They
obtained a number of ordinances from the League of California Cities and noted, in
reading the ordinances, that none of the cities require bonding on Use Permits. In
answer. to Mayor Levine's question as to how these requirements can be enforced other
than by bond, Director Gallop suggested that a City Business License would not be
issued until conditions are met could be added to the Use Permit. Mayor Levine
stated, in his opinion, it would be reasonable to withhold a City Business License
until the conditions of the Use Permit have been met, but he didn't believe it
would be fair to take a business license after the applicant is in business.
